About this file

This document amends a solicitation for the 2022 Transit Bus Program. The amendment provides questions and answers submitted in response to the RFP, revises the solicitation cover page and sections to incorporate recent changes to the Federal Acquisition Regulation, and clarifies that pricing submissions must be entered in AutoBid along with a copy submitted through FedConnect as Volume 3 - AutoBid Printout. Offerors must submit all proposal documents through FedConnect, with pricing still entered in AutoBid per the RFP instructions. Electronic copies of full proposals are due by September 29, 2021. The pre-proposal conference information and deadline for AutoBid pricing submission are also provided.

1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP

Q1: Regarding option EVSE- Electric Vehicle Supply Equipment, the option indicates that offerors may propose multiple solutions, however where pricing is to be inputted there is no provision for multiple options. Please provide multiple pricing line items for this option or clarify the process to submit multiple solutions. It is our assumption that the customer facility and on-route locations are in a ‘make ready’ state with appropriate power required to install and sustain the charging stations and that pricing provided is for equipment only and not infrastructure or system installation. Please clarify.

A1: The requirement is for parts only, installation not included. Details of alternative EVSE (configuration and capacity) may be entered and offered on the technical exceptions spreadsheet (Attachment E2).

GSA will review this upon initial proposal submission and determine if the creation of additional options is warranted.
