SECTION 34 71 13

VEHICLE BARRIERS

PART 1 - GENERAL

1.1 SUMMARY

A. Section Includes:

1. Stationary lighted anti-ram rated vehicle barriers at building entrances and at vehicle drop-offs.

1. 2. The following documents form part of the Specificat ions to the extent stated. Where differences exist between Code s, Standards, and the Documents, the one affording the greatest prote ction shall apply.

1.2 RELATED REQUIREMENTS

A. Pipe Bollards: Section 05 50 00, METAL FABRICATIONS .

1.3 APPLICABLE PUBLICATIONS

A. Comply with references to extent specified in this section.

B. ASTM International (ASTM):

1. F2656/F2656M-15 - Crash Testing of Vehicle Security Barriers.

C. United States Department of State (DS):

1. SD-STD02.01-Revision A - Vehicle Crash Testing of P erimeter Barriers and Gates.

1.4 SUBMITTALS

A. Submittal Procedures: Section 01 33 23, SHOP DRAWIN GS, PRODUCT DATA, AND SAMPLES.

B. Submittal Drawings:

1. Show size, configuration, and fabrication and insta llation details.

2. Show dimensions and clearances between barriers and other adjacent permanent construction.

3. Include setting drawings and templates for anchors, sleeves, and other items embedded into concrete foundations. All conduit runs, controls, and similar drawings shall be included.

C. Delegated Design Drawings and Calculations: Signed and sealed by responsible design professional.

1.5 QUALITY ASSURANCE

0. Test mockups verifying compliance with specified pe rformance.

A. Mockups: Engineering Responsibility: Preparation o f Shop Drawings, design calculations, and other structural data by a qualified professional engineer.

B. Professional Engineer Qualifications: A profession al engineer who is legally qualified to practice in jurisdiction where Project is located and who is experienced in providing engineering ser vices of the kind indicated. Engineering services are defined as tho se performed for installations of bollard security systems that are similar to those indicated for this Project in material, design, and extent.

C. Source Limitations: Obtain site furnishing(s) thro ugh one source from a single manufacturer.

D. Contractor’s Quality Control Responsibilities: Cont ractor is solely responsible for quality control of the Work.

B.E. Regulatory Requirements: Comply with applicable req uirements of the laws, codes, ordinances and regulations of Fede ral, State and

Municipal authorities having jurisdiction. Obtain necessary approvals from all such authorities. Construct full sized mockup at project site.

1.6 FIELD CONDITIONS

A. Field Measurements: Verify field conditions affecti ng vehicle barrier fabrication and installation. Show field me asurements on

Submittal Drawings.

1. Coordinate field measurement and fabrication schedu le to avoid delay.

1. 2. Any contractor submitting a proposal for this work shall first examine the site of the proposed work and all condi tions at the site that he may fully understand any facilities, diffic ulties, and restrictions attending the execution of the contrac t. No subsequent allowances shall be made because of omission, error , or negligence, in connection with this provision.

1.7 WARRANTY

A. Construction Warranty: FAR clause 52.246-21, "Warra nty of

Construction."

PART 2 - PRODUCTS

2.1 SYSTEM DESCRIPTION

A. Structural Vehicle BarriersMaterials :

1. Bollards: Steel pipe, concrete filled.Stainless ste el: free of surface blemishes and complying with the following:

a. Rolled sheet: 12 GA. Stainless steel ASTM A240

1. b. Type 304 or Type 316

2. Foundations: As indicated on drawings.Carbon Steel

a. Pipe: A53 Grade B

2. b. Plate: A36 Insert

2.2 SYSTEM PERFORMANCE

A. Delegated Design: Prepare submittal documents inclu ding design calculations and drawings signed and sealed by regi stered design professional, licensed in state where work is locat ed.

B. Design stationary barriers complying with minimum specified performance:

1. Ram Resistance: ASTM F2656 or DS SD-STD02.01 rated to stop 1,800 kg

(4,000 lb.) vehicle traveling 48 km/hr. (30 mph) on impact.

2. Dynamic Penetration Resistance: P1.

2.3 BOLLARD SCHEDULE

A. Shallow mount lighted security bollard.

1. Carbon Steel Pipe 8 5/8” in diameter

2. Rolled Stainless Bollard Cover 9 ½” in diameter

3. Finish: Brushed #4

4. Style: Flat Cap

5. Cut Out: Slotted or 360 Degree Design

6. Acrylic Lens: Clear

7. Globe: Stacked Louvre

8. Light: Refer to electrical drawings

9. Available 120 V

10. Overall Height: 45 5/8” above finished grade

11. Overall Depth: 12” below finished grade

12. Footing Width: Per manufacturer

13. Footing Depth: Per manufacturer

14. Installation Method: Cast in Concrete with rebar re inforcement

B. Metal Components: Form to required shapes and sizes with true, consistent curves, lines, and angles. Separate meta ls from dissimilar materials to prevent electrolytic action.

C. Welded Connections: Weld connections continuously. Weld solid members with full-length, full-penetration welds and hollow members with full-

100% CD Submittal -Addendum 1 34 71 13 - 4 FebruaryAugust 0130 , 201 87 circumference welds. At exposed connections, finish surfaces smooth and blended so no roughness or unevenness shows after f inishing and welded surface matches contours of adjoining surfaces.

D. Pipes and Tubes: Form simple and compound curves by bending members in jigs to produce uniform curvature for each repetiti ve configuration required; maintain cylindrical cross section of mem ber throughout entire bend without buckling, twisting, cracking, o r otherwise deforming exposed surfaces of handrail and railing components.

E. Exposed Surfaces: Polished, sanded, or otherwise fi nished; all surfaces smooth, free of burrs, barbs, splinters, and sharpn ess; all edges and ends rolled, rounded, or capped.

F. Factory Assembly: Assemble components in the factor y to greatest extent possible to minimize field assembly. Clearly mark units for assembly in the field.

2.4 PERFORMANCE

A. Experience

1. Bollard shall be of proven design utilizing proven components

2. Manufacturer shall have used similar bollard for a minimum of 2 years with documented field experience.

B. Evaluation

1. Bollards, equipment and workmanship shall be warran ted by manufacturer for one year.

2. The manufacturer must provide detailed drawings (in cluding foundations) to demonstrate that the barrier will m eet the specified design criteria and to facilitate installation.

3. The manufacturer must provide detailed drawings for the placement, specifications, and electrical requirements for all controls and equipment.

C. Qualification:

1. Bollard design shall have successfully passed in-fi eld crash test certified by a qualified independent agency

2. Bollard shall be certified by the United States Dep artment of State to have a performance evaluation in compliance Depa rtment of State standard "ST-STD-02.01 Rev. A" (March 2003) where t he rating of a barrier is determined when a 15,000 lb. (6810 kg) g ross-weight vehicle impacts a barrier from a perpendicular dire ction traveling

30 mph (48 kph).

3. Bollard shall be certified to be in compliance with ASTM standard

F2656 Standard Test Method for Crash Testing of Veh icle Security

Barriers specifically to meet or exceed a 15,000 lb . (6810 kg) test vehicle’s impact on a barrier in a horizontal direc tion at a rate of

30 mph (48 kph)

D. Requirements

1. Bollards must be installed in a minimum array of (3 ) removable bollards with a center on center spacing of no more than 48” to maintain as-tested certification to DOS: ST-STD-02. 01 Rev. A. or

ASTM: F2656.

2.5 FINISHES

A. Comply with NAAMM's "Metal Finishes Manual for Arch itectural and Metal

Products" for recommendations for applying and desi gnating finishes.

B. Appearance of Finished Work: Variations in appeara nce of abutting or adjacent pieces are acceptable if they are within o ne-half of the range of approved Samples. Noticeable variations in the same piece are not acceptable. Variations in appearance of other comp onents are acceptable if they are within the range of approved Samples and are assembled or installed to minimize contrast.

2.6 STEEL AND GALVANIZED STEEL FINISHES

A. Baked-Enamel, Powder-Coat Finish: Manufacturer's s tandard, baked, polyester, powder-coat finish complying with finish manufacturer's written instructions for surface preparation, inclu ding pretreatment, application, baking, and minimum dry film thickness .

B. Grind and polish surfaces to produce uniform, direc tionally textured, polished finish indicated, free of cross scratches. Run grain with long dimension of each piece.

PART 4 - PART 3 - EXECUTION

4.13.1 PREPARATION

A. Examine and verify foundation suitability for produ ct installation.

B. Coordinate delivery and installation of anchors, sl eeves, and other items embedded in concrete foundations.

4.23.2 INSTALLATION

1. Bollard Installation: Per manufacturer’s instructio n unless more stringent requirements are indicated.

2. Contractor shall be responsible for providing all n ecessary connections, supports, brackets, hardware, and anch ors, whether shown or not shown on the drawings, as required for a full and complete installation and execution of the Bollard scope of work.

3. Install bollards level, plumb, true, and at positio n locations indicated on Drawings.

4. Post Setting: Set cast-in support posts in concret e footing with smooth top, shaped to shed water. Protect portion of posts above footing from concrete splatter. Verify that posts are set plumb or at correct angle and are aligned and at correct hei ght and spacing.

Hold posts in position during placement and finishi ng operations until concrete is sufficiently cured.

3.3 CLEANING AND PROTECTION

1. Provide cardboard protection over and around bollar ds until substantial completion. Utilize Sonotube or equiva lent.

1. 2. After completing site furnishing installation, insp ect components. Remove spots, dirt, and debris. Repai r damaged finishes to match original finish or replace compon ent..
