E.11 52.212-2 EVALUATION CRITERIA

52.212-2 ADDENDUM, EVALUATION OF QUOTES

A. Introduction

1. Quotes will be evaluated on contractor's ability to provide furniture and ancillary services including installation, installation planning, project management services, and for the removal and recycling of packaging materials for the activation of a 200,000 gross square foot Puget Sound Mental Health and Research Building (101) in Seattle, Washington. The requirements listed below will be considered and rated as “Acceptable” or “Unacceptable.” Past performance will be rated as “Satisfactory Confidence”, “Limited Confidence”, and “Unknown Confidence” . The TEB will review responses to the RFQ based on whether and to what extent the quote meets the following requirements: LOWEST PRICE TECHNICALLY-ACCEPTABLE (A form of best value). These criteria will not be made part of any subsequent award. Technical and Past Performance are weighted equally.

A. GENERAL INFORMATION.

1. This is a competitive Request for Quote (RFQ) that follows the best value Lowest Price Technically-Acceptable format for evaluation criteria which is conducted under FAR Parts 12 and 13. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors with a past performance rating of Satisfactory Confidence.

2. TECHNICAL. Technical acceptability. The Government‘s technical evaluation team will evaluate the technical quote assigning ratings of Acceptable or Unacceptable as defined below:

RATING
DESCRIPTION
Acceptable
Meets all specified technical capability requirements necessary for acceptable contract performance.
Unacceptable
Fails to meet one or more specified technical capability requirements. The Government will consider, throughout the evaluation, the "correction potential" of quotes in relation to minor revisions. The judgment of a minor revision is within the sole discretion of the Government. Quotes assigned this rating will be considered unawardable if the Government awards without discussions.

a. Any subfactor that is rated unacceptable will result in the overall technical factor being rated as an unacceptable. All subfactors are weighted equally and are evaluated on an acceptable, or unacceptable basis. The quotes shall be evaluated against the subfactors listed below:

Subfactor 1: Furniture Specifications will be evaluated based on the following contents:

· Meets specifications/salient characteristics listed in PWS. This factor will be determined through Government evaluation of the quoted furniture against the Governments minimum requirement as identified in the Summary documents. If the quote is not an exact match to the line items, the quote must adequately identify the equipment’s characteristics in order to confirm the quoted equipment meets the Government's minimum needs. The Quoter shall provide an electronic copy of the cut sheets/manufacturer’s specifications for all items quoted. These cut sheets/manufacturer’s specifications shall contain adequate specifications for the Government to determine the product meets the specifications identified in the summary documents. Not providing this information may render the quote technically unacceptable and, thus, ineligible for award.

Subfactor 2: Installation Plan will be evaluated based on the following contents:

· Clear and detailed Installation Plans and associated schedule to include a complete set of phasing plans with associated dates

· The Installation Plan and associated schedule shall include incorporation of staging areas, the various manufacturers product lines, and dealers.

Subfactor 3: Project Schedule will be evaluated based on the following contents:

· Detailed Project Schedule to include phasing, critical path, and completion dates identifying how the work will be executed within the phased schedule parameters.

Subfactor 4: Management Approach will be evaluated based on the following contents:

· Methodologies for efficient operations are well explained and show direct relationships between the senior leadership and management personnel assigned to this contract for efficient operations.

· Key management personnel who will be responsible for performance of contract operations are clearly identified in the quote. Key management personnel include the Program Manager, Installation Leads, and any other management personnel who will be involved in day-to-day contract operations. The qualifications of these personnel demonstrate sufficient experience in managing large scale contracts involving program management of furniture delivery and installation services.

· Methodologies proposed will ensure continuity of qualifications and experience of key management personnel during the term of the contract performance to avoid potential impacts to program schedule or performance.

· Risks associated with a change in key management personnel are identified and an adequate plan is provided to mitigate those risks should a change in personnel occur.

· Quoter demonstrates how the it will meet the requirements of VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, specifically:

· Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns;

3. Past Performance Evaluation. The past performance factor will receive one of the performance confidence assessments excerpted below:

OVERALL PAST PERFORMANCE ASSESSMENT

Rating
Description
ACCEPTABLE
Based on the quoters performance record, the Government has an expectation that the quoter will successfully perform the required effort.
UNACCEPTABLE
Based on the quoters performance record, the Government has a low or no expectation that the quoter will successfully perform the required effort.
UNKNOWN
No performance record is identifiable or the quoters performance record is so sparse that no confidence assessment rating can be reasonably assigned.

a. Evaluation Process. Past Performance Confidence Assessment. Next, using questionnaires, the contracting officer shall evaluate relevant performance information (1) the past and present efforts provided by the Quoter and (2) data independently obtained from other Government and commercial sources (such as from PPIRS information, CPARS, interviews with Government customers and fee determining officials, and if applicable, commercial clients). The government is not bound by a quoter‘s assertion/self-assessment of recency and relevancy.

b. Recency Assessment: An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must have been performed within the three (3) years immediately preceding the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

c. Relevancy Assessment: The evaluation for the Past Performance section will ensure the quoter provided a record of relevant and recent past performance on at least three (3), but no more than five (5) previous/current contracts, with a minimum of two (2) being for the quoter's performance as a prime Contractor and/or subcontractor. The Government will use data provided by each quoter in this section and data obtained from other sources in the evaluation. If more than five (5) past performance references are submitted, the Government will request the quoter to identify the 5 PPI references that will be used to assess past performance. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine how closely the requirements performed under those contracts resembles the magnitude and scope of the requirements set forth in this RFQ. Scope is defined as the quantity of furniture provided. Magnitude is defined as the dollar value of the furniture and ancillary services provided.

d. The contractor shall determine the mix of contracts to best represent depth and breadth of past performance through relevant contracts.

e. In determining relevancy for individual contracts, consideration will be given to the scope and magnitude of effort. The following relevancy rating definitions in Relevancy Table apply to each past performance reference:

RELEVANCY TABLE: RATING
DEFINITION
RELEVANT
Past performance effort involved in correctly identifying and sourcing personnel with appropriate knowledge, skills, and abilities required to support:

· Purchasing, delivery, installation, and program management services for a minimum of 3,600 pieces of furniture.

· Delivery Orders or contracts that are equal to or exceed $3M per location and/or job.

SOMEWHAT OR NOT RELEVANT
Past performance effort involved in correctly identifying and sourcing personnel with appropriate knowledge, skills, and abilities required to support:

· Purchasing, delivery, installation, and program management services for less than 3,600 pieces of furniture.

· Delivery Orders or contracts that are less than $3M per location and/or job.

f. Performance Quality Assessment - The Government will consider the performance quality of recent and relevant efforts. For each recent past performance citation reviewed, the performance quality of the work performed will be assessed using the past performance questionnaire (Attachment 12), PPIRS information, CPARS, interviews with Government customers, and if applicable, commercial clients. It may include interviews with DCMA officials or other sources known to the Government. The quality level assigned by the performance raters is:

CODE
PERFORMANCE LEVEL
S
SATISFACTORY – The contractor‘s performance meets contractual requirements. The contractual performance may have contained some minor problems for which corrective actions taken by the contractor appear or was satisfactory.
U
UNSATISFACTORY – Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance contains serious problem(s) for which the contractor‘s corrective actions appear or were ineffective.
N
NOT APPLICABLE – Unable to provide a performance rating.

g. The government will consider the extent to which the quoters evaluated past performance demonstrates compliance with VAAR 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.

h. The performance quality assessment may result in positive or adverse findings. Adverse is defined as past performance information that supports a less than satisfactory rating on the overall assessment or any unfavorable comment received from sources without a formal rating system. For adverse information identified, the evaluation will consider the number and severity of the problem(s), mitigating circumstances, and the effectiveness of corrective actions that have resulted in sustained improvements. In accordance with FAR 15.306(b), Communications must be held with any quoter who will be excluded from competition because of adverse past performance information, unless the quoter has previously had the opportunity to comment on such information.

i. Performance Confidence Assessment. As a result of the relevancy and performance quality assessments of the recent contracts evaluated, quoters will receive an overall past performance assessment rating. The resulting Past Performance Assessment is made at the Past Performance factor level and represents an overall evaluation of contractor’s past performance, although the past performance evaluation focuses on performance that is similar to the technical and price factors.

j. A past performance confidence rating of ― Acceptable may be considered more advantageous to the Government than an "Unknown" rating.

4. Price Evaluation. Price quotes will be evaluated by the Contracting Officer. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Quotes that are not technically acceptable cannot be selected regardless of price.

a. The Government shall rank by price all Technically Acceptable quotes. The Total Evaluated Price will be determined by multiplying the furniture quantities identified for each CLIN by the proposed unit price for each Contract Line Item Number (CLIN), and the total amount for the delivery, install, and ancillary program management services. The extended amounts for each CLIN will then be added together to determine the total evaluated price.

b. The quote will be reviewed for compliance with the requirements specified in the RFQ. The Government will evaluate proposed prices to determine whether prices are consistent with the skill sets required for the work to be performed; Furniture to be purchased; reflect a clear understanding of the requirements; and are consistent with the various aspects of the quote. The proposed pricing schedule will be evaluated for completeness of all labor categories, items, extended amounts and total amounts.

c. For a price to be reasonable, it shall represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404. For additional information see FAR 31.201-3.

Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404. For additional information see FAR 31.201-3.

d. All Quoters are advised that, in the interest of efficiency, the Government reserves the right to conduct the evaluation in the most effective manner. Specifically, the Government may first evaluate the total proposed price of all Quoters. Thereafter, the Government may evaluate the technical quotation of the lowest priced Quoter only. If the lowest priced Quoter’s technical quotation is determined to be rated as Acceptable, the Government may then evaluate the past performance of the lowest priced, technically Acceptable Quoter only. If the lowest priced, technically Acceptable Quoter’s Past Performance is rated as Acceptable the Government may make award to that Quoter without further evaluation of the remaining Quoters’ technical and past performance quotations. If the lowest priced Quoter’s technical quotation is determined to be rated as Unacceptable and/or the past performance quotation is determined to be rated as Unacceptable, then the Government may evaluate the next lowest priced technical quotation, and so forth and so on, until the Government reaches the lowest priced technical quotation that is determined to be rated as Acceptable with a Past Performance rating of Acceptable. However, the Government reserves the right to evaluate all Quoters’ technical quotations should it desire to conduct discussions, or otherwise determine it to be in the Government’s best interest.
