Question 1 Q: The drawings state we are to repair, patch, and paint the areas affected by thermostat replacement to match existing finishes. No finish schedule has been provided to indicate what the existing finishes are. Please provide a finish schedule that designates the wall and ceiling finishes for our scope of work.

A: Finishing schedule will be provided. Please review ATTACHMENT 1 – VASDHS MASTER FINISH LEGEND attached to Amendment 0003.

Question 2 Q: Please provide pictures of the existing finishes.

Question 3 Q: Please provide the Reflected Ceiling Plans (RCPs) so that we can discern what ceiling finishes are required.

Question 5 Q: Provide the Hazardous Material Report for this project.

A: Hazardous Material Report was incorporated in Amendment 0002.

Question 6 Q: Who does inspection and permitting of Infection Control? Is there an Infection Control Permit fee?

A: A Pre-Construction risk assessment (PCRA) and an Infection Control Assessment (ICRA) must be completed. Prior to commencement of construction activities PCRA/ICRA is written by contractor and reviewed by PM/VA. There is no permit fee.

Question 7 Q: Confirm standard / permissible work hours during construction.

A: Minimize patient care environment area with nursing involvement. Subject to time scheduling change.

Question 8 Q: Verify that the Owner will be responsible for removing ALL equipment, unbolted furniture, personal effects, etc from the affected areas prior to construction.

A: Removal of equipment will be coordinated by PM/COR if needed by VA personnel.

Question 9 Q: The facility is required to assign classifications to the affected and adjacent spaces to set the level of ICRA measures to be put in place by the general contractor. What are the ICRA classifications for the spaces within the scope of work?

A: Evaluation included as part of ICRA permit development.

Question 10 Q: The drawings state we are to repair, patch, and paint the areas affected by thermostat replacement to match existing finishes. Please confirm the Government will make the impacted rooms available when coordinated with the Government and end users in advance through the project schedule.

A: Access will be coordinated by PM/COR to minimize patient care environment area with nursing involvement.

Question 11 Q: Please confirm the Government will relocate any personnel and/or equipment/belongings if required.

A: Removal of equipment will be coordinated by PM/COR if needed by VA personnel.

Question 12 Q: Please confirm the Government is responsible for temp locations within the facility.

A: Yes, Temp locations are provided for government VA workers, VA departments, & VA equipment.

Question 13 Q: We understand that the Government intends to award a lump sum contract for this Task Order. The construction industry continues to experience significant cost volatility in nearly all commodities that cannot be anticipated. Subcontractors are receiving unforeseen increases in material costs from their suppliers, sometimes on a weekly basis, that can be as high as 10% or more.

How is the Government going to accommodate the current price escalation being experienced in the marketplace with regards to commodities such as wood, steel, plastics, etc? Can an Equitable Price Adjustment (EPA) per contract length as one of the Defense FAR Supplement (DFARS) 216.203-4(1)(ii) clause be added to the RFP?

A: Please be advised that DFARs is utilized only by the Department of Defense (DOD).

The VA utilizes the Federal Acquisition Regulation (FAR) and the Veterans Affairs Acquisition Regulations (VAAR) and not the DFAR.

It is the responsibility of Contractors to determine the escalations of the materials or products based on historical data and the experiences of Contractors in its cost estimates when submitting a bid.

Question 14 Q: The construction industry continues to experience significant volatility, resulting in material lead time delays, in nearly all commodities that cannot be anticipated. Subcontractors are receiving unforeseen increases in material delivery durations from their suppliers.

How is the Government going to accommodate the current extended lead times and material manufacturing and delivery delays that are occurring in the construction industry?

A: The VA will accommodate the extension of delivery of product or materials based on manufacturing and delivery delays.

Question 15 Q: Has a Limited Source Justification (FAR 6.302-1(c), 6.303) been prepared for any materials identified under this solicitation? If so, identify which systems to which they apply and provide all related documentation, including any required Approval (FAR 6.304) or Certification (FAR 6.303(b)(12)).

A: An or Equal product will be accepted. FAR 52.211-6 Brand Name or Equal Aug 1999 is incorporated into Solicitation 36C26223B0003.

Question 16 Q: Confirm that the Government will allow proposers a minimum of seven (7) business days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs received.

A: The VA will provide all Bidders a minimum of seven (7) business days to submit its bid after an Amendment is posted which shall contain all VA responses to Contractors’ RFIs.

Question 17 Q: The estimated completion time as listed in the Solicitation Notice references 365 days for project completion. With this timeframe it would require a minimum of 32 units being installed per week. Please confirm this timeframe is only an estimation and more than 365 calendar days can be utilized for this project.

A: Timeframe is 365 days.

Question 18 Q: Will TAB (Testing, Air & Balance) be required after the installation of each unit, and prior to the room(s) it is servicing be re-occupied, or will we be allowed to perform TAB services at the end of each phase?

A: CFM reading is required for each box prior to demolition. TAB is required after installation of each unit to make sure air-flow after the new box installation is the same as the pre-construction reading.

Question 19 Q: Bid Allowance – We have identified 1378 units in the plans. Please confirm we are to price an additional 276 units per Base Bid Allowance requirements as listed on Sheet G- 001.

A: Please see drawings for Basement Level, 3rd Level and 4th Level for an accurate count of identified units in the plan. Contractor’s bid shall include all allowances in their lump sum bid for Basement Level, 3rd Level, and 4th Level only.

Question 20 Q: Per Sheet G-001, the last paragraph of the Scope of Work section requires the evaluation of the existing control system Metasys to confirm if it should be replaced with a new system. For bidding purposes, should we include the cost for a new Bac Net Control System to replace the existing Metasys system, and if it is found once the job is underway that the existing system can be utilized a deductive change order will be issued.

A: The project is strictly to replace VAV boxes; however, upgrade to existing MetaSys is required to accommodate hundreds of new control points. This includes but not limited to install new NAE’s or similar devices to work with existing MetaSys server.

Question 21 Q: Per Sheet G-001, the last paragraph of the Scope of Work, it is required to design redundancy into the system to ensure there is remote control access during an emergency.

Is the intention to have an additional onsite computer or an offsite location for this redundancy?

A: (1) New workstation will be in building 11 BB105 with new full version MetaSys access.

Question 22 Q: Spec Section 01-57-19-4, Section D, States Noise between 8am to 6pm, however G- 001 indicates working hours are to be 4:30pm to 7am. Please confirm the hours of operation for performing work at this jobsite.

A: Minimize patient care environment area with nursing involvement. Subject to time scheduling change. Refer to SOW B.7 hours of coverage.

Question 23 Q: General Requirement 1.13 As-builts Paragraph E Requires Light R Scanning of all areas remodelled. Please confirm if this is a requirement of this project.

A: Yes, please follow the drawings.

Question 24 Q: Per sheet G-001 there are no deferred approvals listed. Please confirm if Fire Alarm or Fire Sprinklers will be required as deferred approvals on this job.

A: Fire Alarm or Fire Sprinklers qualifies for deferred approval.

Question 25

Q: Due to the number of units that must be replaced per week to keep up with the project schedule, a large field crew will be required. Please confirm there will be parking available onsite for 20-30 vehicles per day.

A: Parking is not provided on-site. There is off-site parking on Miramar Road & shuttle service is provided to on-site.

Question 26 Q: Is there an onsite laydown area available for this project?

A: Yes. The laydown yard will be determined once the NTP conducted during the pre-construction meeting to the awarded Contractor for construction services to project 664-18- 320.

Question 27 Q: Currently these plans are not approved for construction. Is there an updated set with AHJ approval that will be issued before bid submission?

A: Plans/Drawings are stamped and approved for Project 664-18-320.

Question 28 Q: Please confirm if there are any mandatory vendors/subcontractors that are required for this project? Does the building have a preference on Electrical, Mechanical, and Infection Control Vendors?

A: Johnson Controls MetaSys is required.

Question 29 Q: Is there a current HazMat Report available for this building? Is there any known asbestos in the existing drywall?

A: Please refer to the HazMat Report. The HazMat Report was posted in Amendment 0002.

Question 30 Q: Per Sheet 1M-805/KN 5, we are to provide a new Operator Workstation and coordinate with COR for location. Please provide the general location of where this is to be located so we are able to establish the required runs/lengths necessary for installation.

Question 31 Q: The solicitation asks for Lump Sum pricing. The plans list a Base Bid and Deductive Alternates. 01 00 00 General Requirements lists CLIN 1 through CLIN 18. Please advise how pricing should be submitted.

A: A lump sum amount shall be submitted for Contractor’s bid. The bid is all inclusive for the Basement Level, #3rd Level and 4th Level only. All contractor’s bid shall include all allowances in their lump sum bid.

Delete in its entirety: All Deductive Alternates CLINs #1 - #16 in the Drawings and Specification for project 664-18-320.

Question 32 Q: Phasing Plan on Drawing G-001 states “Contractor to replace terminal units during nights and weekends.” Is all other work to be performed during normal work hours?

A: Refer to SOW B.7 hours of coverage. Minimize patient care environment area with nursing involvement. Subject to time scheduling change.

Question 33 Q: Statement of Work Item B.2 (7) states the scope as “Building 1 – Basement Level, Third Level, and Fourth Level. The plans are for Basement through Sixth Floor. Please clarify which floors are included in the scope of work.

A: Statement of Work Item B.2 (7) is correct. Project 664-18-320 only requires Building 1 – Basement Level, Third Level, and Fourth Level.

Question 34 Q: General Requirements Spec 01 00 00 1.2 General Intention states work includes the basement and first floor of Building 11. The plans only cover Building 1. Please clarify scope and issue plans for Building 11 if that is part of scope.

A: Only building 1. Please refer to Question 30 for clarification. Building 11 will be the location for the extra redundancy in the SOW/Drawings for (1) New workstation with full version MetaSys access.

Question 35 Q: Specification 23 09 23 states “The General Contractor of this project shall directly hire the Control System Integrator in a contract separate from the contract procuring the controls contractor administered by this Section of the technical specifications.” Please provide the name and contact information for the Control System Integrator.

A: Johnson Controls Metasys is the automation system used by the VA.

Question 36 Q: General Requirements 01 00 00-3 states “Contractor shall include a 20% allowance on the total equipment cost (price based on installing the largest/most expensive terminal unit) to ensure terminal units and thermostat relocations/additions/deletions are covered in the bid.

This 20% allowance will provide a level bidding environment .“ Would the VA consider issuing a lumps sum allowance for all bidders to include in their bid to provide a more level bidding environment?

A: Yes. The 20% allowance shall be included in all bidder’s lump sum bid.

Question 37 Q: Is the intent to Functionally Test (Commission) the equipment by phase or all testing takes place at the end of the project?

A: CFM reading is required for each box prior to demolition. TAB (Testing, Air & Balance) is required after installation of each unit to make sure airflow after the new box installation is the same as the pre-construction reading.

Question 38 Q: Spec Section 01 91 00 1.7.B Lists the Systems to be Commissioned. Under HVAC, Noise and Vibration control are listed. Does this requirement pertain to existing equipment as well?

A: No

Question 39 Q: Spec Section 01 91 00 1.7.B Lists the Systems to be Commissioned. Please clarify the requirements to Cx Life Safety Power, critical power distribution, switchboards, etc.

A: Not applicable.

Question 40 Q: Spec Section 01 91 00 1.7.B Lists the Systems to be Commissioned and references LEED Required Cx, please confirm whether or not this is pursuing a LEED Certification.

A: No LEED is not required

Question 41 Q: The Phasing Plan on Sheet G-001 states the replacement of Terminal Units shall take place at night. Please clarify whether or not Cx (Functional Testing) of the Terminal Units and all equipment has to take place off hours or during normal working hours (M-F, 7:00 AM

– 4:30 PM).

A: Refer to SOW B.7 hours of coverage. Minimize patient care environment area with nursing involvement. Subject to time scheduling change. Off hours.

Question 42 Q: Sheet 1M-713 shows existing equipment such as chillers, cooling towers, pumps, etc.

Please confirm that only Terminal Units, Air Handlers and Fans are included to be commissioned in this project.

A: Yes, only Terminal Units, Air Handlers and Fans are included to be commissioned in this project.

Question 43 Q: Please confirm that you are requesting the “Third Party Cx Agent” scope of work.

A: Yes

Question 44 Q: The Instructions to Bidders on page 7 of the Solicitation provides a call-in number and Conference ID Code. The Conference ID Code is missing a digit. Please provide complete Conference ID Code

Question 45 Q: Please provide the current version of the Metasys server.

A: Version 2020.10 Build Number: 11.0.0.3648 UI Version: 11.0.0.3369

Question 46 Q: Drawing G-01, Scope of work states,” Metasys is to be evaluated to determine if replacement system would provide more functionality for our facility.” Does an alternate system to Metasys require integration to the existing Metasys server or integration to the Metasys UI?

A: Yes, integration with Metasys is the current system that VA is using.

Question 47 Q: The drawings identify phasing sequence for the basement through sixth floor, but the SoW identifies the scope as limited to the basement, floor 3 and floor 4. Please clarify if the phasing sequence has changed at all based on the SoW limiting the scope.

A: Phasing will require updating. Phasing is only required for Basement Level, Third Level, and Fourth Level.

Question 48 Q: A number of locations on the plans are identified as,” Are not in contract- Terminal Units previously upgraded to DDC controls.” Do the new controllers need to match the existing upgraded controllers for easy of maintenance, or can they be mismatched and non-compatible?

A: Must be compatible to meet the spec.

Question 49 Q: 1M-802, detail F1 identify the existing sensors serving the AHUs. Do these sensors have to be replaced, or can they be disconnected and reconnected to the new controller?

A: Sensors needs to be re-calibrated & re-commissioned.

Question 50 Q: The VAV and CAV sequences on 1M-803 include sequences for CO2 as identified on the plans. The plans do not appear to identify any CO2 sensors. Please clarify if any quantity of sensors should be included.

A: There are no CO2 sensors.

Question 51 Q: Attachment C Scope of Work, section B.12 Submittals, subsection B states,” Contractor shall submit all required material/shop drawing submittals to Contracting Officer within 10 calendar days of award.” A project of this scope will require a significant amount of time, and this is recommended to change to 10-weeks for a realistic approach.

A: Maximum days allowed will be 20 days.

Question 52 Q: Are the DDC controllers required to be made in the USA?

A: Follow the requirements of 52.225-11 Buy American-Construction Materials Under Trade Agreements (DEC 2022).

Question 53 Q: Are subcontractors required to have any experience working at the VA San Diego?

A: No

Question 54 Q: Specification section 23 09 23, Part 3, 3.1, B, call for all wiring cable and all analogue signal cable to be in conduit. Can any free air shielded plenum wire be run or must all I/O and communication wire be in conduit?

A: Please follow the Specification.

Question 55 Q: Drawing 1A-XXX General Sheet note 1 states, “provide the thermostat to the VA to be installed later.” Is the intent to have the contractor pull new wire for the thermostat and the VA facilities team install the stat? Who is responsible for removing the old stat?

A: The contractor must install new CAV/VAV box, pull new wire for the T-stat, install new T-stat and removing old T-stat.

Question 56 Q: Is the existing pneumatic system installed in conduit?

A: Contractor awarded the contract to field verify. (Must budget accordingly for unforeseen conditions)

Question 57 Q: Will we have access to areas needed for thermostat replacement?

A: Yes.

Question 58 Q: Will areas of work be coordinated to be vacant to perform work?

A: No. Siemens and Johnson Control has different Controls Architecture.

Question 63 Q: The 1 year completion schedule isn’t realistic. Will the VA adjust the schedule based on a construction schedule developed by the involved contractors?

A: The Calendar Completion Days remains as is: 365 days.

Question 64 Q: Is parking provided?

A: Parking is not provided on-site. Off-site parking is optional on Miramar Road and shuttle service is provided to on-site.

Question 65 Q: Is all work going to require asbestos contamination prevention PPE or will there be abatement?

A: Please refer to the contract docs., refer to sheet # G-011 and specs.

Question 66 Q: Will a service elevator be provided?

A: Yes, service elevator will be provided.

Question 67 Q: Is there a set of drawings for building 11?

A: Yes. Building 11 drawings will be provided for the redundancy plan to awarde to the Contractor.

Question 68 Q: Does all low voltage control wiring need to be installed in EMT conduit?

A: If it is part of the electrical installation then yes low voltage control wire must be in conduit

Question 69 Q: How are the existing VAV boxes being supplied by pneumatic compressed air?

A: See attached pic above.

Question 70 Q: What areas need infectious control?

A: All patient care areas and all interstitial work areas involving the removal of insulation in the

SOW.

Question 71 Q: What areas are classified class I class II or class III class IV?

A: Please clarify what class l-lV? Static Pressure or Flame or smoke spread index?

Question 72 Q: The 365 day period of performance is not feasible given the scope of work and the controls submittals will take approximately 10 weeks to prepare. Will the VA consider a 730 day period of performance or a duration longer than 365 days?

A: The completion calendar days of 365 remain unchanged.

Q: The project contract drawings and specifications mention the existing Fire Alarm System (FAS). Please clarify if the existing FAS database will need to be updated or modified to allow integration/monitoring of additional field devices as it pertains to the Scope of Work.

A: Existing FAS will not be updated.

Please clarify if the whole VAV box is to be replaced or the DDC, valve kits and associated devices.

Question 77 Q: There appears to be a discrepancy regarding the inclusion of an ADS/ADX server in the estimate. While the mechanical controls riser diagram on mechanical diagram 1M-805 shows two OWS in the existing ADX server room, the specifications section 230923 - 20 states the need for a new server. Additionally, the existing controls system is noted as Metasys 9.0. With this version not being up to date, there will be compatibility issues with updated/new Network engines and controllers that we are able to provide. This Server upgrade is highly recommended for compatibility reasons. Please confirm scope for providing a new server.

Question 78 Q: The scope of work document states that construction scope covers 3 floors in building 1:

Basement level, Third level, and Fourth level. The plans, however, are showing Building 11 and L0, L1, L2, L3, L4, L5, L6 as having scope of work. Please confirm scope of work coverage.

A: Please refer to SOW B.2 Background/ Description of work 7. construction scope.

Contractors’ Lump Sum Bids shall only include Basement Level, Third Level, and Fourth Level with all allowances for Project 664-18-320.

Question 79 Q: Can you clarify which areas will require after hour work (Outside 8-5 M-F) or weekend work (8-5 S-S).

A: Minimize patient care environment area with nursing involvement. Subject to time scheduling change. CFM reading is required for each box prior to demolition. TAB is required after installation of each unit to make sure air-flow after the new box installation is the same as the pre-construction reading and should be performed during off hours.

Question 80 Q: Per the specs section 230923 – 4, the responsibility table states that the DDC control contractor will be providing the VFDs for the project. As a result, we will supply the VFDs as indicated on the plans. Please confirm if Johnson Controls made VFDs are an acceptable alternate to the ABB VFDs that are within the VFD schedule.

Question 81 Q: Per the keynotes on mechanical controls riser diagram on mechanical drawing 1M-805, it mentions to provide new thermostat with blank faceplate thermostat set points shall be controlled by building HVAC operators, no local control. Also, per the specs section 230923 – 37, it is mentioned that the space sensors shall be equipped with in-space user set-point adjustment, override switch, numerical temperature display on sensor cover. Please verify the actual requirement of Zone Temperature Sensors.

Question 82 Q: The scope of work document mentions the requirement to design redundancy into the system for remote controls during emergencies, but it is not clear what exactly the redundancy requirement entails. Please provide specific requirements for system redundancy. UPS?

Question 86 Q: Keynote #1 on 1M-805 says to provide “NEW Advanced Application Field Equipment Controllers (FAC2611 or Approved Equal).” This is an outdated controller, and we are looking to provide our most up-to-date which would be the CGM9090 with an XPM expansion controller where needed. The XPM is the up-to-date alternate to the IOM expansion controller.

Is this acceptable?

Question 87 Q: Keynote #3 on 1M-805 says to provide “NEW VMA1832 (or Approved Equal).” This is an outdated controller, and we are looking to provide our most up-to-date which would be the CVM03050 for CAV and VAV units. Is this acceptable?

Question 88 Q: We are seeing the request for “New NAE4510 for Each Quadrant” on the 1M-805 mechanical controls riser. This is an outdated Network Engine, and we are looking to provide our most up-to-date which would be the SNE11000 or SNE22000 depending on points needed. Is this acceptable? These Network engines would need to have the most up-to-date server, therefore Question #1 needs to be addressed for us to provide these.

Question 89 Q: As per the keynotes on the mechanical controls riser diagram found on mechanical diagram 1M-805, it specifies the need to provide various components for the AC-30, 31, 32, 33, 53, and 54 (AHU) units. These components include a new FEC2610 controller, power supply, IOM panels, network cable wire, and conduit. However, the same drawing indicates a different requirement for the same AHUs (AC-30, 31, 32, 33) except AHU-53 and AHU-54, which states the need for a FAC controller instead. Due to the ambiguity in the notes and conflicting information on the drawing, please confirm which controller is utilized.

A: For all AC equipment identified, contractor shall provide new dedicated FAC2611 controllers (or approved equivalent) and all associated equipment for a fully-functioning, commissioned control system that integrates with all existing VA controls.

Question 93 Q: As indicated in mechanical drawing 1MH101A, certain AHUs are displayed within the grid area. The mechanical symbol legend specifies that equipment shown under this grid area will not be included in the contract. However, for these equipment types, there are applicable keynotes stating that the existing HVAC equipment has direct digital control (DDC). The contractor is responsible for providing a complete and functional control system by utilizing existing control components whenever possible and adding devices as necessary to monitor and control the equipment according to the construction documents. Please confirm if we are to include scope coverage of controls for equipment within the grid.

We cannot locate this Chiller/Boiler/ Refrigerant monitoring within the plan set aside from page 1M-713 that is labelled “for contractor reference only.” Within the 230923 specifications we found that for the Boiler and/or chiller controls - if not native BACnet, will require a BACnet Gateway. Please provide more information regarding these units to properly determine the scope of work.
