RESPONSE 01 to Pre-Proposal Questions USDA NRCS Space Reduction TI (PHX FB)
1 | P a g e
No. Question Response 1 There are several exhibits attached to this solicitation regarding the AV equipment that were prepared by the IMMEDIA company. Sheet G-001, Contractor and Vendor Coordination Responsibility Matrix indicates the supply of the AV equipment is checked either in the column of “USDA IT” or “Other Vendor”. Will the GSA confirm that this AV equipment is being supplied and installed for this project under a separate contract and will not be a cost to the Contractor? If this equipment is to be the responsibility of the Contractor, will the GSA provide a J&A for a sole source supplier or is the equipment depicted merely the “basis of design”?
The AV equipment requirement was added into the scope after the initial drawing set.
The GC is responsible for the AV equipment. This is not a sole source requirement. The documents are to be used as a basis of design.
2 Will the work for this project be performed during regular business hours or will any of the work require weekend or after-hours performance?
The majority of work is to be accomplished after normal business working hours especially for demolition, high noise, odors, etc. The government may allow for work which will not have an impact on the tenants to be performed during the day. Approval from government COR must be obtained before contractor proceeds to schedule work during normal work hours. The contractor must remit a project schedule for approval.
Work to be performed should consider the following and plan accordingly:
1. Normal building business working hours of 7:30 a.m.
to 5:30 p.m., Monday through Friday, unless otherwise indicated.
2. Work that creates high noise and odors is required to be performed after hours.
3 Specification Section 10 26 00 – Wall and Door Protection, Part 2.2-A specifies metal, surface-mounted corner guards. Sheet A-701, Detail B1 depicts a recessed plastic corner guard. Will the GSA clarify which corner guard should be bid for this project?
Jacobs has issued an amendment to the Scope. See September 20, 2018, updated section.
5 Sheets T-101 and T-510 depict requirements for Communications, Physical Access Control, Video Phone Systems, and Audio-Visual Systems.
Specification Sections were not provided for any of these systems. To provide a fair bidding platform and to diminish the likelihood of post-award issues, will the GSA issue the missing Specification Sections for these systems?
Please refer to T-101 General Note: Audio-Visual Details and Junction Boxes are for Design Intent Only.
Final Audio-Visual Design will be by the Audio Visual Consultant. The GC is responsible for this work.
6 Sheet FA101 depicts work for the Fire Alarm System.
Will the GSA provide the manufacturer and model of the existing Fire Alarm System? A Specification Section were not provided for this system. To provide a fair bidding platform and to diminish the likelihood of post-award issues, will the GSA issue the missing Specification Section for this system?

7 Sheet A-121 does not depict the various corridors as either a give back space, or an area not in the scope.
However, the Finish Schedule on Sheet A-601 is silent regarding any new finishes for these corridors. Will the GSA confirm that there are no new finishes scheduled for the various corridors?
In the Finish Plan Legend on sheet A-121 the give back space and areas not in scope are identified. Please refer to Finish Plan General Notes on sheet A-121. The finish on the give back areas and corridor will match existing.

See Answer to item #6. Yes, Simplex Grinell
14 Will the GSA provide the work hours for this project?
Will any of the work require construction activities during after-hours or weekends?
The majority of the work is to be accomplished after normal business working hours especially for demolition, high noise, odors, etc. The government may allow for work which will not have an impact on the tenants to be performed during the day. Approval from government COR must be obtained before contractor proceeds to schedule work during normal business hours. In order to meet the contract deadlines, the contractor may work weekends and after hours. A project schedule must be provided to the COR for review.

Contractor and Contractor's employees shall make their own arrangements for vehicle parking of site.
16 RFP, Page 20 of 22, Factor 2 indicates that resumes are required, among others, for the On-Site Construction Superintendent and for the Quality Control Manager. Will the GSA permit the On-Site Construction Superintendent to also serve in the role (if qualified) of the Quality Control Manager or will the GSA require two (2) separate individuals be present on-site to fulfill these duties?
The government will allow the same person serve dual roles, in this acquisition, as long as the person is qualified.
17 Section 01 10 00, Part 1.5-A states that 3rd party security and protection is required throughout the entire project for a 24/7 operation. What exactly does this mean? Will the Contractor have to include the additional costs for 24/7 security guards for round the clock coverage throughout the entire project? If so, what will be the security guard qualifications? Will the guards be armed or unarmed?
Amendment 01 to solicitation removes requirement for 24/7 security protection. However, GC should plan for computer room work to be conducted during "normal business hours" as much as reasonably practicable. All GC personnel and subcontractors must have their security clearance when working in this area.
18 Will the GSA require any Contractor Badging for this project? If so, what are the full requirements and cost if any?
Yes, GSA requires all personnel be cleared. Clearance procedures are described in the solicitation. The government has allotted the first sixty days, after award, to be used for clearance and submittal process.
22 The Audio-Visual Drawings for this solicitation were prepared by the IMMEDIA company. Should the bidding Contractor assume that IMMEDIA has a sole-source J&A approval with the GSA for this project or will A-V systems that meet or exceed the salient characteristics and performance parameters also be acceptable?
The AV equipment requirement was added into the scope after the initial drawing set.
The GC is responsible for the AV equipment. This is not a sole source requirement. The documents are to be used as a basis of design.
File details come from the government source that posted it.
