RFI Questions & Answers
Project Name: 664-18-320 – ENERGY MANAGEMENT CONTROLS
INTEGRATION 1
Solicitation Number: 36C26223B0003
CLARIFICATIONS TO VA RESPONSES TO RFIs
Question 1 Q: There are conflicting RFI responses to Questions 20 and 76. One response appears to say that the VAV box is being replaced, while the other response appears to say the VAV box is not being replaced. Please clarify.
A: The project scope is to replace existing (pneumatic) terminal units with DDC terminal units. All new DDC points including but not limiting to HHW, Air CFM must be provided for the new terminal units. New CAV/VAV boxes except boxes that serve Operating rooms or Procedure rooms shall have hospital grade liner. New CAV/VAV boxes must be provided with new control valves and appurtenances for a complete and operable system. Follow details on drawings for more specific information. For bidding purposes, contractor should include the cost for a new BAC Net control system to replace the existing Metasys system; if it is found once the job is underway that the existing system can be utilized, a deductive change order will be issued.
Question 2 Q: In Response to RFI #21 & #34 – It is clear that the scope of work only requires Building 1 – basement level, third level, and fourth level as per RFI responses.
Why are there still RFI responses regarding the need for a new workstation for building 11 then?
A: The drawing scope of work G-001 states “It is required to design redundancy into the system to ensure we have remote controls available during emergencies.”
The Engineering office is located in building 11 Room BB107 and is identified as the new workstation location.
Question 3 Q: In response to RFI #76 – Does this mean New VAV Boxes will not be furnished and installed? Just the controls and HTG Valve?
A: New VAV boxes will be furnished and installed. Please refer to the drawings.
Question 4 Q: In Response to RFI #81 – Does this mean local readout as in having display on the wall thermostat?
A: Yes, it means a display on the wall T-Stat (Display only and all controls shall be made by Metasys operator)
Question 5 Q: In response to RFI #49 – We are questioning whether we are to provide a new controller or not for the AHUs? Do we know what type of sensors these are? If the sensors are compatible, we would just need to change the controller. Knowing this information is valuable to save cost.
A: Please follow the drawing. We answered question #49 about the existing sensors.
Question 6 Q: In Response to RFI #45 – We were told this was Metasys 9.0 but now are seeing it is version 11.0.0.3369? Are we still to provide a new server?
A: MetaSys UI: Version: 11.0.0.3369 was updated as the current version being used. Please refer to RFI question #77 “Confirming the scope requires a new server.”
Question 7 Q: Will the New VAV units be coming with controls enclosures? Specs do not state if they do or do not and 1M-7xxx schedule notes states: “Unit Control System (VMA 1832 or Approved Equal) shall include direct digital variable volume terminal unit controller mounted in nema 1 enclosure.” Please clarify.
A: Yes, the new unit shall be provided with controls enclosure.
Question 8 Q: What is going to occur with the other floors that are no longer part of the scope of work (i.e. L1,L2, L5, L6, Building 11)?
A: Building 1 basement level, 3rd level, 4th level & emergency redundancy workstation will be located in building 11 Room BB107 are only included for this project.
Question 9 Q: Clarifications on if the VAV boxes are getting replaced of not.
please see below the conflicting RFI responses. One response appears to say that the VAV box is being replaced, while the other response appears to say the VAV box is not being replaced.
A: The project scope is to replace existing (pneumatic) terminal units with DDC terminal units. All new DDC points including but not limiting to HHW, Air CFM must be provided for the new terminal units.
