Pre Bid Agenda

Project Title: Jackson USBC Renovation FedBiz Ops Solicitation #: 47PC1118B0002 Location: Robert H. Jackson Courthouse, Buffalo, NY Pre-Bid Walk Thru Date: November 7, 2017 at 10:30 am

• Only the Contracting Officer can make changes to the contract.

Description of Work:

In general, the project scope of work can be described as alterations to US Court spaces on the 1st, 2nd and 5th floors at the Jackson Courthouse. This project will include alterations to the existing 1st floor Probation suite, 1st floor mail room, a large portion of the 2nd floor clerk's office, and the 5th floor office area, training room and ancillary chambers spaces. As noted in Addendum No. 1, work will be done in one phase and the revised project square footage is approximately 24,353 SF. Work includes but is not limited to demolition, (except existing collector boxes under the raised floor are to remain), providing new walls, doors, casework, other finish work, infrastructure and wiring, plumbing work, electrical work, fire protection and mechanical work. The purchase and installation of new modular walls are included in the scope of work also. It is important to note that the Jackson Courthouse was originally constructed utilizing metric units and metric sizes for building materials and assemblies.

Building materials will need to be selected to match the existing dimensional characteristics of the original building features

US Court personnel will be relocated and furniture removed from the spaces before demolition begins.

Existing modular wall product is to be removed by a licensed installer and turned over to the US Courts for their future use outside this project. All room signage is to be removed in a manner so it can be reused, and turned over to the US Courts.

Before work begins, Masonite or equivalent must be provided to protect the carpet, tile floors and walls of all pathways leading to the work spaces. The exception will be in the public lobby where extra care must be taken to avoid damage since wall and floor protection will not be allowed to remain up during the length of the project. The construction activities cannot adversely impact the normal government employee operation or the visitor use of this Federal Courthouse. Shift work or weekend work will need to be implemented in order to accomplish minimal disruption to the existing facility.

Completion of the project within the timeframe stated in the contract is a top priority. The successful offeror must be able to anticipate any construction problems, communicate issues proactively and actively participate with the government team to mitigate possible construction delays.

Receipt of Offers:

Bids are due Wednesday, November 29th, 2017 by 2:00 pm. to the Upstate NY Service Center, 100 South Clinton Street, Suite 1350, Syracuse, NY 13261. Bid opening will be at 2:15 pm Wednesday, November 29th, in room 1350.

Contract Amendments:

The Contractor must submit all RFI questions via email to the contracting officer and contract specialist by close of business on Monday, November 13th, 2017 (allison.wiede-brown@gsa.gov AND edmund.barfour@gsa.gov.). Answers will be posted on FBO.gov on or around Friday, November 17th, 2017.

Schedule:

The required construction completion date is approximately 259 calendar days commencing after Notice to Proceed is issued. This period includes time required to get security clearances. Project closeout is to be completed within 56 calendar days following project acceptance as substantially complete.

Progress Meetings:

On-site progress meetings will be held once a week on Mondays with time yet to be determined. The GC project manager is required to attend this weekly progress meeting in person along with their full time on site project supervisor. This supervisor also must be present during all work.

Loading Dock Access:

Use of loading dock must be coordinated with GSA Building Manager. Deliveries need to be made during normal business hours. In situations when large items are delivered and their delivery to the work sites will interrupt daily work, the items will need to be stacked on the loading dock and then relocated after normal business hours.

*Security Clearance Regulations:

The Contractor who is awarded a contract for this project by the General Services Administration will be required to comply with all GSA security requirements as specified in the contract. All workers must be legal to work in the United States.

All workers need to be listed on the "Requesting Official Contractor Approval List" (ROCAL); submit a "Contractor Information Worksheet" (CIW) with their type of clearance designated. Workers slated to be on a project longer than 6 months must request a long term clearance. Workers on a project less than 6 months can opt for a short term clearance. Both long term and short term clearances will require the contractors to be fingerprinted. All contractors will be required to sign in at the lobby screening area upon entering the building and then sign out upon leaving for the day. If a worker is found to be on site without the proper clearance, they will be removed. Each worker must turn in their ID card to GSA when they have completed their work on the project.
