Davis Technical College Panel & Transformer Replacement - Phase 1

This is a construction specification document prepared by LYNK Engineers for the State of Utah's Division of Facilities Construction and Management (DFCM) and Ogden-Weber Technical College for the Davis Technical College electrical transformer and panel replacement project. The work consists of demolition and replacement of existing transformers (T1006) and panelboards (HB, LCP, LB, F, D, C, and LCP2), addition of a new distribution board, and two alternates involving replacement of main distribution panels (MDP-1 and MDP-2) at Davis Technical College in Farmington, Utah. The project is constructed under a single prime contract with phased construction coordination required with a concurrent Daycare Remodel project. All work and power outages must be scheduled in advance with the Owner, and at least two weeks' notice is required for utility interruptions. The building will remain fully occupied during construction, requiring strict coordination to minimize conflicts with daily operations, maintain existing exits, and preserve access to walkways and occupied facilities. Construction work hours have no specified limitations, though noisy activities cannot occur during hosted events in the arena. The project includes comprehensive specification sections addressing general requirements, electrical work, low-voltage transformers, overcurrent protective device studies, panelboards, and grounding systems.

The construction cost estimate is $300,000.00, and this is a Stage II Invitation to Bid restricted to contractors prequalified under DFCM's Stage I Prequalification process and currently listed on the DFCM Prequalified Contractors list as of the solicitation date. The specifications establish detailed administrative and procedural requirements for contract modifications, substitutions, payment procedures, project management, construction progress documentation, and submittal procedures. Contractors must submit applications for payment using AIA Document G702 and G703 forms with a schedule of values coordinated with the construction schedule, and must provide waivers of mechanic's liens with each application. The contractor is responsible for preparing and maintaining a construction schedule, including a startup schedule within seven days of the Notice to Proceed and a comprehensive CPM schedule within 60 days. All submittals require 15 days for initial Engineer review, with resubmittals allowed 15 days for review and sequential reviews allowing 21 days. The Owner has negotiated purchase contracts that will be assigned to the contractor, with the contractor responsible for procurement, handling, storage, and installation costs. All contractor personnel must provide identification tags, comply with drug screening requirements, and are prohibited from using tobacco and controlled substances within the existing building.
