About this file

This document contains a request for information log and details of a federal contract opportunity for a fire alarm system replacement project in Muskogee, Oklahoma. The General Services Administration is seeking to replace the existing fire alarm system and install a new emergency voice communication system and bidirectional amplifier system in accordance with NFPA 72 and PBS P-100 standards. The contractor will provide all labor, equipment, and materials necessary to remove the old fire alarm system and fire phones and install the new analog intelligent system with voice evacuation and communication capabilities. Questions from site visits were addressed, clarifying that all devices will be replaced, surface-mounted conduit is strongly discouraged except in specific locations, and the drawings incorrectly included fire phones which will be replaced by a bidirectional amplifier system utilizing handheld radios instead.

RFI # RFI Question RFI Answer and Source

1 What model number is the ceiling Tile?

Model ID is: "1820A" and avaiable from Lowe's. GSA FPE, thru the building maintenance manager.

Can the Gamewell-FCI E3 Series FACF with Emergency Evac be substituted for the specified Fire Alarm Control Panel?

No. The Gamewell FCI is not an equial-substitution. Request denied. GSA FPE

3 Can someone provide reflected ceiling drawings for the facility?

Existing building reflected ceiling plans could not be located. For bidding purposes, the contractors will need to make their own assumptions.

There are existing EST Genesis series (somewhat modern) speaker strobe notification appliances and strobe only notification appliances currently installed throughout the facility. There are also existing Seimens addressable fire alarm devices [relatively new (two years old)] installed throughout the facility. Will all fire alarm contractors that are bidding the project need to replace all existing fire alarm system equipment including control panels, power supplies, voice amplifier equipment, notification appliances, peripheral fire alarm devices, and cabling? If the existing Seimens fire alarm system equipment is allowed to remain then the

Seimens fire alarm contractor will have a major competitive advantage. Also, if the existing EST Genesis series notification appliance fire alarm system equipment is allowed to remain then the EST fire alarm contractor will have a major competitive advantage.

All devises will be replaced. GSA FPE

During the site visit facility walk-through we noticed that there are currently some fire alarm system devices that are mounted on surface-mounted EMT conduit in various corridors and other areas. Are there any areas other than mechanical rooms, parking garage, etc. where new devices can be mounted on surface-mounted EMT conduit and / or surface-mounted metallic wiremold raceway?

No. Surface mounted conduit is strongly discouraged and only allowed in specific, pre-approved locations. The Historical architect must also review any visible conduit locations.

6 Clarification by GSA.

As a general note, the design drawings accidently show fire fighters handsets and jacks.

GSA apologies for this confusion as the fire department prefers the use of handheld radios and GSA will utilizes a BDA to improve use of handheld radios. Do disregard the fire phones shown on the drawings as the project will utilize the BDA system as listed in the solicitation and as provided in the BDA Spec. GSA FPE
