# QUESTIONS ANSWERS
Attachments have been provided for the Dallas and Oklahoma zones.
Is this solicitation for all of the zones listed in the solicitation including Austin and Border San Antonio or have those zones already bid?
As stipulated in the Solicitation Section I.D.: “The zones currently open for proposals are the Dallas and Oklahoma Zones.”
Future amendments to request proposals for the other ten (10) zones will be made and published under Solicitation:
47PH0823R0003.
For a list of all zones to be competed under this Solicitation, please refer to the Solicitation Section I.E.
The current solicitation that was released on June 20th is for Dallas and Oklahoma Zones ONLY, correct? Please refer to the response provided for question one (1).
Additional solicitations will be released in the future for additional zones, correct? Please refer to the response provided for question one (1).
I wanted to inquire when an IDIQ for region 7,9, or 10 may become open?
This procurement applies to Region 7 only. We are not in communication with any other GSA regions regarding their procurements.
If a completed sample project has an associated final CPAR, is a Questionnaire required to be completed by the client?
As outlined in the Solicitation Section II.D.(1)(a): “A sample project submitted on a Questionnaire cannot already have a completed final Contractor Performance Assessment Report (CPAR) documenting that project’s performance.”
If a recent sample project has an associated interim CPAR, is a Questionnaire required to be completed by the client?
In the case of a recent sample project possessing an interim CPAR status, a questionnaire is not mandatorily required.
However, it is noteworthy that Past Performance Questionnaires (PPQs) associated with projects having an interim CPAR status are permissible for submission, evaluation, and scoring, provided they meet the stipulated outlines in Section II.D.(1)(a) of the Solicitation.
Is this solicitation only allowed for contractors that are designated as Small Business? Currently, I am seeking opportunities specifically in regions 7, 9, as well as 10.
In compliance with FAR 52.219-6, it should be noted that this procurement is designated as a Total Small Business set-aside.
My question is how many jobs are available on this solicitation? I see that it covers several states.
Project projections are not available at this time. Nevertheless, potential project information can be accessed by visiting ( ), navigating to the Acquisition Gateway, selecting “Tools”, then clicking on “Forecast of Contracting Opportunities”. This database is updated continually with potential project opportunities.
What are the details of the construction jobs and any other of the jobs that need to be completed?
As specified in the IDIQ Statement of Work, under the General Description of Scope of Services "This contract provide repair, alteration, and design-build construction services. In addition, design and/or abatement incidental to construction are included."
For a comprehensive overview of contract services, please refer to the IDIQ Statement of Work - Section 1, Contract Services.
What do you feel the likelihood of making an award this year is?
The Government’s intent is to award five (5) to seven (7) IDIQ contracts per zone; however, the Government reserves the right to award more or fewer contracts per zone as determined as necessary. The goal is to award both the Dallas and Oklahoma zones before the end of this calendar year.

# QUESTIONS ANSWERS
Will the Pre-Proposal conference be recorded and available for viewing afterwards?
The Pre-Proposal conference will not be recorded. However, please note that the Pre-Proposal agenda will be subsequently published on as an amendment following the conference.
IDIQ SOW Section 8, Pricing – Contractor rates are to be inclusive of “a. Subcontractor markups”.
In this context is the government referring to our (The GC’s) markups on the subcontractor or the subcontractor’s internal markups on their base costs?
The rate applies to the prime contractor's markup.
IDIQ SOW Section 8, Pricing – Contractor rates are to be inclusive of “h. shipping of all materials to jobsite”. Is it the government's intent that our rates would be inclusive of things such as the shipping of flooring from the manufacturer, or HVAC or electrical equipment from the factory?
The costs for some of these things vary wildly are functionally impossible to anticipate in current market conditions.
The stipulation for offerer rates to encompass "Shipping of all materials to the jobsite" has been eliminated from the Solicitation, Agreement, IDIQ Statement of Work, and Bid Schedule Template. As such, it is no longer necessary to be included.
Solicitation Response Form, Major Subcontractors – Previous IDIQ contract solicitations used DUNS number to identify subcontractors but this solicitation is asking for a UEI number.
As most sub-contractors don't get work issued to them directly from the government they aren't registered in SAM and so don’t have a UEI number. As part of this contract are we being required to only use subcontractors that are registered in SAM?
Since CPARS has transitioned from DUNS numbers to Unique Entity ID (UEI) numbers, the ability to obtain entities' Assessment Reports through DUNS numbers is no longer available. To address your query, no it is not a requirement to only use subcontractors that are registered in sam.gov.
Solicitation II.D Volume 2: Technical Proposal – “A sample project submitted on a Questionnaire cannot already have a completed final Contractor Performance Assessment Report (CPAR) documenting that project’s performance as defined in section 1.b. below.”
This section reads as if we cannot submit PPQ’s for projects that already have a completed CPAR. For offers who are primarily federal contractors this could potentially prevent the vast majority of our projects from being submitted. Is our interpretation of this section in line with the government’s intent?
Past Performance Questionnaires (PPQs) accompanying projects with a finalized CPAR assessment will not be subjected to scoring. We encourage submissions of PPQs associated with projects without a final CPAR assessment. It is important to note that the scoring standards for CPARs and PPQs are detailed in Section II.D. of the Solicitation.
The absence of past performance on recent, relevant sample projects or the lack of recent, relevant, eligible CPARs will be regarded as neutral, thus receiving no rating.
Solicitation II.D Volume 2: Technical Proposal – Could you possibly provide further clarification as to how CPARs will be used in regard to this solicitation evaluation?
The entire subsection (b) under Past Performance is very difficult to parse and determine when the government will or won't consult and apply CPARs in plain terms.
The role of CPARs in this solicitation evaluation process is to assess the historical performance of the Offeror's team, particularly with regards to quality of work, adherence to schedule, management effectiveness, and overall satisfaction of clients. The aim is to evaluate the overall performance quality.
However, please be aware that in situations where recent, relevant, and eligible CPARs are not available, such instances will be considered neutral and will not be assigned a rating.

# QUESTIONS ANSWERS
Solicitation II.D Volume 2: Technical Proposal Hypothetical Projects – In a number of places the items in this section are referred to as “non-price factors”, we interpret this to mean that the hypothetical projects will be used to determine the offerors technical expertise in assembling an appropriate estimate for the government but not used in comparison to determine the “best price” between offerors. Is our understanding of this correct?
Correct. As outlined in Section VI.F(2)(a) of the Solicitation, “Proposals submitted for the hypothetical projects will be evaluated as an indicator of the Offeror's understanding of and capacity to perform representative projects which could fall under a contract contemplated by this solicitation.” However, an examination of the prices submitted for the hypothetical projects will help in determining if the Offeror understood the hypothetical project(s) in accordance with Section VI.E. of the Solicitation.
Will everyone's contact info (who attended this meeting today) be emailed out or attached to the solicitation. As a subconsultant I would like to connect with potential prime contractors.
The attendance list will be added to sam.gov as an attachment to this amendment (number 0001).
Will this slide deck be available after this presentation on sam.gov? Please refer to the response provided for question eleven (11).
Does GSA accept products from WTO and NAFTA?
GSA follows the P100 and FAR 25.402(b) and requires BAA compliance. There are trade agreement exceptions for some products.
How many proposals do you expect 75% to be? Please refer to the response provided for question eight (8).
If a Contractor wins enough task orders that the Contractor hits their bond limit and can't bid any more task orders, will that go against their 75%?
Should a situation arise where a contractor reaches their bond limit and cannot bid on any more task orders, it would not count against their 75% participation requirement. However, we would need confirmation from both the offeror and their bonding agency. Moreover, if the Maximum Ordering Limitation (MOL) is met, the 75% participation requirement will not be held against the contractor in accordance with Contract Agreement Section III.S.(2)(c).
Can you clarify if the Fitness Determination Process has to be completed prior to submitting a proposal, or would this process happen after the IDIQ has been awarded?
The Fitness Determination Process is to be undertaken post-award of the IDIQ.
If a project estimate exceeds the value provided by GSA, are we to use the OH rate listed for the category provided based on the GSA estimate or our final estimate amount?
Offeror's are to use the appropriate associated rate for the value of the estimate they submit.
Can parts of the narrative be boilerplate and the main scope narrative be acceptable.?
When submitting a Task Order (TO) level requirement for a Short Project Narrative, the narrative should offer supplementary insights into your comprehension of the Task Order Scope of Work (SOW). It serves as a useful reference for the GSA Contracting Officer's Representative (COR) during the required Technical Analysis (TA). Provided that the information is specific to the project and offers further understanding into your project approach, it is appropriate to incorporate it within the Short Project Narrative.
Can subcontractor consent forms include all zones including future zones that will go out to bid?
Consent forms submitted by subcontractors should only pertain to the specific zone(s) for which proposals are being requested at that time. This is currently the Dallas and Oklahoma Zones
Can a PPQ be used for different zones if they are noted at the top of the PPQ and emailed to the correct Zone Email?
Yes, Past Performance Questionnaires (PPQs) may be used across different zones, provided the specified zone is clearly indicated at the top of the document, and the guidelines outlined in Section II.D.(1)(a) of the Solicitation are adhered to.
what is the standard amount of time it takes GSA to complete a CPARS evaluation after completion of a task order
The duration required for GSA to complete a CPARS evaluation can vary, as it is subject to the unique circumstances surrounding each project.

# QUESTIONS ANSWERS
Are the sample projects required to be in a building or facility that is in the National Register for Historical Places registry?
Page 13 of SOL bottom of the page.
The criteria for Past Performance Questionnaires (PPQs) is stipulated in Section II.D.(1)(a) of the Solicitation. To qualify for inclusion in the Questionnaire score, a sample project must be recent, relevant, similar, complete, and verified by the client for whom the project was performance or by the reference who submitted the Questionnaire. The status of a project as 'historical' is not a requirement.
Does the PPQ have to come from the client/agency? Or, can we can include it in our proposal (Volume 2)?
Past Performance Questionnaires (PPQs) should originate from the client/agency. As detailed in Section II.A. of the Solicitation, "Proposals should not include Contract Performance Assessment Reports (CPARs) or Past Performance Questionnaires. All Questionnaires must be submitted by the Client directly to the appropriate GSA email address.”
It appears the GSA is requiring proof of performance on up to 5 past projects. Are these projects submitted in the form of the PPQ? What if all of our projects have Final CPARs, how are these projects evaluated? Do you want us to submit project descriptions as part of our submittal?
Correct, Past Performance Questionnaires must pertain to recent projects, defined as those completed within the last five years as of the date of the solicitation issuance (or the amendment requesting proposals for a particular zone under this solicitation that an Offeror wants to submit an offer for), per Section II.D.(1)(a) of the Solicitation.
If all projects have a Final CPARs, these will be scored in lieu of the Past Performance Questionnaire. For CPARs evaluation criteria, please refer to Section II.D.(1)(b) of the Solicitation.
The Offeror should not submit any information regarding Past Performance Questionnaires, as per Section II.A. of the Solicitation.
Can Offerors submit projects for the Small Pool that have project values that exceed the small pool value (i.e., >$250K)?
Yes, an offeror that is awarded a small projects pool contract has the capacity to submit bids that exceed the small projects pool value, provided they do not exceed their Maximum Ordering Limitation (MOL).
If a small business’ bonding capacity on an aggregate level is $1M, will that Offeror be evaluated as acceptable?
According to the project ranges for the small pool, which are $2,000 up to $250,000, and an average of $65,000, having a $1M aggregate limit seems sufficient. However, according to the Solicitation Response Form, under paragraph C, the Bonding Capacity indicates a per project capacity of $250,000 and $2,000,000 aggregate as the minimum. If this is correct, would the GSA please consider lowering the aggregate limit to $1M to allow more competition?
The likelihood of winning four $250,000 task orders seems highly unlikely. However, even if that occurs, projects valued at $250K or under typically have shorter durations. This means that even if an Offeror were to win four (4) task orders valued at $250K each at the beginning of an annual year, that Offeror could complete those projects and work off that backlog bonding to free up more capacity to support the MOL annual limit of $2M.
No, we will be abiding by the bonding capabilities stated in the Solicitation Response Form, Section C.
Can you please confirm all items that need to be included in the submitted package. Several of the attachments seem to be for reference only.
Please refer to Section II.A. Proposal Contents, of the Solicitation.

# QUESTIONS ANSWERS
The Solicitation Response form requires 5 sample projects.
The form only has a place for 4. Should the contractor insert another area in the form for the required information?
A revised Solicitation Response Form with five (5) sections to insert sample projects will be uploaded as an attachment to this amendment (number 0002).
Workers Compensation rate is per 100 dollars of payroll, and the rate per labor category varies widely. Rate for a roofer versus a painter can be significant based on the size of the project.
Recommend that workers comp, Fica, Futa, Suda be included as a direct cost on each task order proposal, rather than overhead.
General Insurance & Workmen's Compensation Insurance will continue to be incorporated into the Overhead Coefficient, and will not be shifted to direct cost on each task order proposal.
Shipping of materials, this can range widely. Recommend this to be a direct cost to the project, and not included in overhead. There is no way to even quantify this number.
Please refer to the response provided for question thirteen (13).
Regarding Major Subcontractors, please verify that we are providing the names of potential subs in the blanks provided, and that Subs indicated in this area will have no impact on past performance or source selection evaluation.
Also if that is accurate, will subs listed in that area be required to provide a consent form.
Also can Duns number be used instead of UEI.
Correct, offerors should provide the names of potential subcontractors in the provided spaces on the Solicitation Response Form. These named subcontractors will indeed contribute to the evaluation of past performance as described in Section II.D.(1)(b) of the Solicitation, "Reports from CPARS will also be pulled for all of the Offeror’s proposed major subcontractors, and their eligible past performance will be included in the Offeror’s score."
Regarding the consent form, all named subcontractors must provide a completed form.
Regarding the DUNS number, the Contractor Performance Assessment Reporting System (CPARS) has transitioned from using DUNS numbers to Unique Entity ID (UEI) numbers.
Consequently, all entities are required to provide their UEI numbers, if they have one.
Please verify that if GC is not using past performance of subcontractors as part of the sample projects,a Subcontractor consent form is not necessary.
Please refer to the response provided for question thirty-eight (38).
Due to the fact that 100% of our recent (as defined by the SOL) past performance is Government contracts, and the Government has been really good lately at providing CPARS, we only have a few projects that do not have completed
CPARS.
We request that the requirement for this to be reviewed/amended. If GSA is looking for recent, relevant, similar, and complete.. a completed CPARS would seen to be logical choice. Maybe the requirement could be changed to in lieu of PPQs, a completed CPARS could be submitted for the sample projects, GSA could weight CPARS or the PPQ the same, and the GSA would still have the ability to review other completed CPARS that were not submitted as sample projects. The way the SOL is currently written regarding PPQs and CPARS it is putting successful GSA contractors at a disadvantage.
The criteria for Past Performance Questionnaires and Contractor Performance Assessment Reports (CPARs) will remain as outlined in the Solicitation. The requirements are designed to provide a comprehensive evaluation of an Offeror's performance and ability to deliver successful results on upcoming contracts. If a Past Performance Questionnaire (PPQ) is submitted for a project that has a completed CPAR then the CPAR will be evaluated and not the PPQ. If no eligible PPQs are received for an offeror, the entire weight of the offeror's past performance score will be based on CPARS.
Instruction for Volume 1, should be Named Volume 1 pricing proposal, document is required to be in excel. We normally provide a PDF cover for a volume. Should we just name the excel file Volume 1 pricing proposal? Please clarify
Correct, please name Volume 1 as stated in Section II.B. of the Solicitation.

# QUESTIONS ANSWERS
In regard to Amendment 1, Section 4 Contract Elements and Terms, Pricing, "Balanced Prices":
Does this section exist to avoid the prospect of a bidder attempting to "game the system" and submitting a proposal with an Overhead rate thats impractically low (1% for example) with the intention of making up the difference with an inflated profit percentage or another area?
The design of the Solicitation seeks to ensure a fair and balanced evaluation of all proposals, fostering competition, and promoting the receipt of comprehensive, well-rounded bids. By expecting realistic overhead rates, we aim to ensure the financial health and stability of contractors, which is crucial for the successful execution of task orders. The Solicitation encourages bidders to submit rates that accurately reflect their business operations, financial strategies, and their ability to carry out the project requirements effectively and efficiently. If the Contracting Officer considers a submitted rate to be unreasonably low that may subsequently lead to unreasonably high prices submitted on task order RFPs, the IDIQ proposal may be rejected entirely. While your example of "1%" will not be confirmed to be either impractically low or high, your interpretation of the essence of this clause appears to be sound.
Will future task orders issued under this base IDIQ contract be tax exempt?
Only task orders for projects located in the state of New Mexico are subject to the New Mexico Gross Receipts Tax. On all projects, purchases made by the contractor and subcontractors are not considered tax exempt.
During the pre-proposal conference, it was mentioned that between 5-7 contractors will be awarded the base IDIQ contract per zone. Will this 5-7 contractors per zone also be per project pool (i.e., 5-7 contractors per small project pool and another 5-7 contractors for the large project pool?)?
The number of contractors specified (5-7) applies to the overall number of IDIQ contracts per zone, not per pool. This means that the total number of contracts awarded for each zone (regardless of whether they are for small or large project pools) is intended to be between 5 and 7. However, this number is not a hard limit and the government reserves the right to award more or fewer contracts per zone as necessary based on the evaluation of proposals and the needs of the Government.
Page 6 of 50 of the 10 Dallas and Oklahoma Zone Solicitation, paragraph I.F(a) FAR 52.228-1 Bid Guarantee, states, “Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.”
Please confirm that the Base IDIQ proposal, including Volume II Hypothetical Projects, does not require a bid bond as the project is hypothetical and not awardable. And, the reference in this paragraph to a bid guarantee or bid bond is only for future task orders issued to awarded contractors under the Base IDIQ.
Yes, your understanding is correct. The requirement for a bid guarantee or bid bond is applicable for future task orders that will be issued under the Base IDIQ. The Base IDIQ proposal, including Volume II Hypothetical Projects, does not require a bid guarantee as the projects are hypothetical and not awardable.

# QUESTIONS ANSWERS
Are site visits for future task orders issued under this Base IDIQ considered “mandatory”? Meaning, if a Contractor can not make the scheduled site visit due to unforeseen circumstances, that Contractor is precluded from bidding on the task order and therefore that no-bid task order goes against the 75% minimum participation requirement on this
IDIQ.
Per Section I.G. of the solicitation, "Offerors are urged and expected to inspect the site where the work will be performed."
The objective of a site visit is to give the offeror a better understanding of the project requirements, helping them to develop a more accurate proposal. However, if an offeror is unable to attend a site visit due to unforeseen circumstances, this would not necessarily preclude them from submitting a bid, unless it is specifically stipulated as mandatory in the individual Task Order RFP.
Contractors are expected to submit a timely, good-faith competitive proposal for at least seventy-five percent (75%) of the number of TO RFPs issued per year for the required counties or parishes, for which a firm has sufficient bonding at the time the RFP is issued, if there is sufficient MOL remaining in the current performance period for the IDIQ contract accordance with Section 6 of the IDIQ Contract SOW regardless of whether they attended the site visit or not.
However, attendance at the site-visit will likely aid the contractor in putting together a competitive proposal and is therefore highly encouraged.
Proposal submission is to be in exactly three volumes.
Typically, each Volume would include a cover page, cover letter, table of contents, and tabs as applicable. When submitting Volume 1, for which the Pricing Proposal Form is to be submitted, are Offerors to submit a complete Volume 1, with cover page, cover letter, table and contents only, and include in the email submission the native (excel) file for the Pricing Proposal Form? Therefore, there would be four total attachments in the submission email – Volume 1: Price Proposal; Volume 1 Pricing Proposal Form in excel; Volume 2: Technical Proposal; and Volume 3: Other Documents.
In accordance with section the Solicitation Section II.A., Volume 1 of your proposal should consist solely of the 'Pricing Proposal Form'.
Per Solicitation Section II.B., Offerors responding to the solicitation notice shall submit proposals in three (3) separate electronic folders/documents named: Volume 1 (Pricing Proposal Form in excel), Volume 2 (Technical Proposal), and Volume 3 (Other Documents). Additional elements such as a cover page, cover letter, or table of contents are not necessary for Volume 1 and will not be reviewed. Please ensure your submission complies with the specified format.
Please confirm that the only file or form that can not be converted or printed to PDF is the Pricing Proposal Form provided with, but in a separate individual file, Volume 1.
Correct. Per the instructions in Section II.A. of the Solicitation, the Pricing Proposal Form associated with Volume 1 must be submitted in its original Excel format. All other documents for your proposal (those in Volumes 2 and 3) can be converted to PDF format for submission.
Please confirm that the Bid Schedule Template (excel Pricing Summary file) can be PDF’d and included in the single PDF file for Volume 2?
Correct, offerors can convert the Bid Schedule Template into a PDF format and include it in the single PDF file for Volume 2 of your proposal. Ensure that all the information is clearly visible and legible after converting to PDF.
We can not locate and paper size or font size requirements for the proposal. Please confirm that Calibri Font size 10 on 8.5”x11” is acceptable.
Calibri Font size 10 on 8.5”x11” is acceptable for your proposal. For proposal submission requirements, make sure to adhere to the guidelines and instructions provided in Section I.H. of the Solicitation.

# QUESTIONS ANSWERS
The Solicitation Response Form asks Offerors to list major subcontractors anticipated to be used for this contract. The categories include mechanical, electrical, plumbing, finishes, millwork, as well as other subcontractors for design and abatement. Identifying the most qualified subcontractor for any of these categories will be highly dependent on the location of work, type of work, dollar value of work, etc. Each task order will identify the scope of work and contract requirements, and it is the Offeror’s responsibility to identify and solicit qualified subcontractors for these categories, based again on location, scope, size, etc. It is very difficult to anticipate who may or may not perform these scopes of work on this contract during the base IDIQ proposal phase, especially to include the potential for five years. Is it acceptable for Offerors to list “To Be Determined” in the boxes for these categories? With no binding subcontract, or at a minimum executed teaming agreement, listing subcontractor names in these boxes provides no value and does not indicate with any confidence that the firm listed will in fact support the Offeror.
The past performance of major subcontractors will be evaluated in accordance with Sections II.D(1)(a) - (PPQs) and Sections II.D(1)(b) - (CPARS) of the Solicitation. Both of these sections contain the definition of "Major Subcontractor." On the Solicitation Response Form it is expected that offerors will provide a list of potential major subcontractors they anticipate to use for the contract.
Please confirm that the contents of Volume 1, outside of the cover page, cover letter and table of contents, is the excel Pricing Proposal Form.
Correct. As per the requirements of Section II.A. of the Solicitation, Volume 1 should only include the Pricing Proposal Form. The cover page, cover letter, and table of contents are not required components of Volume 1 and will not be reviewed.
Please confirm that the Volume 2 Technical Proposal should include the following items: 1) PPQs (provided from our clients directly to GSA via the email provided; 2) CPARS (no submission requirements, the GSA will review final CPARS in the system; 3) Hypothetical Project proposal (project schedule, partial waste diversion plan using attachment 2, draft green purchasing submittal via attachment 1, and hypothetical project price proposal using bid schedule template/proposal summary excel sheet. During the pre-proposal conference, the GOV mentioned a project narrative, but we can not locate the requirement for a project narrative.
Yes, your understanding of the contents of Volume 2:
Technical Proposal is correct. As you have correctly mentioned, Offerors should not include Contract Performance Assessment Reports (CPARs) or Past Performance Questionnaires in their proposals as outlined in Section II.A. of the Solicitation.
As for the Project Narrative, this requirement is located in Section III.S.(2)(3) of the Contract Agreement and will be used when proposing on Task Order RFPs.
Regarding the Hypothetical Project A Statement of Work:
Can GSA provide a standardized form to use for Attachment 1: Green Purchasing agreement as it is required as part of the submittal package in Volume 2.
14.4.1: The word Attachment is now changed to Appendix.
GSA does not have a standardized form for this required submittal. Offerors are to provide a list of the items from Appendix 1 that will be involved in this hypothetical project.
Regarding the Hypothetical Project A Statement of Work and Drawing, the drawing shows rooms 1127 and 1140 to be abated.
This differs from the SOW that states rooms 1141,1140,1127,1126 will undergo abatement. Please confirm the abatement scope and who is responsible for abatement.
