1. 7-16-18 7-23-18 We are submitting our AIR-SHIELD™ LSR Liquid Membrane Air/Vapor and Liquid Moisture Barrier for product substitution consideration.
We have reviewed it. There isn’t anything wrong with the product submitted, however, it would not work with the wall system we have designed/detailed.
2. 7-19-18 7-20-18 Do you anticipate this project going below grade, needing dewatering for the building or utility tunnels?
The excavations should be well above the water table, so the only drainage would be to deal with precipitation. This would be covered in the sitework specifications.
3. 7-23-18 8-8-18 Are there CAD files available to the Contractor, more specifically for the civil work (grading and underground utilities)? Please advise.
CAD files can be provided once the contract is awarded, but cannot be provided during the bidding phase.
4. 7-24-18 8-8-18 Specifications Volume 1 – Section 01 00 00A – Statement of Bid Items – ARCHITECTURAL states that “The 12 Private rooms will have slight differences. Nine rooms will be considered standard rooms with 1000# ceiling lifts and 2 rooms will serve bariatric residents with 1000# ceiling lifts”. Are ceiling lifts part of this requirement? There is no other mention of this equipment other than in this section.
Ceiling lifts are not provided as part of this project, however, Contractors must allow for the future installation of ceiling lifts. Revised Spec Section attached. (See Amendment 0003 posted on 08/09/2018)
5. 7-30-18 8-8-18 What size of amp is needed for the PA and will the successful Contractor be providing it?
The PA system is a delegated design. The Contractor shall provide a complete and fully functioning systems.
6. 7-30-18 8-8-18 The equipment rack drawing shows rack mount power supplies and a UPS but zero specs or any indication that the successful Contractor will be providing them? Please clarify.
Refer to Spec Section 271100 – Telecommunication Room Fittings 2.1.C.6.

7. 7-30-18 8-8-18 Are there specific manufacturers for the cabling and jacks?
No.
8. 7-30-18 8-8-18 On the reflected ceiling plan (A310) between Foyer 2501 and Living Room 2504 there is a pattern that is not called out in the key. It appears to be a finished wood texture.
Can you confirm or clarify?
That is an acoustical wood ceiling (ATC-3 IN SECTION 09 06 00). See revised drawings.
(See Amendment 0003 posted on 08/09/2018)
9. 7-30-18 8-8-18 There is a spec section 06 64 00 - Plastic Paneling. We could not find this on the drawings and believe that this is FRP and this is the wall finish for HSKP 2510B. Can you confirm? or is there Plastic Paneling elsewhere.
This is FRP (and is noted in the spec section as such). It is located in the HSKP 2510B per the room finish schedule.
10. 7-31-18 8-8-18 What kind of floor finish do the closets in the resident rooms get? On the Room Finishes Drawing (A601) it does not identify what finishes these closets get.
Closets to receive SV-1 (continued from resident bedroom). See revised A601.
(See Amendment 0003 posted on 08/09/2018)
11. 8-1-18 8-8-18 In specification 23 21 13, there is no section on what type of material to use for “chilled Water”. Please clarify.
The material type for chilled water is as specified for “Heating Hot Water and Vent Piping.”
12. 8-1-18 8-8-18 On drawing MP100, key note 4, “Provide Keflex… expansion loop on chilled water. Should this be for the steam instead? There is no note for steam expansion.
Note 4 is for chilled water. Steam expansion is to be accounted for with a minimum of 3 pipe elbows at the connection point in the tunnel and at the CLC building entrance.
13. 8-1-18 8-8-18 Drawing MP100 also calls out for anchors on the steam line in the tunnel. The details show an elevated hanger system on all thread posts. Our Mechanical team believes that a detail showing exact anchor points is required.
Please clarify.
The anchor point in the chilled water section (similar to 3/MP102) and chilled/steam section could be accomplished with a base stand (B3088) and anchor (B3147B or B3256). Means and methods are per MSS SP-69 in 230511.

14. 8-1-18 8-8-18 Sheet M302 detail 2 shows the VAV Reheat Flow Diagram. To the right of HWP-1 and HWP-2 there is an octagonal shaped figure with a circle in the middle.
Neither I nor our mechanical sub knows what that symbol is and it is not in the provided legend key. Can you please provide what this symbol is to represent?
That symbol represents a “balancing valve”.
15. 8-1-18 8-8-18 Sheet M302 detail 1 in the top left corner shows a typical fan coil. We do not believe when it says “Integral to Unit” is true and this will have to be field piped. Can you confirm or clarify?
Those items may be field piped or provided as a package with (not necessarily “integral to”) the unit.
16. 8-1-18 8-8-18 Sheet MP101 in room 2514 - Resident Laundry there is a VAV that is not called out. Can you please provide the missing information here?
That is VAV-2514. (More information on MH101 and M502.)

23. 8-2-18 8-8-18 On the heating drawings, we have a 2” heating water shown but the specifications on detail the page M501 it has an air separator, spirothem, model # VDT250 that has 2 ½” connections. Detail 2 on sheet M302 shows 4” piping. Please clarify.
Heating water pipe size is 2” with transition to 2 ½” at the air separator flange. (Change pipe size to 2” on Detail 2, sheet M302.)
24. 8-2-18 8-8-18 On drawing P101, it shows various floor drains. (FD-1, FD-2, FS). In the specification section 22 13 00, page 9, section 2.6 (Floor Drains) the types are FD-A, FD-B, ect.
These do not match the designations that are on the drawings. Could you please clarify?
FD-1 = FD-C in the specification. Square Grate.
FD-2 = FD-N in the specification.
FS-1 = FD-S in the specification.
25. 8-2-18 8-8-18 Per specification section 22 13 00, page 13, section 2.8 (Trap Primers), the specifications call out trap primers but none are sown on the plumbing drawings, including any water lines serving these, if they are required. Can you please clarify?
Every floor drain and floor sink trap will have a trap primer as shown on detail 3/P402.
26. 8-3-18 8-8-18 Room 2516 on sheet P101 shows a 2” waste line serving fixture P-417 and P505. Per the plumbing fixture schedule on drawing P402, the P505 fixture requires a 3” waste line. Can you clarify? Should this be upsized?
A dedicated 3” drain is to be provided for the P505 fixture. Connect to the 4” waste line on the outlet of the floor sink in that room.
27. 8-3-18 8-8-18 Since this is a commercial kitchen, will a grease trap be required? If so, where will it be located and what size does it need to be? As I am sure you are aware, the Wastewater Reclamation Authority in Des Moines has very specific standards on placement and sizing

TV bracket does not require a specific manufacturer.
38. 8-7-18 8-16-18 There is no spec for the patient lifts, and I know in the past there have been structural design and testing requirements. Are we to assume that the VA will pick up those costs, if needed?
Patients lifts will NOT be part of this contract, however, the contractor must maintain clearances above the ceilings where lifts are indicated to be added in the future. Trusses have been designed to support the loading of the patient lifts.
39. 8-7-18 8-16-18 Plans call for Smart Cabinets (WD) on A601, but they do not meet the spec requirements for 12 32 00 Manufactured Wood Casework. We would typically see a Residential Casework spec for such cabinetry. Will one be provided, or are we to just bid the plans with no spec?
Not sure what you are referring to. If this is in regards to PPE cabinets or cabinets within resident units, specific manufacturers and models are called out as the basis of design. Bid accordingly. An entire spec will not be provided for these specialized “equipment” items.
40. 8-7-18 8-16-18 The equipment schedule on sheet A-701 does not have a box checked for who is providing/installing the 3 compartment sink designated as E2510c. Please verify if this is OF/OI, OF/CI, or CF/CI.
Equip. NO. E-2510c (3 compartment sink) should be checked as OF/CI on the Equipment Schedule on Sheet A-701.

67. 8-9-18 8-9-18 The response to RFI #28 clarifies what paint is to be used and that the updated room finish schedule is attached. I am not seeing this with the amendment. Will this be posted?
This has been provided in Addendum 1 that was posted with Amendment 0003 on 08-09-2018.
68. 8-9-18 8-9-18 Does the VA intend on answering RFI’s 19, 20, 31-63?
A some of these are repeat questions but a few of them bring up important issues that should be addressed before the bid.
Please reference responses concerning all RFI’s cited.
69. 8-9-18 8-16-18 Your response to RFI #4 makes it sound like ceiling lifts are not part of this project’s scope. If they are not is the track is shown on the reflected ceiling plan to be discarded along with detail 3 on sheet A502 that shows the lift system installed?
Then when you say we are to “allow for the future installation of ceiling lifts”, what do you mean by that?
Are we to put in the track? The structural portion? That is not clear. Your answer to RFI # 64 states that a new revised spec section has been posted regarding the patient lift system. I still am not seeing that anywhere in both amendments.
My question boils down to this: Are ceiling mounted patient lifts part of this project’s scope or not. If they are not and we are to allow for the future installation of them, what scope does that involve.
Ceiling lifts will NOT be provided as part of this project, however, the contractor must allow for the future installation of ceiling lifts by minimizing above ceiling items that might interfere with the future installation of track supports as noted on the revised drawings.
70. 8-10-18 8-16-18 In regards to the Cubicle Curtains:
We don’t see anywhere in the drawings, locations for the tracks/curtains. Could you provide me with these?
Do you have a manufacturer in mind? We found these on the drawings, are these the fabrics you want for the cubicle curtains:
Curtain track locations are indicated on 1/A201 in resident bathrooms. C-1 has been revised in section 090600 and on sheet A601. Revision provided in Addendum 2, which was posted in Amendment 0004 on 8-17-2018.
71. 08-10-18 8-16-18 In regards to the Window Shades:
The specifications call for cloth and window shades, are these Manual or Motorized shades?
Do you have Locations for these shades on certain windows?
Do you have a manufacturer in mind? Fabric? Openness factor?
All windows to have integral blinds per Section 085200. Remove spec section 122400 and any reference to it.
72. 8-10-18 8-16-18 Same questions for the Vertical Blinds? Mainly, Locations and Manufacturer.
See response to question 71
73. 8-10-18 8-16-18 Lastly, the “Venetian Blinds” do you mean – Horizonal Blinds? Again, Locations and Manufacturer?
See response to question 71
74. 8-10-18 8-16-18 We are currently working on Des Moines VA Community Living Center Doors & Frames and had couple of questions was hoping you could assist me with it.
On A602 for openings 2533 & 2531 shows hardware set HW-05B whereas, hardware schedule calls for HW-06A.
Which one is correct?
What are the door sizes for openings 1-1, 1-2 & 1-3?
See previous questions. Door schedule and door hardware spec have been updated. If any discrepancies, refer to spec. Openings 1-1, 1-2, and 1-3 have been added to the door schedule.
75. 8-10-18 8-16-18 Mechanical Clarification:
Please provide a specification, make, model, part number or something for all plumbing fixtures and any kitchen equipment we are to provide. Example, WC-1, Kohler, model 12345, White china floor mount, with Sloan 32123 flush valve.
The VA convention is to provide standard fixture call outs referenced to the VA specification.
Specification section 22400 contains that information as was found to be missing from the construction documents. It is included in Addendum No. 2, posted in Amendment 0004 on 08-17-2018.
Also note: P-307 on the plumbing fixture schedule is OF/CI Equipment NO E-2512a.

The DDC System For HVAC will be an extension of the campus Johnson Controls Metasys system.
79. 8-10-18 8-16-18 Does Mid-American Energy move the gas lines per the utility drawings?
No. However, contractor to verify with Mid- American Energy.
80. 8-10-18 8-16-18 Page CS101 shows having a flagman for phases 3 and 4 and maintaining 1 lane of traffic open at all times. That’s a large cost to the VA for no appreciable value, would standard MUTCD signage work for that area?
Standard MUTCD signage is acceptable.
81. 8-10-18 8-16-18 Detail 2 on CG103 shows 3’ of over excavation for the building footprint, and we are required to keep the dirt within the fenced in area of the project. There is not enough room to keep roughly 2800 cubic yards of dirt within the fenced in area. What is the VA’s plan to deal with that over excavated dirt?
Excess spoils can be removed from site.
82. 8-10-18 8-16-18 Plans call to match the precast on Building 12, can you clarify who the manufacturer was for the precast on Building 12?
Stonco, Inc.
83. 8-10-18 8-16-18 For spec section 12 24 00- Window Shades could you please provide a basis of design? If not, please select one from the following specified options venetian, horizontal or roller shades, as each one is listed in the specifications.
See response to questions 71-73.
84. 8-10-18 8-16-18 In the Foyer, there are no details for the millwork along the east wall. Is that to be included in this contract? If so, please provide construction details.
Elevation added to revised drawings. Provided in Addendum 2, which was posted in Amendment 0004 on 8-17-2018.
85. 8-10-18 8-16-18 The finish schedule does not show a finish for the stairs or landings. However, the specs call for rubber stair treads and rubber flooring for the landings, but nothing is shown on the Schedule of Finishes. Can you please specify the basis of design for the treads and flooring?
See revised floor finish plan. Floor, treads & landing in stairwell to be sealed concrete. See revised Spec 096513. Revision provided in Addendum 2, which was posted in Amendment 0004 on 8-17-2018.
86. 8-10-18 8-16-18 There are details that show EIFS at the Building 12 tie in, but there is no EIFS spec. Will we be provided with one? Same with the Architectural Precast.
See attached EIFS specs. Provided in Addendum 2, which was posted in Amendment 0004 on 8- 17-2018.
87. 8-10-18 8-16-18 The structural pages call for the owner to provide Special Inspection testing services in accordance with IBC 2018. Section 01 45 29 Testing Laboratory Services calls for the contractor to retain testing services. Who should be picking up the costs of testing services?
Contractor shall provide special inspections.
Structural sheet has been changed per Addendum No. 2, which was posted in Amendment 0004 on 8-17-2018.
88. 8-10-18 8-16-18 The interior elevations show several areas that have stainless steel shelves. Are these to be included in the contract? If so, please provide a spec and additional details for construction.
See attached metal casework spec Section 123100. Provided in Addendum 2, which was
89. 8-10-18 8-16-18 The door frames for the resident units are called out to be wood. However, there is no spec for Wood Frames. Is the intent to have hollow metal frames for those wood doors in the resident rooms? Also, since the bathrooms are tiled, it would seem that there is a concern with moisture within the bathrooms. I don’t know of a detail, and none are shown, for the intersection of tile and a wood frame. Please provide some additional clarification on the resident doors/frames.
No wood door frames. All interior frames to be hollow metal.
90. 8-10-18 8-16-18 Nothing is shown for closet rods or shelving in the resident closets. Does the contractor need to provide anything there?
Provide built-in shelf and closet rod per detail on A810
91. 8-10-18 8-16-18 There is a rooftop platform for serving the kitchen hood shown in multiple locations, but no details on construction. How is that platform to be constructed? Are there any structural requirements for it? Are there any connection details for the platform to the building? More information is required.
These are prefab units with requirements called out on the drawings (see A310). Installation should be per manufacturer’s requirements. Specs will not be provided.
92. 8-10-18 8-16-18 SF101 calls for blocking for a roof access hatch. The roof plan does not show a roof hatch and there does not appear to be a spec for a roof hatch. Is there a roof access hatch required for this project?
No roof access will be provided as part of this project. See revised drawings.
93. 8-10-18 8-16-18 We have a question after Addendum 1 was issued.
What are we actually bidding in divisions 27 and 28?
Addendum 3 is very vague it looks like we’re only to supply rough in for most of it.
Provide all boxes, cabling, conduit, and equipment, as required per Division 27 & 28 spec sections.
94. 8-10-18 8-16-18 Door schedule notes wood frames at unit bathrooms.
Frame type indicates hollow metal (F5). Please clarify.
See response to question 89
95. 8-10-18 8-16-18 Provide ceiling heights in all areas. Dimensions added on A310. If dimensions aren’t given, assume ceiling height to be 8’-0”
96. 8-10-18 8-16-18 Equipment Schedule (A701) notes that ceiling mounted patient lifting equipment is to be supplied and installed by contractor. Note 1 on sheet A310 notes that ceiling mounted patient lifts are not in contract. Please clarify.
See response to question 69.
97. 8-10-18 8-16-18 Equipment schedule (A701) notes that one dry erase board (2539G) is to be contractor furnish/contractor installed. Sheet A201 does not indicate the marker board on the plan. Please clarify.
Dry erase board is located on the equipment plan on A701. Additional information has been added to the equipment schedule regarding size.
98. 8-10-18 8-16-18 Substitution request for USG True Wood, Radar Ceramic and Rader
VA approves of substitution.
99. 8-10-18 8-16-18 With respect to Nurse Call system interfacing with the ASCOM phone system:
Provide headend equipment, components, accessories, etc. as required for a complete and functional ASCOM system in the new CLC. Additionally, provide riser cabling in Building 1 to extend ASCOM system to new CLC. ASCOM shall occupy backbone cabling already shown in construction documents. Contractor shall sub-contract to Ideacom.
100. 8-17-18 8-17-18 The original Basis of Design Roof Manufacturer - Interlock Roofing does not do not have representation in Iowa. Is there an alternate manufacturer? Please advise.
The basis-of-design for slate-look metal roofing has been revised to CertainTeed Matterhorn Slate-look Metal Roofing. See revised spec. Provided in Addendum 2, which was posted in Amendment 0004 on 8-17-2018.
101. 8-17-18 Do you install medium voltage transformers with secondary breakers?
We have installed them at the facility but we need to go by the design and specs for this project. If the specs do not call for a secondary breaker, then we will not, especially if it will require changes.
102. 8-20-18 Are the medium voltage transformers back fed? If you are asking if the transformer is fed from two directions then the answer is Yes.
103. 8-20-18 What is protocol for cutting over power to building 25 transformer without disrupting service to the other two transformers?
If you are referring to when the transformer has been installed and the conductors have been ran and is now ready to power up then the answer would be to change the selector switch in the transformers up and downstream from the building 25 transformer so the loop will be complete and supplying power to the transformer.
104. 8-20-18 I have a question regarding the SV-1. The finish drawings call out Tuff Stuff LVT, but the specs call out Forestscapes. Wondering if you could clear this up?
SV-1 to be Tuff Stuff LVT
105. 8-20-18 According to the drawings, we are called to match the precast on building 12. The VA’s response to RFI 82 says that Stonco, Inc. was the manufacturer we are to match. It is my understanding that Stonco, Inc. has been out of business for a couple of years now. How does the VA want us to proceed?
A spec section for precast was part of a previous addendum, which was provided in Addendum 2 and was posted in Amendment 0004 on 8-17- 2018. Please reference EIFS specs section. We are not as concerned who the manufacturer is, as long as it meets the spec requirements and the color/texture matches Building 12. There is a known precast contractor in Omaha, Artisan Stone Co., Inc. This is a suggestion only.
106. 8-20-18 The concrete foundation work for this project is a grade beam. The Geotechnical Report included in the specifications clearly states that in order to counteract lateral pressures, the sides of the excavation should be the forms of the grade beam. However, there is also a detail that shows the use of Bituminous Sheet Waterproofing on the face of the grade beam, which must be installed on a smooth concrete surface. You cannot install sheet waterproofing on an earth-formed footing, and therefore, the detail as shown cannot be built. A clarification via addendum would be helpful, but we also understand the timing of the bid.
Bituminous sheet waterproofing is not needed at the grade beams.
