Answer: No - the Contractor does not have to be able to provide a $15 million dollar bond on a given task order. Individual task orders will be limited to projects between the micro-purchase threshold and $250,000.00. $15 million is the aggregate Maximum Order Limitation (MOL) for all task orders under the IDIQ contract not to exceed $15,000,000.00 for the total five-year term.

Answer: The Stafford Act applies to FEMA, not GSA. The Stafford Act does not apply to this procurement.

Answer: This is set-aside to strictly Small Business, HUBZones (prime must be a HUBZone). No subcontracting plan is required.
16. Can you outline any special taxes or fees associated with the USVI?
Answer: The Contractor is responsible to look up and include all applicable taxes for Puerto Rico and the United States Virgin Islands.
17. Will a site visit be available?
Answer: Site Visits will be held on a task order level.
18. Question: Where to submit line item pricing as there are no line items to bid on?
Answer: We are requesting an all inclusive coefficient, as described on page 8-9 of 27, under II.C "Price Proposal." We are using the RS Means methodology, and utilizing the RS Means book for all line items.
19. Please clarify the page limitation for Section II.D. Technical Proposal Factor 1: Experience on Similar Projects narrative.
Answer: Page limitation has not been included in the solicitation. Your submission needs to address factor 1 in its entirety.
20. For “experience project submission requirements”, the first bulleted requirement states “project involved the repair and alterations of a comparably sized structure”. Please clarify the size of structure deemed acceptable and comparable in order for bidders to meet this requirement.
Answer: Please see answer to question 13 above.
21. For the bid bond, please clarify if an actual bid bond for $250,000 is required or if a letter from our surety firm indicating our capacity to provide the bond upon award is acceptable. If the bond is due at time of proposal, please indicate to whom it needs to be addressed.
Answer: Either one is acceptable. Please make Bid bond out to the General Services Administration.
A Line of credit from your bank or surety - ** This is not a requirement, but highly recommended to be submitted to assist the gov't in assessing your financial capabilities and move the process along.
22. Section II.A. Proposal Contents – states to include the coefficient into block 17 of SF1442, “Amounts”. Are offerors to include the coefficient stated as a percentage? If the coefficient is to remain stable / unchanged for the base year and option periods, please confirm that only one entry or number is required to be placed into block 17.
Answer: We are looking for a coefficient in decimal form, and only one (1) coefficient. This is for the base year and all option years. (example: 1.5 or 1.00).
23. Requirements for Joint Venture Offerors states, “(4) Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture”. Are offerors (both parties of a JV) required to submit both the Form SF527 and their financial statements, to include profit/loss and balance sheets? Please confirm the precise requirement for financial information required for submission.
Answer: If a Joint Venture (JV) is being created, each member of the JV must submit their own 527 along with all financial information.
Financial Information:
- Your latest, yearly certified financial statements and balance sheets are to be submitted.
- A Line of credit from your bank or surety. ** This is not a requirement, but highly recommended to be submitted to assist the gov't in assessing your financial capabilities and move the process along.**
24. Our firm has completed multiple IDIQs and previous projects renovating and rehabilitating occupied building spaces. These projects have involved all disciplines including but not limited to civil, structural, HVAC, plumbing, electrical, telecommunications, utilities, and hazmat abatement. However, it has been rare for an individual project to fall below the $250,000 price maximum stated in the submission requirements. I fear that our proposal will not be considered based on the potentially over-qualified status of our past performances.
Could you verify the level of stringency for the past performance requirements and the related price ranges?
Will projects over $250,000 be disqualified?
Answer: Projects over $250,000 will be disqualified.

Please Note: There should be no taxes involved since this is Government work. Example of this: If a room is 200 square feet, they will have 220 square feet of carpet in their estimate.

28. Page 10 of the Agreement, Section II.A. Contract Pricing Bid Factor - We have performed several projects on the USVI and the overall cost of construction could be up to three times the cost of construction in Puerto Rico for the same items. Materials and Labor is considerably higher, additionally a project in the USVI can include Overhead/Indirect costs such as Insurance, Bonding, Shipping, Lodging and Transportation that are either higher or not needed for a project in San Juan. Please advise if the bid factor must cover a project in any location.
Answer:
Your coefficient shall cover everything specified in agreement (also listed on question 27) Since there is no City Cost Index for the USVI, Local GSA Personnel will need to identify unique requirements that affect overall pricing for the USVI and determine a separate locality cost index from
PR.
29. Page 10-12 of the Agreement, Section II.A. Contract Pricing Bid Factor and Executive Order 13658 - The city factor for labor in San Juan is very low probably because it is based on the construction industry in Puerto Rico where most laborers can work at the federal minimum $7.65/Hr. It seems that this contract requires compliance with executive order 13658 which will require contractors to pay at least $10.35/hr to any employee working under this contract. Please advise if we need to cover this difference with the bid factor or if the government can revise the RS Means labor city factor.
Answer:
The locality cost index for PR should be adjusted to account for the difference in labor rate. Local GSA Personnel will need to identify any other unique local requirements as well that affect overall pricing and adjust accordingly.
30. It seems that the task orders will be evaluated as LPTA also. Please clarify if other evaluation criteria could be used within the task orders.
Answer:
This will be a Lowest Price Technically Acceptable (LPTA) requirement. The technical factors that will be requested may or may not change, and will be determined on the Task Order level. Pricing will always utilize the RS Means methodology.
31. Page 4 of the Solicitation, Section I.B. List of Solicitation Documents (4) Offeror Representations and Certifications From or Copy of sam. gov account - Please advise if the SAM FAR report is enough as far as representation and certifications documents needed or if the form C301 still needs to be submitted.
Answer:
You may submit the Reps and Certs from your sam.gov account.
32. Please advise if the bonding capacity of teaming partners will be considered and if the financial forms (527, financial statements etc) of teaming partners should be submitted and will be considered.
Answer:
All financial information, as discussed in the solicitation, needs to be submitted for each business company forming a teaming arrangement. (i.e. Standard form 527, or irrevocable Letter of Credit, etc).
We will need to see financials from both companies.
Only one (1) Bid Bond needs to be submitted by the teaming arrangement.
