General Services Administration Public Building Services Southeast Sunbelt Region

ASBESTOS PRE-ALTERATION ASSESSMENT SERVICES:

1. General

1.1 The Contractor shall furnish all necessary labor, materials, supplies, equipment, supervision, and laboratory analyses to provide a pre-alteration assessment of asbestos and lead-paint, to include destructive testing and laboratory analyses as needed in advance of renovation or construction work. The main purpose of this assessment is to identify the presence, location, quantity and assess the condition of asbestos-containing (ACM) materials in the subject facility(s) prior to performance of any renovation or construction work. Ensure that all facility components potentially impacted by the upcoming renovation or construction work have been assessed for the presence of ACM. This assessment will serve to support design efforts for estimating space alterations; to identify existing locations where ACM work is needed; and to provide the information required to continually update the building management plan. Detailed instructions are contained in Part 3 (Pre-alteration Assessment Requirement) and Part 4 (Report Preparation). As a minimum, the following items need to be addressed in completing the assessment:

1.2 Review the building’s existing asbestos and lead-paint survey reports and related floor plan drawings. This includes the existing asbestos management plan and any surveys and/or reports pertaining to repair and alteration or construction which may have affected the status of the asbestos or lead paint. In some cases, visits to the buildings may be necessary to gain access to the building plans needed. NOTE: The existing asbestos or lead-paint survey may not be completely current or accurate. This document should be used as a baseline reference for conducting the assessment. Materials previously identified as "ND" (none detected) or presumed, shall be re-tested, as feasible.

1.3 Prepare a listing of materials to be tested and assessed.

1.4 Contact the GSA Project Manager to arrange for the onsite assessment within the assigned buildings under the building manager’s jurisdiction. Discuss safety, health, and security consideration. Also arrange for government escorts or availability of keys and any other assistance needed from GSA.

1.5 Inspect all accessible areas of the space within the project scope of work. This includes: mechanical areas, catwalks, chases that can be accessed without demolition, adjacent areas occupied by tenants in the building, areas above all suspended ceilings throughout that can be accessed without demolition.

1.6 Visually inspect previously identified ACM and make note of current condition and quantities on the re-inspection form. Identify any existing conditions that could present general safety or health hazards.

1.7 Visually inspect each area for previously unidentified or unsampled suspect materials.

1.8 Bulk sample any additional suspect materials identified during the inspection, in accordance with the project scope of work.

1.9 Have all bulk ACM samples analyzed in accordance with these requirements.

1.10 For ACM materials, use the GSA asbestos survey spreadsheet template to record all materials identified in the survey. Include materials presumed to be asbestos but which could not be verified through sampling (e.g. fire doors, etc). Include materials tested and found to be non-asbestos containing on the spreadsheet.

1.11 For ACM materials, prepare a separate list of all damaged and significantly-damaged ACM.

1.12 For ACM materials, provide recommended response actions for materials found to be damaged and significantly damaged.

1.13 Prepare a final written survey report in accordance with paragraph four below. Reports for ACM shall include the completed GSA asbestos survey spreadsheet template.

1.14 For ACM materials, prepare a supplement to the current for the asbestos Operations & Maintenance Plan (Facilities Asbestos Action Plan). The supplement must include updated floor plan that indicates sampling locations and type of ACM in the building. Past information that is still current and applicable shall be noted.

1.15 For facilities with ACM fireproofing, resample and analyze bulk samples for to confirm the presence of ACM. Previous positive ACM sampling of fireproofing has been inconclusive.

2 Qualifications of Personnel

2.1 The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, state, and local regulations pertaining to the protection of the Contractor’s employees. The contractor shall hold the Government harmless for failure to comply with any safety or health regulation on the part of herself/himself or her/his employees.

2.2 The Contractor shall be responsible to obtain such licenses, certifications, and/or accreditation for conducting building inspections for ACM as required by the laws of the state in which the building is located. Copies of such licenses, certification, and/or accreditation shall be submitted to the Contracting Officer upon award of the contract.

2.3 All inspection activities shall be under the supervision of a Certified Industrial Hygienist (CIH). This includes taking material samples, preparation of the inspection reports, and updating ACM data.

2.3.1 The CIH shall have at least three years’ experience in the asbestos and lead-paint field. The experience shall include: inspection, project design, management planning, and hazard assessment.

2.3.2 It is not required that the CIH be on site during all inspection and sampling activities.

2.3.3 The CIH shall be responsible for the technical quality of the work under this contract.

2.4 All inspection personnel must be state accredited to perform building ACM inspections when required by state law in the states where the buildings to be inspected are located. Inspection personnel must also have at least one year of experience in performing ACM inspections. Inspectors must have sufficient familiarity with building utility systems so that they can identify the different piping systems and the building mechanical equipment, and recognize suspect materials.

2.5 Laboratory shall be NVLAP accredited for asbestos bulk sample analysis.

2.6 Reports shall be signed by those who conducted the site visits and reviewed the work. Proof of accreditation must meet all state and local requirements where the work in performed. The signatures shall show accreditation numbers, as applicable.

2.7 Laboratory reports of bulk samples taken shall be signed by the laboratory technician who analyzed the samples and by the laboratory supervisor.

3 Pre-alteration Assessment Requirement

3.1 This assessment shall be performed in accordance with the EPA AHERA guidelines [40 CFR Part 763 Subpart E, Section 763.85 9(b)] for ACM inspection. The AHERA guidelines allow an inspector to assume that certain materials contain asbestos. In general, this assessment does not require, unless the Contractor is told by the BUILDING MANAGER to sample, the sampling of suspect material is not accessible or if sampling would destroy critical integrity of the object (e.g. fire doors). All suspect materials not previously identified as ACM or not previously sampled in accordance with current requirements must be sampled so that the number of samples meets this assessment. All destructive sampling locations must be repaired. Quantity of samples collected shall follow AHERA guidelines, with a minimum of 3 per homogeneous material. Laboratory analyses of further bulk samples are not needed once the first homogeneous material sample tests positive for ACM.

3.2 Assessment activities accomplished under this SOW are intended to determine the current locations, quantities and condition of ACM on the project site and to obtain additional data as needed to develop project specifications and drawings for subsequent abatement. ACM data on the building must be sufficient to support design efforts for space alterations on the project site and/or for the building mechanical staff to safely perform maintenance work on the building mechanical systems. The data must also identify existing locations where ACM repair or abatement work is needed based on the damaged or significantly damaged current condition.

3.3 Prepare written schedules for site visits to be made prior to each field trip. Provide copies of the schedules to the Contracting Officer and to the GSA Project Manager. Contact the GSA Project Manager to discuss the schedule and work out any problems. These schedules may require occasional revisions for some buildings due to temporary non-availability of GSA escort personnel or because of sensitive Government activities in the buildings to be inspected. The necessity for this shall be determined by the GSA BUILDING MANAGER in charge of the buildings.

3.4 In addition to submittal of the schedules, personally contact the GSA Project Manager to coordinate the site visits. Verify availability of all assistance needed and contact the GSA Project Manager immediately if any delays or problems are encountered during the completion of the assessment.

3.4.1 Note: Failure to properly coordinate site visits with the GSA Field Office and Project Manager may result in failure to gain access to some areas because of security requirements. This would require additional visits to complete the inspections at no additional cost to the Government.

3.5 Review building plans, prior survey reports and related building information as needed to properly plan the assessment. This is to be accomplished in cooperation with the GSA Project Manager.

4 Report Preparation

4.1 Upon completion of the assessment a written report will be completed. Submit an electronic copy within seven calendar days after completion of the assessment to the GSA Project Manager and regional GSA Industrial Hygienist for review and comments. The draft shall include the completed GSA asbestos survey spreadsheet template. After comments have been addressed and the draft accepted by GSA, the contractor shall submit a final report to GSA Project Manager and regional GSA Industrial Hygienist in electronic format within five calendar days. The report shall be in pdf or MS Word format and spreadsheet template in MS Excel format.

4.2 Each final report shall contain the following:
