RESPONSE TO QUESTIONS

5/23/19

Q17: The booth cannot be manufactured and delivered within the 90 days specified. Can the period of performance be changed for the booth?

A17: The Period of Performance will be adjusted based on the lead time of the booth once the shop drawings/design for the booth have been approved and a lead time has been established. Note:

The extended period of performance will only be for work items related to the delivery and installation of the booth. All other work items will need to be completed within the established 90 day performance period for construction.

Q18: There are also issues with mounting items to ballistic materials of the booth. Would there be an alternative that is acceptable for window heating units, or can this be removed from the requirements of the booth?

A18: Contractor shall incorporate into the design means of mounting equipment to the exterior walls of the booth that do not require drilling into ballistic rated material. If necessary, the contractor shall include an Engineer specializing in ballistics as part of the Design team for the booth to determine means and methods of mounting equipment to walls with ballistic ratings. Contractor shall assume that any items called for in the SOW will be mounted to the booth.

Q19: Upon further review of the amendment 002 information for the Port Upgrades project, we noticed that CLIN 0006 is for Exit Control Gate Design. The exit control system is stated in the scope of work under section 7 which is supposed to be the construction only section. This is causing some confusion as to whether or not the exit control system is to be designed, or if it is to be construction only. There is not much direction or specifications to cover the exit control system and Amano McGann is having difficulties with pricing this work out for us as they are having a hard time figuring out if they have capabilities to intercom all the way from the exit to the cargo lobby seeing as it is a pretty sizeable distance. If this section is in the construction only section, are there any additional details that can be provided to assist in pricing this work out? Or are we to assume that we need to include design costs for the exit control system as a part of section 6 in the design build section and figure out the needs for this system on our end through Amano McGann and our engineers?

A19: GSA is not requiring a traditional Design or AE involvement for this work item; however, the subcontractor should incorporate any costs related to resolving engineering related issues in their cost proposal.
