About this file
This is an engineering services solicitation document from the City of South Daytona, Florida, seeking sealed bids for professional engineering services related to design and permitting of resiliency upgrades to Lift Station 2. The scope of work requires the selected consultant to assess existing site conditions, structural components, mechanical and electrical systems, and hydraulic capacity, then develop comprehensive design solutions to elevate the lift station's lowest finished floor and all critical electrical and control components to a minimum of two feet above the applicable Base Flood Elevation. The design shall include replacement of the existing 60-kilowatt generator (installed in 1989) with a new 75-kilowatt permanent generator or appropriately sized alternative determined through vendor coordination, as well as design and installation of submersible pumps with watertight seals and associated mechanical, structural, and electrical modifications. The project must incorporate flood and wind resiliency measures consistent with a 500-year storm event, comply with National Flood Insurance Program requirements, and meet ASCE 7 wind load criteria. Sealed bids are due August 3, 2026, at 2:00 p.m. and may be submitted in paper form at City Hall (1672 S. Ridgewood Avenue) or electronically via the City's e-Procurement Portal.
The project is funded through the Hazard Mitigation Grant Program and is subject to FEMA procurement guidelines and contract provisions, as well as Community Development Block Grant fund requirements where applicable. Bid submissions must include completion of multiple statement forms covering vendor qualifications, professional references, subcontractor listings, debarment certification, drug-free workplace preference, public entity crimes statement, and anti-collusion statement. The contract award is contingent upon compliance with all applicable federal and state funding requirements and FEMA guidelines governing the use of Hazard Mitigation Grant Program funds for infrastructure resiliency projects.
