About this file

This is a New Mexico Resident Preference Information form applicable to the Solid Waste Disposal Services contract opportunity. The document outlines the requirements for bidders and offerors seeking resident preference advantages in state and local contracting in New Mexico. Bidders must submit a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department with their bid or proposal to receive preference consideration. Eligible preference categories include Resident Business/Contractor, Resident Native American Business/Contractor, Resident Veteran Business/Contractor, and Native American Veteran Business/Contractor designations. Effective January 1, 2012, all Resident Preference Certificates are issued exclusively by the New Mexico Taxation and Revenue Department.

Preferences are not cumulative, and each bidder is entitled to only one preference classification. For joint bids or proposals involving both resident and nonresident businesses, the resident business preference is reduced proportionally based on the percentage of contract work, measured in dollar amount of goods or services, to be performed by the nonresident business partner. Bidders submitting joint proposals must complete a form identifying each firm name and location, describing work to be performed, and specifying the percentage of work compared to the total contract amount for both resident and nonresident business participants. Failure to include a valid Resident Preference Certificate with the bid response or proposal will result in no preference being applied. Additional information and applications for Resident Preferences are available through the New Mexico Taxation and Revenue Department website at www.tax.newmexico.gov.
