About this file

This document is an Attachment C detailing Mandatory Minimum Requirements and Technical Criteria for a firearms procurement solicitation issued by the State of Utah Division of Purchasing. The Request for Proposal (RFP) seeks to establish a 5-year contract for firearms procurement for both law enforcement and non-law enforcement purposes, with the potential for multiple vendor awards. Vendors must be firearms manufacturers with a valid Federal Firearms License, and the award methodology requires offerors to achieve a minimum of 700 points out of 1000 total points across technical criteria and cost categories.

The technical evaluation encompasses five key areas: experience (100 points), ordering and delivery capabilities (150 points), product quality and warranty (250 points), federal regulation compliance (100 points), and value-added offerings (100 points). The cost component represents 300 points. Vendors must provide comprehensive details on their manufacturing capabilities, product warranties, dealer management, customer service, and accessories. The contract includes an administrative fee of 0.25%, and vendors are required to guarantee their pricing for the first year of the contract. Successful respondents will be those demonstrating robust technical capabilities and competitive pricing across the specified evaluation criteria.
