STATEMENT OF BID ITEMS
I. VHA Directive 2011-36, Safety and Health during Construction, dated 9/22/2011 in its entirety is made a part of this section.
1.2 STATEMENT OF BID ITEMS(S)
PHASING
The intent is to minimize disruption to patient services, roadways, and utilities as much as possible, throughout construction. All phasing should be coordinated with the VA. A phasing guide is provided as part of the drawings.
SITE DEVELOPMENT
Site Grading
Site grading will be necessary to construct the new building and tunnel/duct bank. The majority of the building will be in fill. Due to the large amounts of fill, the need for imported fill is anticipated.
Site Utilities
Construction of the new building will require relocation of existing utilities. Many of these utilities will need to be relocated in casing pipes beneath the new covered walkway.
Sanitary sewer is available north of the new building. The sanitary sewer from the building will be piped to the north where it will be connected to existing sewer.
Water lines are available north of the new building. Domestic water and fire protection lines will enter at the northwest corner of the new building.
Storm water runoff from the new building will be collected and piped underground where it will eventually daylight on the north side of the new building.
Contractor Preparation
The contractor staging area and stockpile location shall be kept within the limits of silt fence and temporary chain link fencing as shown on the plans.
The contractor shall install temporary chain link fencing around the perimeter of the project.
ARCHITECTURAL
The main level will house the staff and resident areas including 12 new private rooms with private bathrooms including toilet, lavatory, and shower. Each room will be located around the
Dining room and adjacent Living room and still visible from the Home Office. A large spa will provide a tub area and a toilet room.
01 00 00A -2
The 12 Private rooms will have slight differences. Each room will feature sleeper love seats, desk with chair, 32” LCD television, and two night stands.
Public spaces are arranged near the main entry. The needs of the residents, visitors, and family are conveniently located and clearly visible. The open design allows for the staff-only areas to be more isolated to maintain efficiency and discreetness. Dietary, Laundry, Supplies can be delivered and maintained without disturbing the resident activities. Food carted from the main kitchen can be warmed or maintained prior to serving. Utilizing residential appliances, the production kitchen can prepare breakfast items, and smaller portion entrees. Dishwashing will be in the existing building (Building 12). Adjacent to the Production Kitchen, the Servery will offer a counter for resident seating. Refrigerators, beverage stations, and an ice machine will create a service style interaction point for staff, residents, and guests alike.
The new CLC Cottage #1 will connect to Building 12 through a connecting corridor for staff and patient transport. This corridor will also provide an enclosed walkway for guests and residents from the south parking lot.
FIRE PROTECTION
The entire 12 bed construction will have a wet pipe sprinkler system installed per NFPA 13 with a dry pipe sprinkler system protecting the attic space and larger overhang roof coverings. A new
6” fire service entrance will be connected to the existing campus domestic water system and extended to the basement of the building for distribution.
INTERIOR DESIGN
The interior components of this project aim to create a home-like environment for residents. The corridors have Acrovyn panels (or equivalent) from the top of the wall base to about railing height in order to provide extra protection at the walls, with paint above. Flooring throughout most of the resident areas is carpet. Epoxy, Porcelain/Ceramic Tile, and VCT are located in select/special areas.
Resident Rooms have an accent wall (at the head of the resident beds) and neutral color on the remaining walls. Flooring in the resident rooms is a wood-look vinyl with tile in the bathrooms.
STRUCTURAL
The substructure consists of grade beams and pad footings that supports the steel superstructure.
All perimeter footings must maintain a minimum depth of 42 inches below exterior grade.
The first floor structure will consist of a concrete slab on grade. The roof structure will consist of metal roof deck on light gauge steel trusses supported by structural steel beams and columns.
Non-loadbearing metal stud walls will enclose the perimeter of the building.
The building lateral system will consist of a combination of braced frames and moment frames.
The roof diaphragm will be metal roof decking. The braced frames and moment frames will transfer lateral loads from the roof down to the foundation.
01 00 00A -3
This project also includes constructing underground utility tunnels as described in the architectural section above. The tunnels will be constructed of reinforced cast-in-place concrete.
The tunnel construction will also require selective demolition and modification where the tunnel ties into the recently constructed chiller tunnel.
A. PLUMBING
A 3” domestic water pipe will be connected to the campus domestic distribution and extended to the new cottage. Domestic hot water will be generated by steam to water heat exchange equipment to maintain adequate quantity to serve the building. Recirculating domestic hot water will maintain hot water temperature in all areas.
A medical air compressor and medical vacuum system will be installed in the mechanical room and piping will be routed throughout the building. Oxygen will be routed to each resident room and connected to the campus system.
B. MECHANICAL
The HVAC system for the 12 bed construction is a variable air volume (VAV) with hot water reheat. VAV terminal boxes, with reheat coils, will be suspended above the ceiling in the corridor/common areas adjacent to the resident rooms. Each resident room will have its own programmable thermostat. Similarly, VAV boxes will serve the centrally located common areas, serving kitchen and staff areas. The Electrical room and I.T. room will each be served by a dedicated direct expansion (refrigerant) mini-split system.
The corridor connection to Building 12 will be provided with 4-pipe heating and cooling fan coil units for temperature and humidity control.
A new section of pre-cast utility trench running from the chilled water tunnel up to the existing steam tunnel and extending to the new tunnel section by the CLC will have steam and chilled water services size for CLC loads only. This utility trench is also used for electrical conduit.
Exhaust air from resident room bathrooms and central common rooms will be routed to a central exhaust fan discharging to the outdoors.
Ceiling mounted radiant panels will be provided in the resident bathrooms and in the Spa.
Similar to the heating of the domestic hot water mentioned previously, hot water for HVAC equipment will be generated through steam to water heat exchangers.
Steam and chilled water will be piped to the CLC Cottage from the campus steam and chilled water distribution piping.
MECHANICAL PUMPS
01 00 00A -4
Redundant inline pumps will circulate the hot water to the HVAC equipment. Campus chilled water distribution pumps will provide the required capacity for the building, but additional chilled water pumps have been included for the CLC cooling system for flexibility and redundancy. Two condensate receiver systems will pump steam condensate from the mechanical room to a gravity drain system in the tunnel.
C. ELECTRICAL
A new medium voltage transformer and medium voltage cabling will be installed to connect the building to the campus electrical system. The medium voltage transformer will match existing campus units, allowing for loop feed to the transformer. Empty ducts will be stubbed out from the transformer to allow for future loop expansion.
MV cabling between transformer 11-1 and 12-1 will be re-used and connected between transformer 25-1 and transformer 12-1. New MV cabling will be installed between transformer
25-1 and 11-1. MV cablings will be installed in the utility tunnel and connect to the utility duct bank. Conduit in the existing steam tunnel will be re-used.
The campus fiber and copper telecom utilities will be extended to the new building as required.
Utilities will be routed from the basement of Building 1 to the new building via conduit and existing underground ductbanks.
The new medium voltage transformer will provide 277/480V 3PH power to the main service, located in the main electrical room. A new emergency circuit from the emergency switchboard in
BU1W-003 will be routed to the building for emergency power requirements.
