1.1 Construction and Testing
The construction phase of the project began in early 2017 and completed in early 2018. In addition to calling into weekly meetings, Burns and McDonnell completed the following activities on-site:
• January 18th, 2017: BMcD Initial Site Walkthrough
• March 3rd 2017, Commissioning Kick-Off Meeting, Functional Test Review
• March 20th -24th: Phase One Testing
• May 8th -9th: Phase Two Testing
• August 28th-30th: Phase Three Testing
• November 3rd, 6th: Phase Four Testing
• December 21st, 22nd: Phase Five initial Testing (Systems were not complete)
• January 30th-31st: Phase Five Final Testing and Issue Resolution
The following table details the equipment included in each phase of the project. Due to the project’s phased nature, during several of the earlier phases, the full mechanical system was not complete and not all the testing could be completed. At later phases, BMcD returned to re-test these items. This included the hot water reheat systems, which was not available until the end of the summer. However, during each phase, the full airside system was tested, including lab pressurization testing so that the DEA could occupy the space, even though the temperature controls were not complete. By the completion of the 5th phase of the project, all systems were commissioned and verified to be operating as designed (with the exception of some outstanding issues)

1.3 Lessons Learned
Overall, the project was successful and did not undergo significant problems that caused delays or quality of service issues. However, there were a few items that BMcD would like to highlight as important items to consider for projects in the future.
1.3.1 Reheat System and Phasing
The hot water reheat distribution piping was one of the few items that was not in scope to be replaced. As the project was phased, it was difficult to fully isolate one phase of system to use it to test the entire system. Also, during a later phase during pressure testing, it was discovered that the HW loop was leaking in a variety of places. This caused some delays in finishing this system and required more work than expected resulting in a change order. It is recommended to pressure test an existing reheat system prior to mailto:Sonya.Griffin@gsa.gov mailto:Elvin.Poole@gsa.gov mailto:Joshua.Westhouse@gsa.gov mailto:rblake@Monacomechanical.com mailto:Jeff@Monacomechanical.com mailto:mlchmura@burnsmcd.com mailto:mrernst@burnsmcd.com mailto:caugustyn@aeieng.com mailto:Cruz.laura@siemens.com mailto:bfridono@mechanicaltestandbalance.com keeping it during a renovation project. Also, if piping is to be reused during renovation, it is recommended to start this work first so that any major issues can be identified early in the project and a plan can be put in place to avoid any delays.
1.3.2 Automation and Controls Testing
The phased approach to the project led to a significant number of items that were left incomplete when moving on to the next phase. This led to a lot of items falling through the cracks and left to be identified by the commissioning agent during functional testing. Ideally during functional testing, the system is
100% complete and this is demonstrated to the commissioning agent (BMcD). However, during many times BMcD would find that 50% or more of the items that needed to be tested were not working correctly. On future projects, it should be stressed that commissioning is intended to be a verification of working systems, not troubleshooting.
1.3.3 Freeze Protection
During the final weeks of the original project schedule, there was a freeze incident that affected many of the reheat coils. Many events lead to the freezing of these coils which could have be prevented. The cold air (below -10 deg F) entered through the AHU and traveled down the ductwork. This occurred during the unoccupied time of the building when no building staff was present. The AHU coils surprisingly froze yet did not burst. The reheat coils froze and burst. The mechanical systems of this phase had yet to be commissioned (the testing was scheduled for the upcoming week) and the proper freeze protection sequence did not work as predicted. However, the other AHUs on the floor did work properly, and none of the other AHUs or reheat coils from the previous phases of work were affected by the colder temperatures. Several of the other AHUs had to shut down, to prevent the coils from freezing, as the equipment was designed and programmed to do. In the future, it is important to stress the importance of coordinating the operating of mechanical equipment prior to commissioning and turnover.
1.4 Basic Operations and Maintenance
The preventative maintenance program onsite will be executed by GSA’s maintenance and operations subcontractor which at this time is CMC, represented by John Krause. During the final stages of the project, Monaco Mechanical gave training on the maintaining the required systems. It is recommended that the maintenance intervals found in the manufacturers’ Operations and Maintenance manuals provided by Monaco Mechanical be followed to maintain performance and longevity of the equipment.
1.4.1 Re-commissioning Schedule
It is BMcD’s recommendation that the equipment be re-commissioned in 5 years (2023) and every 3 years thereafter to validate component and system performance conforms to the design intent and construction documents.
1.4.2 Sensor Re-Calibration Schedule
BMcD recommends recalibration of sensors to verify accuracy and ensure the system is operating as designed. Sensors should be recalibrated based on the environment that they are operating in. For example, sensors operating in an outdoor airflow will get much dirtier than those in a filtered airflow.
Based on this, recalibrate sensors based on the following table.

1.5 Systems Descriptions
The following systems descriptions are intended to provide a general overview of the scope of the project as well as to be used as a training tool to understand how the applicable mechanical systems function.
1.5.1 Lab Air Handling Units
The air handling units that supply the lab spaces draw 100% outside air through a heat recovery coil, hot water coil, chilled water coil, humidification section and supply it to the labs via 2 supply fans. The outside air damper opens and close as the unit is enabled and disabled. The lab space requires a constant static pressure, however the airflow will vary significantly based on the heating/cooling demand as well as the lab hood sash positions. Shown below is a listing of the AHUs as well as a one-line diagram.
Most of the programming is unchangeable via the front-end computer and must be changed by a Siemens technician while connecting directly to the controller. However, there are several setpoint that can be adjusted as necessary if the conditions of the space change over time.
Description Setpoint value Comments
Static Pressure Setpoint:
The supply fans modulate together to maintain this setpoint at all times
1.5” wc (set by the
TAB contractor for each AHU separately)
Adjustable. The lab needs a constantly pressure to the VAVs to maintain a steady space pressurization control.
Heat Recovery Setpoint 52 deg F Hard coded. Under 50 deg F outside air temperature, the HR coil valve modulates to maintain this setpoint as a first stage of heating
Discharge Air Temperature
Setpoint
55 deg F (Some
AHUs use 60 deg F)
The heating and cooling coil valves modulate to maintain this setpoint.
Lab Humidity Setpoint 35% RH Under 50 deg F outside, the humidification valve modulates to maintain the setpoint in the lab space. Humidification steam is valved off.
Shown below is the temporary Siemens Graphics that were used to test during the construction phase
1.5.2 Lab Space Terminal Units and Lab Hoods
Each lab space has a minimum of one supply VAV (with or without reheat coil), one exhaust VAV, one lab hood (and associated flow control damper), and differential pressure sensor. The labs are designed to vary the airflow to the rooms to maintain temperature control as well as room pressurization. Each different lab type has a unique sequence of operation.
Description Setpoint value Comments
Room Airflow
Offset:
Various Adjustable. This setpoint is unique to each area. The TAB contractor and Cx agent set the airflow offset for each room to maintain an average of -0.02”wc of static pressure across the entryway to each space. Some rooms are leakier than others and require a higher offset. It is only recommended to adjust this setpoint if a qualified professional ensures the room stays properly pressurized after any adjustments are made.
Space
Temperature
Setpoint:
72 deg F Adjustable.
1.5.3 Office Air Handling Units
The office air handling units have a similar setup to the lab air handling units, however they draw return air from the space, have economizer dampers and have no heat recovery coil.
Description Setpoint value Comments
Static Pressure Setpoint:
The supply fans modulate together to maintain this setpoint at all times
1.0” wc (set by the
TAB contractor for each AHU separately)

Economizer Setpoint 50 deg F Adjustable. When OAT<RAT, the return air damper modulates to maintain the setpoint
Discharge Air Temperature
Setpoint
55 deg F The heating and cooling coil valves modulate to maintain this setpoint.
Lab Humidity Setpoint 35% RH Under 50 deg F outside, the humidification valve modulates to maintain the setpoint in the lab space
1.5.4 Hot Water Heat Exchangers and Pumps
There are two heating systems that serve the AHU preheat coils and one system serves the hot water reheat coils on the floor. Each system is nearly identical in setup and includes, two steam to hot water heat exchanger (lead/backup), modulating steam valves (1/3 and 2/3) and accessories, 2 inline hot water pumps (lead/backup), air-dirt separator, expansion tank, chemical feed, temperature sensors and differential pressure sensor.
Description Setpoint value Comments
Differential Pressure
Setpoint:
6psi Adjustable. His value is set by the balancer to maintain design flow through the coils at 100% system load. However, this setpoint has since been increased due to some dirty coils not receiving enough flow to produce suitable reheat discharge air temperatures.
Discharge Temperature
Setpoint:
150 deg F @ 32 def

110 def F @ 60 deg
F OAT
In between 0 and 60 deg F OAT, the setpoint is adjusted linearly
Reset schedule not user adjustable, however change to the programming can be made. The setpoint is user adjustable
Some information may vary between the three systems.
1.5.5 Exhaust Fans
There are two exhaust fan banks each with three strobic fans located on the roof. These systems are controlled by the manufacturer’s local control to maintain a constant pressure setpoint. This system is not controlled by the Siemens system.
1.5.6 Energy Recovery System
The two energy recovery systems are each composed of three separate components. Each system has two energy recovery pumps which supply a water/glycol mix through the energy recovery coils in the air handling units, and then through the energy recovery unit (ERU) coils on the room which are upstream of the exhaust fans. The goal of the energy recovery system is to draw heat from the lab exhaust air stream and use it to pre-heat the outdoor air supplied to the labs by the air handling units.
Description Setpoint value Comments
Pump Speed Setpoint One system requires
100% pump speed, while the other requires 60%
Adjustable. This value is set by the balancer to maintain design flow through the coils at 100% system load.
An example of the Energy Recovery Unit is shown above as well as the energy recovery glycol pumps shown below

3 5/5/2017 Closed AHU-8-4 5/5/2017 In Unoccupied Mode, the sequence maintains 45 deg F at the discharge air temperature sensor , which is located far downstream of the coil.
For freeze prevention purposes, it is recommended to use a closer DDC temperature sensor
In Unoccupied Mode, the sequence was changed to modulate the heating valve to maintain 45 deg F at the heat recovery leaving temperature, not the discharge air temperature sensor (as found in sequence upon testing)

4 5/5/2017 Closed AHU-8-4 5/5/2017 The freeze protection shutdown sequence and the pressure switch shutdown sequence are the same. The OA damper closes, fans disable, the heat recovery valve opens to 100%, the heating valve opens to 50%, and the chilled water valve opens to 10%
No change, for tracking purposes only

7 5/5/2017 Closed AHU-8-5 1/31/2018 When one of the two supply fans is disconnected from power (with the run command being sent), a fan failure is not sent to the BAS.
Add a virtual fan failure point, when the status of either fan is OFF and the supply fan command is ON, then initiate an alarm (and keep the unit running).
(Existing programming does send an alarm when both fans fail, no changes necessary on that programming). This applies to all AHUs
Matthew Ernst
Siemens 1/31/2018 Matthew Ernst 11.24.17 This programming is still not in place
1.31.18 Update:
Siemens added an alarm for each fan. If the status of the fan (via current transducer) does not match the command, then an alarm will be enabled after a short time delay

8 5/5/2017 Closed AHU-8-5 General Note: 5.5.17 Need to test cooling mode for Phase 1 AHUs and control when chilled water is available from the building

Robert Blake 11/24/2017 Matthew Ernst This was tested during a later phase functional testing
9 5/5/2017 Closed HWP-8-6 12/21/2017 The hot water system pumps are currently enabled when the outside air temperature is below 50 degrees. The pump speed is modulated to maintain a differential pressure setpoint at the end of the hot water loop.
Since the AHUs have energy recovery, there can be a situation where the pumps enable below 50 degrees, yet none of the AHU hot water valves open. If that is the case, the hot water pumps would be deadheading because there is no bypass in the system.
On the 5.8.17 walkthrough, we talked about adding programming to only enable the pumps when one of the AHU hot water valves opens past a certain percentage (not enabled on outside air temperature) to prevent this from occuring.
Matthew Ernst
Chris Augustyn
12/21/2017 Mark Chmura 11.24.17 This programming is still not added and needs to be.
Siemens is aware
12/21/2017: Siemens has added programming that polls all of the AHU heating hot water valves associated with the heat exchanger package and totals the command outputs. If the total is less than 20% the pumps will go into a min flow mode ~30% speed.

11 5/5/2017 Closed SAT-8041-5 5/8/2017 For a typical lab space with airflow differential control, in full cooling with 80% of the lab hoods open, the general exhaust does not reduce its airflow to maintain the lab differential airflow setpoint.
Siemens is checking on the programming on 5.5.17
Matthew Ernst
Siemens 5/8/2017 Matthew Ernst This only occurs when 75% or more of the hoods are open at the same time, in full cooling mode. This will likely never occur and the system was not designed to handle this particular situation. If it does happen, the room will only go more negative and this does not present any apparent hazards or system issues

15 5/8/2017 Closed 12/21/2017 Differential pressure sensor for room 8050 does not work. The sensor reads permanently -0.08 "wc even if the calibration is changed and the tubes are blown into
Replace the DP sensor in room 8050. Siemens is aware of this issue. This is an existing sensor (not installed as part of Phase 1 construction)
Matthew Ernst
Siemens 12/21/2017 Mark Chmura 12/21/2017: The sensor reading seems to be changing as of 12/21.
This sensor is informational and as part of testing the terminal units were setup (with balancer assistance) to maintain the correct negative pressure differential.
16 5/8/2017 Closed 1/30/2018 The lab hood in room 8050 does not change its airflow whether open or closed (approximately
400 cfm). When the lab hood is opened it alarms because it cannot reach 100 fpm as measured by the hood.
Investigate if the lab hood control works and re calibrate the airflow sensor.
Having the correct airflow reading is required for proper room differential pressure control. This issue will likely be solved during the hood recertification process. Until then, it does not cause an hazards or significant system operational issues

23 6/15/2017 Closed 6/21/2017 AHU-8-3 Phase 2 Static Pressure sensor is reading approximately 0 " wc when the duct is pressurized to 2 "wc at the AHU and the VAVs downstream of the pressure sensor are getting full flow.
The pressure sensor may be in a bad location. It is currently on the supply branch downstream of SAT- 8022 on an elbow above the hallway. Siemens checked the digital setup and it appears to be operating properly. Reccomend moving the sensor
Matthew Ernst
Matthew Ernst 6/21/2017 Matthew Ernst The static pressure at the current location was measured with a separate device and appears to be fine.
