The purpose of this amendment is to:

a) Answer RFIs #4 - #20

b) Extend the bid due date and time to December 14, 2018 at 10am PST. This extension is due to outstanding RFIs that required answers. A public bid opening will be at 10am PST on December 14, 2018 at 975 Kirman Avenue, Reno, NV 89502, building 1A, Room D2427.

RFI #4: Please advise who the designated COR will be.

Answer: Tikisha Slan.

RFI #5: Please advise of areas that will be required to be performed after 4:00 pm or before 7:00 am.

Answer: Work in all areas to be performed 7am-4:30pm.

RFI #6: Please advise of the location of the existing conduits and their condition that are to be utilized as noted on the contract documents.

Answer: Unable to provide location and condition of existing conduits at this time. Contractor shall verify and notify Contracting Officer with any discrepancies as noted on the contract documents.

RFI #7: Will temporary wall barriers be required to be constructed at either of the entrance locations or will barricades and or “zip wall” systems be deemed adequate?

Answer: Temporary wall barriers are required.

RFI #8: What paint color is to be matched as noted on Sheet AS100? Please provide the paint color.

Answer: Unable to locate question being addressed on sheet AS100, please provide more info or detail number.

RFI #9: Is the bollard footing to be continuous or as per the manufacturer’s directions? It appears there is a conflict.

Answer: The manufacturer’s cut sheet illustrates a minimum of 3 each bollards to meet the required rating requirements. Bollard footing to be continuous per AS100 detail C6.

RFI #10: Please provide make and model of existing power shade to be modified to light activated.

Answer: MechoShade LT50RH

RFI #11: Please provide location, make, and model of the existing controller box.

Answer: Please be more specific on what existing controller box is being addressed i.e. electrical, mechanical, water etc.

RFI #12: On Sheet AS100 detail C6 it appears there is some type of toping on top of the concrete please clarify.

Answer: No toping required for Calpipe Security Bollards footing. Any equal bollards to be submitted and approved.

RFI #13: Please provide anticipated vendor for the reception desk as millwork vendors have stated that this is pre manufactured.

Answer: There is no anticipated millwork vendors at this time.

RFI #14: Please Clarify whether or not CD7 on Sheet AS102 is applicable on Detail D6.

Answer: Please refer to RCP DEMOLITION LEGEND sheet AS102.

RFI #15: Please Clarify whether or not C5 and C9 on Sheet AS102 is applicable on Detail A6.

Answer: Please refer to RCP SYMBOL LEGEND sheet AS102.

RFI #16: Section 34 71 13 – Vehicle Barriers, Part 2.2-B requires the barriers to withstand the ram resistance of a 4,000 lb. vehicle travelling 30 mph. A Calpipe drawing depicts the foundation configuration required to achieve this specification. The footing/sidewalk must extend 84” behind the attack side of the bollard, with a 12” deep sidewalk slab/foundation with 2-layers of welded wire mesh. Reviewing REVISED Drawing AS100, it does not appear that this configuration will work with the current layout provided in the VA A/E Drawings. Will the VA clarify how this layout can work, with 84” of slab/foundation required behind the point of attack, and provide any revised Drawings/Details required?

Answer: See attached sketch excerpt from addendum sheet AS100.

RFI #17: At the Site Visit it was noted that several existing bollards have been previously removed. It is evident that there was no conduit/wire present at the bollards that were removed. This leads us to think that the existing bollards may be solar powered if they are in fact, lighted. REVISED Sheet AS100 depicts conduit and wire being installed at the new lighted bollards required for this project. Note 1 on ESL101 states to remove wiring from existing bollards, even though there does not appear to be existing wiring from review of the existing bollards. Will the VA clarify the demo and installation requirements for the bollards and provide drawings that indicate where the new conduit runs are to be saw cut and installed (thru sidewalks? in asphalt? etc.)?

Answer: See Addendum 1 Plans attached.

RFI #18: REVISED Sheet AS100 depicts bollards with conduit and wire installed. The VA does not indicate where this circuit will be run and what panel this circuit will be connected to. Will the VA provide a drawing that indicates the circuit routing and existing panel location for this connection, so the Contractor can determine the actual cost for this work?

Answer: West Entrance new bollard lights to be connected at electrical panel 4L1C – 38, 40, 42 in room 1A116. East Entrance new bollard lights to be connected to electrical panel 2-L-1D-37, 39, 41 in room 1D301.

RFI #19: Sheets EL101 & EP101 depict new lighting and power work for this project. A panel schedule and panel location(s) was not provided. Will the VA provide the as-built electrical drawings for both lobbies so that the Contractor can determine the distance from the panels and the costs for this work?

Answer: West Entrance existing bollard lights were connected at electrical panel 4L1C – 38, 40, 42 in room 1A116. East Entrance existing bollard lights were connected to electrical panel 2-L-1D-37, 39, 41 in room 1D301.

RFI #20: Given uncertainty surrounding the newly created tariffs on steel and aluminum, would the government consider the inclusion of FAR 52.216-4 or another appropriate means for allowing for the economic price adjustment for materials impacted by the ongoing tariff discussion. These recently created tariffs have created widespread volatility in the steel and aluminum marketplace. To accommodate small business contractors such as those proposing on this project are being forced to include commercially impractical contingencies in project to attempt to overcome the risk of material price spikes. The inclusion of this or a similar clause will help to eliminate bid contingencies and make for a fairer, more balanced proposal process. Please consider the addition of an appropriate economic price adjustment clause in this contract moving forward.

Answer: 52.216-4 is not applicable for this procurement as it is for solicitations in FAR 15 Contracting by Negotiation. This solicitation is in FAR 14, however, FAR 14.804(a) speaks to this situation:

(a) Bidder proposes economic price adjustment.

(1) When a solicitation does not contain an economic price adjustment clause but a bidder proposes one with a ceiling that the price will not exceed, the bid shall be evaluated on the basis of the maximum possible economic price adjustment of the quoted base price.

(2) If the bid is eligible for award, the contracting officer shall request the bidder to agree to the inclusion in the award of an approved economic price adjustment clause (see 16.203) that is subject to the same ceiling. If the bidder will not agree to an approved clause, the award may be made on the basis of the bid as originally submitted.

(3) Bids that contain economic price adjustments with no ceiling shall be rejected unless a clear basis for evaluation exists.
