RESPONSE 02 to Pre-Proposal Questions USDA NRCS Space Reduction TI (PHX FB)
1 | P a g e
No. Question Response 4 Sheet T-101, General Note #1 states that the
General Contractor is to provide telecommunications design and construction.
What is the intent of the stated request for design? Is the General Contractor to provide A/E deliverables? If so, will the GSA please provide the exact design deliverables expected and the design schedule for this requirement?
The intent is for the GC to provide layout design.
A/E design services are not necessary. GC should coordinate design with GSA and vendors as necessary to ensure no obstructions, blockages, exclusions, etc. and remit for review.
CDs SOW for GC to power and conduits for HDMI and or data to support AV drawings. USDA preferred low voltage provider for pulling the data and would assume they would pull the AV cabling.
Please refer to Sheet T-101, General Note #2 which makes reference to Departmental Regulation 3902-001, See RFP Amendment 02.
19 After completing the Site Visit, it is apparent that various discrepancies exist between the Architectural Demolition Floor Plan (Sheet AD101) and the actual conditions. See attached photo and drawing. Will the GSA provide a revised Demolition Drawing that reflects the actual conditions as they currently exist?
Please see Addendum No. 1 to Plans and Specifications for USDA/NRCS Phoenix, RFP Amendment 02.
20 Upon review of the Drawings for this project, requirements for Audio-Visual Systems, Communications, Physical Access Control, and Fire Detection & Alarm are clearly depicted.
Specification Sections for these elements of work are not found in the Specification Manual. Will the GSA issue Specification Sections for these elements of the project in order for the Contractors to meet the GSA requirements?
The Audio-Visual Design documents should be used by the GC for AV design build. The Gov't believes adequate information is provided for design intent and the GC can provide competitive price using specs provided. This will be a firm-fixed price award. The GC should not assume modifications are forthcoming.
Please refer to agency Departmental Regulations as an additional reference 3902-001, RFP Amendment 02 Exhibit 2. The GC should also meet NFPA requirements. The existing systems are being modified.
21 RFP, Page 3 contains the Price Schedule for this solicitation. CLIN 0004 on the Price Schedule is for all Audio-Visual work for this project. Drawing Sheet G-001, Contractor / Vendor Coordination Responsibility Matrix indicates that the A-V Equipment and Programming are both either by USDA or “Other Vendor”. Will the GSA clarify if the Contractor is to include the cost in CLIN 0004 for the A-V Equipment and Installation or if this A- V equipment and work is Not In Contract?
GC will include a price for CLIN 0004.
The AV equipment requirement was added into the scope after the initial drawing set.
The GC is responsible for the AV equipment. This is not a sole source requirement. The documents are to be used as a basis of design.
22 The Audio-Visual Drawings for this solicitation were prepared by the IMMEDIA company. Should the bidding Contractor assume that IMMEDIA has a sole-source J&A approval with the GSA for this project or will A-V systems that meet or exceed the salient characteristics and performance
The AV equipment requirement was added into the scope after the initial drawing set.
The GC is responsible for the AV equipment. This is not a sole source requirement. The documents are to be used as a basis of design.
2 | P a g e parameters also be acceptable?
23 The Govt. response to Amendment 01, RFI #3, does not answer the full scope of the question and seems to create confusion and a window of potential conflict post-award for the answer provided. When the Govt. states that the “final Audio-Visual Design” will be by the Audio-Visual Consultant, this seems to indicate that the design on the bid documents is currently incomplete. Will the Govt. agree that any changes made to the current drawings for the Audio-Visual System that result in higher cost to the Contractor, can be negotiated by a post-award Contract Modification?
The Audio-Visual Design documents should be used by the GC for AV design build. The Gov't believes adequate information is provided for design intent and the GC can provide competitive price using specs provided. This will be a firm-fixed price award. The GC should not assume modifications are forthcoming.
24 Additionally, the Govt. response does not address the part of the RFI question asking for missing Specifications for the Communications, Physical Access Control System, and Video Phone System disciplines. Will the Govt. issue these Specifications so that all of the bidding Contractors can equally understand the Government requirements for these Systems?
The intent is for the GC to provide layout design.
A/E design services are not necessary. GC should coordinate design with GSA and vendors as necessary to ensure no obstructions, blockages, exclusions, etc. and remit for review.

Please refer to Sheet T-101, General Note #2 which makes reference to Departmental Regulation 3902-001. RFP Amendment 02 Exhibit 2.
25 Will the Government be responsible for moving furniture and equipment in the areas designated for remodel or will this be the Contractor’s responsibility? If this will be a cost for the Contractor, does the Govt. have on-site storage space available or will these items need to be moved off-site and stored in a warehouse?
Please refer to drawing No. AD101: Demolition Plan General Notes: 20. Any furniture or equipment left behind in demo area to be removed and disposed of as part of the construction contract.
Please also refer to Specification Section 024119
- SELECTIVE DEMOLITION - see 1.3 Definitions and 1.4 Materials Ownership.
26 The Govt. response to, RFI #7 does not clearly address the types of finishes requested for the corridors for this project, if any. The Govt.
response refers to the Finish Plan General Notes on Sheet A-121. These General Notes refer the reader to the Finish Schedule on Sheet A-601.
The Finish Schedule on Sheet A-601 does not depict any new finishes for the corridors in question. Will the Govt. clarify this point regarding the required finishes for the corridors, or will no new finishes be required, as seem to be currently
Please see Addendum No. 1 to Plans and Specifications for USDA/NRCS Phoenix, RFP Amendment 02.
3 | P a g e depicted on the drawings?
27 Please provide a copy of the Hazardous Material Report for the building.
See the answer to question #12. Any differing site conditions will be addressed via modification after award.
28 What are the responsibilities of the General contractor for the "Give Back" Space? Will the owner or contractor be responsible for clearing out all owner supplies and office material including work stations, computers, cubicle walls and telephones etc..
29 Will the entire space, or any portion therof be unoccupied while under construction? Or the entire space to remain operational during normal business hours while under construction?
Please see Amendment 02 Exhibit 3, Sketch 1, the clouded areas are all areas which are under construction. As per the specification, Section 011000-Summary; 1.5 A. COOORDINATION WITH OCCUPANTS: Partial Government Occupancy will consist of room 550 and 551 during the entire construction period. In addition, room 543 Existing Server room will be operational throughout the entire project.
30 Can the contractor place a 10 or 20 CY dumpster in the basement or in the buildings gated parking lot so long as it is removed each morning prior to a specified time such as 5:00AM?
See the answer to question #9.
31 Per page 21 of 22 on the solicitation, Factor 2 - Past Performance of Offeror, Do we need to provide a General Contractor Reference Form? If so will you be supplying this form? If not where can this form be located? Or will CPARs be sufficient?
Referenced Form is any form that contains the content described in Factor 3 - Past Performance.
