About this file

This is an Invitation to Bid and Addendum issued by the Board of Supervisors of Louisiana State University and Agricultural & Mechanical College for the procurement of lights and accessories to enhance the Louisiana Lights holiday lighting display at the Burden Museum & Gardens. The solicitation (RFQ-0000002862) requests bids for nine distinct lighting applications and extension cords, including Crape Myrtle Allee String Lights, Holiday Lawn Live Oak Supernova Light Cluster, Holiday Hallway Live Oak String Lights, Wildlife Ramble Stake Lights, Moravian Stars Live Oak LED Light Clusters, Candy Cane Lane Lighting, Parterre Tree with Control System, Parterre String Lights, and Pole Tree for Roundabout with Nova Star Topper, plus 50 units of 25-foot extension cords and 25 units of 15-foot extension cords. All products must be new, current manufacturer models with specified UL/ETL/CSA certifications and IP ratings. Items 7 and 8 (Parterre applications) require an on-site technician during installation, to be provided by the awarded supplier. Bids are due July 28, 2026 at 11:00 a.m. Central Time and must be submitted electronically to lsubids@lsu.edu. Delivery to LSU AgCenter Botanic Gardens at 4560 Essen Lane, Baton Rouge, Louisiana is required by September 1, 2026, with installation beginning October 1, 2026 and completion by November 15, 2026. Installation labor is excluded from the scope as a separate contractor has been awarded for that work.

Bid prices are to be quoted net, FOB LSU Destination, inclusive of all applicable shipping and handling charges. All products must carry manufacturer defect guarantees for at least one season (90 days) from the shipping date. The University reserves the right to award all items to the lowest responsible and responsive bidder, or to award items separately or grouped based on budgetary considerations, though award can only be made to the overall lowest responsive and responsible bidder for all items. Equivalent products are accepted if they meet or exceed all written specifications, with supporting technical documentation required. Suppliers may propose equivalent control systems and related components if all requirements are satisfied. Payment is due within 30 days of invoice receipt or delivery and acceptance, whichever is later. Bidders must be enrolled in LSU's Workday procurement system prior to submission and must submit a completed W-9 or W-8 form. The successful bidder must provide a certificate of insurance naming the Board of Supervisors of LSU as an additional insured.

Supplier Inquiry and Response

Q1. Are suppliers required to bid all 10 line items, or may suppliers bid selected line items only?

A1. Yes. It is the intent of the University to award all items on the bid to the lowest responsible and responsive supplier for all items; however, the University reserves the right to not award all items if it’s determined to be in the best interest of the university due to budgetary reasons. Regardless of which items are awarded, award can only be made to the overall lowest responsive and responsible bidder for all items.

Q2. The solicitation states that Items 7 and 8 require a technician on site at the time of installation. Is the awarded supplier responsible for providing this technician, or is LSU requesting manufacturer/supplier technical support only?

A2. The awarded supplier is required to supply the technician.

Q3. Are equivalent products accepted if they meet or exceed the listed certifications, IP ratings, dimensions, connector types, voltage requirements, and performance requirements?

A3. Equivalent products are accepted. All products must meet the written specifications. Products cannot exceed requirements as we have specified exactly what each activation needs.

Q4. For custom content, audio-synchronized content, Loop HQ, Pixel Controllers, and related control systems, is LSU requiring a specific manufacturer ecosystem, or may suppliers propose equivalent systems with supporting technical documentation?

A4. Suppliers may propose equivalent systems if all requirements are met with supporting technical documentation.

Q5. Is installation labor included in the scope, or is the scope limited to delivery of products plus technician support as specifically noted?

A5. The scope is limited to delivery plus technical support as specifically noted. A separate supplier has already been awarded the contract for installation.
