DEA 8th Floor Ceiling and Light Replacement 536 S. Clark Street - Chicago, IL 60605 REQUEST FOR PROPOSAL No. 47PF0023R0060

Question Response

1 Can CPARS/CCASS be used in lieu of a Past Performance Questionnaire?

For the Past Performance factor only, while we will consider CPARS. The offeror must specifically identify the contract number and project title of the CPARS report in its proposal. Note also that the project descriptions included in CPARS are often incomplete for purposes of determining relevance, and while we will make an effort to follow up with the reference, there is no guarantee we will be able to get in touch with them to confirm the project scope and relevance.

2 Is there any possibility for a follow-up site visit with subcontractors? I have a few subs who are asking to walk the site Unfortunately the space is occupied and an additional site visit is not possible

3 Section 013233 Photographic Documentation is referenced in multiple sections, yet specification section 013233 is not provided. Please confirm intent. Photographic documentation is required, see attached Section 013233.

Please reference Specification Section 042200 and Sheet G001 wall type C0 CMU Security Wall at Evidence Vault. The solid CMU wall type is typically achieved by grouting the conventional concrete masonry unit in this type of installation solid. Please confirm intent. The contractor has the option of grouting standard units solid or ordering solid units.

Specification Section 095123 3.4 Field Quality Control item B specifically notes testing and inspections shall occur when each floor has reached 20 percent completion. End user phasing requirements include allowing one LAB to be under construction at any time. Multiple construction phases will be required. Please quantify the total count of acoustical ceiling tile hangers that will require testing and inspection per phase.

The exact count on the hangers to be tested cannot be determined. Follow items #1 and 2 under 3.4 B for each phase.

7 Please confirm scheduled CMU work can occur during normal hours of building operation. If this work consists of breaking walls and loud noise that will affect other tenants then no, this work cannot occur during normal business hours

8 Please confirm the thickness of the of the slab between the 7th and 8th Floors where the temporary exhaust duct is scheduled to occur.

The existing building framing plans indicate a 5" thick slab. This will need to be field verified.

9 Please confirm Volume IIIa “DEA Lab Upgrades” record drawings dated 3/23/18 are provided for reference only, and do not include any new work to be provided as part of the subject solicitation.

The plans do not indicate added scope of work for our project. They were provided for reference only.

Specification 08 33 13, 2.1C is calling for aluminum curtain. 2.1H is calling for an integral frame.

The integral frame units are only available as stainless steel or galvanized steel. Please advise which material we should change to or if we are to exclude the integral frame and go to a non-integral unit without the jamb/head wrap. Provide an integral frame with galvanized steel.

Specification 08 33 13, 2.1D is calling for perforated slats. On counter doors, perforated slats are only available in galvanized steel. I can go to a non-integral service door to include perforated aluminum, but that would be larger components and would limit the opening width by 14”. Perforated galvanized steel slats may be used.

12 On integral counter door units, stainless steel frames are standard regardless of the curtain material.

I can go to a galvanized steel frame, but it is more expensive. Please confirm which is required. A galvanized steel frame can be used.

13 For perforated galvanized steel slats, the standard color is gray. Powder coating gives you an option of 180 colors at an additional cost, please advise which is required. Price the powder coating, Architect to select color.

I would like to request that another manufacturer be added to the specifications on this bid. Aurora Storage is a local manufacturer of High Density Storage Systems that is a direct competitor to Spacesaver who is only distributed by Bradford Systems. Aurora Storage has been in business for over 140 years and makes a top tier product for both High Density and Four Post Shelving, they are currently specified under 105113 on the bid, and I would like to have the option of presenting them under 105626 High Density Storage and Shelving Systems as well. Our service technicians have been servicing the system in the current vault for many years. We would like to continue working with the DEA on this project as well. ,Aurora Storage 690 S. Lake Street. Aurora, IL 60506 (For pricing contact Ken Pahlke 630-289-0781 or mrstorage@wolterinc.com) Under specification sections 105613 (Metal Storage Shelving) and 105626 (High Density Storage & Shelving Systems) of the project. www.aurorastorage.com

If this system follows the specifications, it is up to the contractor to present the alternative system for review prior to acceptance. Follow spec section 012500 Substitution Procedures.

15 May we submit PPQs that have been previously completed for past proposals or CPARS evaluations for factor 2? See answer to quesiton #1

Reference Sheet G000 General Note #11: Project shall be entirely cleaned by the GC before owner occupancy to include window glass, mirrors, floors, wall tiles and electrical plates. Please confirm each lab is to be returned to found condition. Please confirm if the end user (DEA) outsources lab cleaning services, and if so provide contact information.

The Labs should be returned to their "found" condition. DEA does not outsource lab cleaning services.

Sheet D101 and Section 02.03 High density storage systems evidences a total of three systems.

Please provide any additional information available for these storage systems to include size, weight, etc. to facilitate pricing for requested removal.

The AE does not have details on the existing system to be removed. The HDS units are existing and can be dimensioned in the field. The GC can break them down into smaller more manageable sizes

Sheet HZ 100 Legend quantifies the amount of lead-based paint required to be removed. Q&A Question #83, issued with the bid documents, notes all lead-based paint to be removed. Please confirm if the total amount can be quantified, or id should pricing include only what is shown on the drawing.

The bid will need to include the amounts shown on the drawings, supplemented by the environmental report.

Existing conditions evidence the occupied space is very crowded with desks, chairs and equipment.

Please verify if any of these items will be relocated prior to construction. Can items be moved and/or relocated to access the ‘work’? The removal of loose equipment and furniture will need to be coordinated with DEA.

20 Please confirm if there are any specific protective measures required for the equipment that cannot be relocated, or if covering items with plastic will suffice for items left in place. Covering items will suffice

In order to address the Division 28 Fire Alarm work, per Drawings FLD100A/B; FL100A/B please provide the contact information for the fire alarm contractor responsible for the buildings fire alarm system.

This contract goes through our O&M, which is JLL (Jones Lang & LaSalle). Below are the subcontractors they use:

Question Response

Per Section 10 56 26 1.2B 2; the high density flooring vendor is not providing flooring with the plywood ramps. The floor in the vault is scheduled to receive an epoxy finish. What finish is scheduled for the plywood ramps. Previous responses to this question indicated "per finish plan";

the finish plan does not indicate whether the subfloor ramps are to receive carpet or tile. Please provide the cost for the tile finnish on the ramps.

23 The VCT-01 Scheduled on the finish plan is discontinued per Florstar Distribution. Has the government selected an alternative for pricing purposes? The selection has not been made. Provide cost for an (equivalent) quality tile.

24 Fire Alarm Symbols ; Notations in some locations on the Fire Alarm drawings do not use the same notation. Devices are noted as "S" or "SV" in the Spill Room and NW Hallway at column line 16H "S" should be "A" and "SV" should be "AV".

Due to the escort limitations indicated as part of the addendum, please confirm sprinkler modification work may occur during building operated hours. This includes temporary upright work and turning the sprinklers back down

No sprinkler work can take place during normal building hours.See attached Building Policy document see Section N. Dave Wolken is our building's Fire Protection official.

26 Drawing M200 GGR Schedule does not include the exhaust grille to be procured. Please provide model number or basis of design. Confirm the new return grilles do not require a integral damper.

Basis of design product is Titus 300 series constructed of aluminum with 0 degree deflection.

Integral dampers are not required.

Drawing M100A Keynotes include balancing with the new supply, return and exhaust GRD’s, ‘balance airflow quantities consistent with pre-alteration readings’. The existing balancing dampers are not scheduled to be replaced or adjusted. In addition, M100B keynotes do not include balancing at the new supply, return and exhaust GRD’s. Confirm intent.

Balancing is required at new devices. The areas with replaced diffusers need adjustment to the existing balancing dampers so that new airflow readings are consistent with the pre-alteration readings.

Specification 230593 1.4 Scope of Work D. Perform TAB work for new equipment and existing air handler. Confirm intent, is the ATU TAB work limited to the new equipment scheduled for installation in the vault area? Identify which AHU the specifications reference and provide what TAB procedures should be included in the TAB plan.

Pre-alteration testing efforts shall open all terminal units to their maximum position. Provide testing and balancing of new terminal units in the vault area. Omit any testing of the air handling unit or units.

Please confirm the scope of duct cleaning for the project. The scope of duct cleaning per specification Section 23 31 13 3.8A "Clean new and existing duct systems before testing, adjusting, and balancing.", is the scope limited to new work and modified systems or is the intent to provide duct cleaning for the entire floor due to the pre-tab balancing efforts. Please confirm scope limitations.

Scope is limited to new work and modified systems.

General Notes on Work Performed in the Building

All Contractors must complete the “Chicago SC Work-Dock Access Form” and have it approved by a Property Manager a minimum of two business days before work begins. Note, utility interruptions and shut-downs of building equipment, will require additional notice.

All work performed by contractors must comply with Federal, State, County, and local codes and guidelines, as applicable, and must meet generally accepted industry standards.

The contractor must appropriately protect electrical and other detection devices in the areas where production of dust may occur. The building engineer and property management will need to approve all protection measures prior to the commencement of any work.

The Contracting Officer’s Representative (COR) or Project Manager (PM) must notify the Property Management Office once the job is first initiated through to the work’s completion. At this time, a representative from Property Management and a building engineer will review the scope and drawings throughout the project, and will inspect the work completed and address any concerns with the COR, PM, and contractor.

If at any time the Property Management Office finds that work is adversely affecting normal building operations, and/or the security of the property, the Property Management Office may request work stoppage through the appropriate processes.

A. Security Clearance

In order to conduct contract work in the Clark Street Federal Building, a contractor must undergo a background investigation through the Office of Personnel Management (OPM) to obtain a security clearance. The process begins by filling out the sections labeled Contract Employee Information and Contact Information on the “Contractor Information Worksheet.” This form can be emailed to the contractor through the COR or PM. All information on this form must be typed. It cannot be handwritten. Once complete, the contractor must submit this form to the project’s Contracting Officer’s Representative (COR) or project manager (PM). Within approximately one week, the OPM will send an email invitation to complete the clearance application online. The application should be completed as soon as possible, as the contractor will only have seven days to log on and another seven days to complete the form. Once complete, the contractor will print off the signature pages and contact the GSA security clearance processing office at 312.886.0359 to make an appointment for fingerprints. The office is located in suite 212 of JCK. The contractor must bring the signed signature pages to this appointment.

Once all information is processed, the contractor will be notified by email and by the project’s COR or PM when their clearance is approved. The contractor will then have to come in to get the “Contractor ID Badge Authorization Form” from the COR or PM to receive the badge in suite 212. Security badges must be worn at all times while in the building.

Coordination between projects will be made through the applicable Project Managers in coordination with the Property Management Office.

Dumpsters may only be dropped-off and picked-up with prior approval of the Property Management Office, and should be scheduled through the Project Manager who will make the request to the Property Management Office. This action may only take place between the hours of 9:00 p.m. and 5:00 a.m. Any drop-off or pick-up outside of this timeframe will not be permitted by the guards, and access will be denied.
