Description of Amendment/Modification
The purpose of this amendment is to incorporate the following:
1.) To incorporate part two response of questions submitted.
3.) All other terms and conditions remain unchanged.
QUESTIONS FOR LAFAYETTE O&M RFP- PART TWO OF RESPONSE TO QUESTIONS
1. Sections L & M of the solicitation do not indicate proposal requirements (i.e., how many pages, font, past experience req's, evaluation criteria, etc.). Please advise
2. Will Section J be amended to include an attachment to include the equipment inventory list? Please see attached documents
3. Can you please provide the current CBA? Please see the attached document

5. Will the fire alarm and sprinkler system's preventive maintenance, inspection and repair be a part of the contract requirements? (Yes). – need to be added to the SOW.
6. Is any of the equipment listed in the equipment inventory, under any type of warranty period? (No).
7. For the incoming steam distribution service, please indicate at what point the contractor is responsible for piping and devices. (At the high pressure stop valve).

(Not your responsibility).
11. Has the newly installed HVAC equipment been fully commissioned and accepted by the GSA, and are the commissioning documents available for contractor usage after the award? (Yes).
12. C.1.40 Repairs – Please confirm that non-reimbursable repair liability only applies to assets included on the inventory list. This is a maintenance contract and, therefore, companies who perform maintenance on the inventoried equipment are rewarded with lower out of pocket non-reimbursable repairs and the government benefits from well running equipment. Repairs to wall paneling, cracked concrete, building envelop leaks, and other such items that are not inventoried, cannot be mitigated or affected by our service and estimating exposure is extremely difficult. Please clarify the government’s intent with these types of repairs. Any out of above routine maintenance will if needed within a separate task order.
13. C.1.42.11 Portable Fire Extinguishers – Can the government provide information on when the most recent five year hydrostatic testing was performed on the extinguishers? (Yes).

15. H.15.3 Qualifications of Technicians – under General Requirements it says that “all offers must include documentation and proof of required certification…” Please confirm that all resume and certification information is due after award but prior to commencement of work, not with the proposal? 17. Are coupon racks part of the water treatment system on this contract? If so, please provide the specifics. (Yes, the coupon racks are a part of the water treatment system/contract).
18. Are there any employees covered by a CBA on this contract? If so, please provide a copy of the CBA.

20. How will IDIQ work be priced, as there does not appear to be a place for additional service labor rates, material mark-ups, etc.? Will this be negotiated after award? This will be shared with the successful offeror
21. Section A, Standard Form 1449 has pricing in the base year -$120,596.25 per month, $1,476,098 for 12 months, but no pricing information is provided for the option years. Is this an error or should pricing have been provided for the option years as well? Please refer to amendment 0001
22. The SF1449 reflects a proposal due date of 11/27/17, 2:00 PM EST. FBO reflects a due date of 11/30/17. Can you clarify which date is correct? Please refer to amendment 0003

(Siemens).

This information will be provided to the successful offeror 44.
45. There were three (3) embedded links in the original. In a previous posting, the Government provided the Equipment Inventory (Exhibit J-16), but we still need the other documents for Exhibit J-17 and Exhibit J-20.
Can you please provide these documents on FBO?
46. 101. Factor 1 Corporate Experience requires that offerors demonstrate experience at an “office building” – is it acceptable to demonstrate prior experience at non-office types of buildings (for example, schools, laboratories, military administrative buildings, courthouses, etc.), or are office buildings the only types of facility examples that would receive an “acceptable” rating? (RFP p. 63). Please refer to amendment 0003
102. Factor 1 Corporate Experience specifies that examples provided must have occurred within the past five years. Is there a minimum amount of time, e.g., one year, etc., that an offeror must have performed on a contract in order for it to receive an “acceptable” rating? (RFP p. 63). Please refer to amendment 0003
103. 110. After the equipment inventory and other missing information is posted on FBO and the contractors have a chance to review this material not previously provided, will the CO allow for another round of questions to be submitted for clarification? no
111. Page 111 of 255 52.228-1-With this being a service oriented contract, with no construction of or development of products, goods or infrastructure, we believe that the FAR Clause 52.228-16 Performance and Payment Bonds – Other than Construction is not needed to sufficiently insure performance of said contract. We maintain sufficient insurance coverage through our General Liability policies and our Umbrella policies to insure our performance, decision making, operations of and executive decision making for all services oriented work we provide. This insurance is there to handle any claims, should they be needed, and thus would alleviate the requirement for a bond on any services oriented contract as this coverage provides the same protection to our government customers. Our policies provide for an aggregate coverage value of 5,000,000 and up to 1,000,000 per individual occurrence/claim. With the contract requirement of a bond up to 25% of the contract value and the proposed contract value being 2.5M per year, that would equate to 625,000 which is well below our insurance coverage per incident/claim. Should the customer believe that additional insurance coverage values be needed beyond what we currently maintain then these values can be added to the contract and we will adjust our policy to handle accordingly. Please refer to question 63
