About this file

This Addendum #1 document modifies the original bidding specifications for the City of Fort Worth's Pecan Valley Golf Course Bridge Replacement project (CPN 105401). The project scope includes demolition and removal of an existing damaged bridge, trees, and concrete sidewalks; manufacture and installation of a 150-foot bridge; demolition and replacement of 275 square yards of concrete sidewalk; and landscape improvements including planting new trees and constructing new concrete abutments. Electronic bids must be submitted via the Bonfire Procurement Portal by 2:00 P.M. CST on Thursday, September 3, 2026, with public bid opening and reading occurring at the same time in the City Council Chambers and broadcast live on FWTV. A pre-bid conference will be held in person at Pecan Valley Golf Course Club House on August 18, 2026, at 2:00 P.M. The City advertised the opportunity on August 2, 2026, and August 9, 2026. Certain improvements require contractor or designated subcontractor pre-qualification by the City at the time of bid opening.

The City's Small Business Enterprise goal is 30 percent of the total bid amount, which applies to this contract as the value exceeds $100,000. Bidders must meet or exceed the small business goal through self-performance and/or small business subcontracting participation, with small businesses defined by SBA criteria and located within five Fort Worth counties: Tarrant, Denton, Wise, Parker, and Johnson. Small businesses must be certified by one of four designated agencies: North Central Texas Regional Certifying Agency (NCTRCA), Dallas-Fort Worth Business Council, Women's Business Council – Southwest (WBCS), or Texas Department of Transportation (TxDOT). Bidders must submit a completed Small Business Utilization form and certificates identifying themselves or subcontractors as small businesses at the time of bidding; failure to comply with the small business ordinance will result in the bid being deemed non-responsive. The City reserves the right to waive irregularities and accept or reject any or all bids and will award the contract to the bidder presenting the lowest price with qualifications and competencies considered.
