OUTBOUND INSPECTION

Land Port of Entry Design Standard

September 2014

FOR OFFICIAL USE ONLY

WARNING: This document is FOR OFFICIAL USE ONLY (FOUO). It contains information that may be exempt from public release under the Freedom of Information Act (5 U.S.C. § 552). It is to be controlled, stored, handled, transmitted, distributed, and disposed of in accordance with DHS policy relating to FOUO information and is not to be released to the public or other personnel who do not have a valid “need-to-know” without prior approval of an authorized DHS official.

For Official Use Only

09-12 OUTBOUND INSPECTION

WARNING: This document is FOR OFFICIAL USE ONLY (FOUO). It contains information that may be exempt from public release under the Freedom of Information Act (5 U.S.C. § 552). It is to be controlled, stored, handled, transmitted, distributed, and disposed of in accordance with DHS policy relating to FOUO information and is not to be released to the public or other personnel who do not have a valid “need-to-know” without prior approval of an authorized DHS official.

Canopies and Sun Shades Canopies perform the essential function of sheltering inspection activities and booths. The canopies provide shade, as well as protection from precipitation and wind. The amount of overhang required to provide protection from the elements will depend on the location and orientation of the canopy and sun shade.

Locations with extreme precipitation or sun shall incorporate vertical enclosures or screening in addition to the horizontal canopy. All power and data to the primary inspection area shall be mounted and protected within the canopy for ease of tie-ins. The canopy shall also accommodate wireless access points for the use of mobile inspection technologies by the Officers in the outbound inspection areas.

9.5.4 Booth Islands and Paving

All booths must be placed on raised islands to protect them from water runoff. However, at the booth side (sliding) door there shall not be a difference in grade between roadway and booth floor. This may be achieved by elevating the lane rather than depressing the island and booth.

Islands must extend in front of the booth a sufficient distance to channel traffic around the booth and guard against possible contact with vehicles making tight corners.

In areas exposed to snow and ice, pavement heating shall be provided around the booth to prevent the buildup of snow and ice.

9.5.5 Booths

Booths make up a key component of the Outbound LPOE inspection: CBP Officers use them to perform examinations and they are the main point of interaction with CBP for most travelers through the facility.

Booths provide protection for CBP Officers and a location for the monitors and other equipment needed to perform primary inspections. All booths shall be bullet resistant, with glazing, walls, and door panels meeting or exceeding UL–752-95 Level 3 for bullet resistance and ASTM F1233 Class 3 Level lll for forced entry resistance.

In areas exposed to road salt and other corrosive materials, the exterior finish of the booth and surrounding materials shall be corrosive resistant.

CBP has included Non-Commercial and Commercial Primary Inspection Booths as one of its standard components, allowing for easier, more consistent construction.

Booths shall be installed under the Primary Inspection canopy and configured to allow CBP Officers to perform Primary Inspections for each inspection lane. In vehicular inspection locations Primary Podiums will be protected by M-rated barriers, jersey barriers or similar to provide Officers protection from errant vehicles. Podiums will be secured to the pavement and will have connectivity to power and data as well as duress communications. An overhead fan shall be provided above the podium area to aid cooling and ventilation. The work area shall be suitable for using a laptop computer. A video camera and sound recording system will be provided at each podium area to record the interaction between the Officer and vehicle operator. At least one eye wash and hand washing sink shall be provided for officer use close to the Outbound Support Building. Statutory signage will also be provided in the area of the podium. The Primary Inspection Podium shall meet the design and product requirements described in Appendix D.

OUTBOUND INSPECTION 09-19

WARNING: This document is FOR OFFICIAL USE ONLY (FOUO). It contains information that may be exempt from public release under the Freedom of Information Act (5 U.S.C. § 552). It is to be controlled, stored, handled, transmitted, distributed, and disposed of in accordance with DHS policy relating to FOUO information and is not to be released to the public or other personnel who do not have a valid “need-to-know” without prior approval of an authorized DHS official.

Individuals from those vehicles diverted into the Secondary Area may be referred to the pedestrian Secondary Inspection Area inside the Outbound Support Building. The Secondary Area is a law enforcement zone with public access. The design must allow staff to retain control of the area without unnerving travelers.

9.5.8 Hard Secondary

The design shall designate a “hard secondary area” within the Secondary Inspection Area (under the Secondary Canopy) or a separate secondary building. It is expected that only Tier 1 and very few Tier 2 Outbound LPOEs will provide independent and dedicated Outbound Hard Secondary Inspection Areas and only Tier 1 may provide a garage. When the Hard Secondary and/or secondary building are absent, violators will be directed to share Inbound Hard Secondary.

The Hard Secondary Area shall provide vehicle bays screened from public view where CBP Officers can perform intensive inspection. The Hard Secondary bay(s) shall be designed with medium level force-resistant wall construction separating it from other Secondary Areas. A secure gate must be provided at the entrance to further screen views of activities within the Hard Secondary Area. An emergency eyewash station and deluge shower shall be provided in the bay.

9.5.9 Agriculture Inspection Office

In most cases, Agriculture Inspection if needed in outbound inspection will be performed in the Inbound Inspection Areas.

9.5.10 Secondary Booths

In Tier 1 small booths may be located in the Secondary Area for use by all agencies operating in the Secondary Area. These booths provide the agencies with space to complete paperwork and access computer terminals in Secondary Areas without secondary buildings.

9.5.11 Special Requirements and Considerations

Inspection Booths To assure CBP Officer safety, the booth exterior facade, including the skin, glazing, doors, louvers and other components, shall be shall be constructed to meet or exceed UL 752-95 Level 3 for bullet resistance and ASTM F1233 Class 3 Level III forced entry resistance.

Inspection duties require booth doors to be opened frequently. In both hot and cold climatic conditions, special attention must be given to mitigate extremes in temperature within the booth. Heated floor mats for northern locations have proven to increase CBP Officer comfort in winter months.

Maintaining reasonable air quality is also important to the well-being of CBP Officers. Fresh air intake and positive pressure inside the booth helps prevent a build-up of vehicle fumes.

Outbound Canopies Canopies provide shelter from the elements for the CBP Officers. The Design Standard prescribes minimum dimensions; however individual locations may require additional coverage. Sunscreens and windscreens may be required at the open ends to mitigate low sun and high prevailing winds. Wind-driven rain, snow or ice build-up may also necessitate canopy extensions or modifications to protect CBP Officers.

The hi-low inspection booth is used to conduct primary inspections of vehicles in the Primary Inspection Area of the Port. The split level inspection booth is a pre-fabricated metal enclosure on a concrete platform with a wide-angle view and bullet resistant enclosure, typically located under the primary inspection canopy. Booth exterior walls and glazing shall be constructed to meet or exceed UL-752-95 Level 3 for bullet resistance and ASTM F1233 Class 3 Level lll for forced entry resistance. This booth type is able to service noncommercial vehicles in the at-grade portion of the booth and commercial traffic in the upper level of the booth. Northern Border: May be attached to Main Building . Standard details for the booth can be found in Appendix C. One per input (This also implies that one LPR and one truck/bus RPM will be added per lane).
