Legionella questions

1. I Scope of Work:

Drawings start at ground floor in building 1 and shows work to be done in the basement, ground floor and first floor.

Does the scope of work encompass all the drawings, even the floors not listed in the scope?

Yes, the scope of work encompasses all the drawings. This will be updated to reflect this.

2. Dwg. P-707, building B32, During the walk it was noticed that there is no room for a monitoring station in the mechanical room. Where is the monitoring station to be located and is there a drain at this location?

There is a drain in the room. The design calls out the monitoring station to be on a floor mounted panel in the mechanical room where the space allows it.

3. Dwg. P-707, building B43, During the walk it was noticed that there is no room for a monitoring station in the mechanical room. Where is the monitoring station to be located and is there a drain at this location?

4. Dwg. P-703, P-704, P-705, P-706 CHEM. FEEDER in bold are these new chemical feeders or existing?

These are new chemical feeders that are new and shall be added by the contactor.

5. Dwg. P-706, points list does not include chemical feed. There is a chemical feed on level 2 of building 1, Dwg. P-108, P-110.

P-111, P-112, Does this need to be added to the point list?

No, they do not need to be on the point list.

6. Dwg. E-102, detail C-5, Shows a chemical feed station In an electrical room.

During the first walk it was noticed that the wall is covered with electrical panels already.

Is the chemical feed station going to be removed from the electrical room and where will it be relocated to?

The chemical feed station will stay in that room.

7. Dwg E-102, Detail C1 – Shows a monitoring station on the 3rd floor of Building 1 but is not shown on dwg. P-111.

Dwg. P-201 does not show monitoring of points for the 3rd floor.

Is a monitoring station needed at this location?

Follow the drawing P-111 and do not include the monitoring station from E- 102, Detail C1.

8. Dwg. E-101, detail F4, monitor station. Dwg. P-110 does not show a monitor station in room 2D29. Dwg. P-706, does not reflect this in the points list.

(Dwg. E-101- shows 4 monitoring stations for Building 1, level 2. Dwg P-706 shows 1 monitoring station in the points).

Follow the drawing P-110 and do not include the monitoring station from E- 101, Detail F4.

9. Drawing P-706 shows 5-HW, 5-CW Temp for building 1. Drawings count shows 6-HW/CW temps. On level building 1 first floor. Do we need to add the 6 HW/CW, not shown in the points list?

Yes, have all 6 HW/CW temperature sensors on the point list.

10. Dwg. P-102, shows a dump valve. Dwg. P-706 points list does not show a dump valve on ground floor.

Does it need to be added to the control list?

The ground level dump valve is on the point list.

11. Dwg. P-108, P-109, P-110 shows 13 CW/HW dump valves.

Dwg P-706 only list 11 There are only 11 CW/HW dump valves. The whole drawing was split into sections so in the over lapped areas, some dump valve pairs show up twice.

Please account for this.

12. Dwg P-111, P-112 shows 18 dump valves. Dwg. P-706 show 16 dump valves.

Does this need to be added to the points list?

There are only 16 dump valves. The whole drawing was split into sections so in the over lapped areas, some dump valve pairs show up twice. Please account for this.

13. Dwg P-113, P-114. Shows 16 temp sensors. Dwg P-706, list 8 temps total.

Do we need to add the other 10 to the points list?

There are only 8 on the drawings, there are plan notes in circles and key notes in hexagons. The temperature sensors are the key note number 3.

The whole drawing was split into sections so in the over lapped areas, a temperature sensor does show up twice as well. Please account for this.

14. Dwg P-115, P-116. Shows 4 dump valves. Dwg P-706 shows 2.

Do we need to add these to the points list?

There are only 2 dump valves. The whole drawing was split into sections so in the over lapped areas, some dump valve pairs show up twice. Please account for this.

15. Dwg P-120, P 121 shows 14 Temps. Dwg-P-110 shows 10 temp sensors.

Do we need to add these?

P-110 is not relevant to P-120 or 121. if this is referring to Building 3’s point list on P-710, there are 12 temperature sensors which all need to be on the point list. The whole drawing was split into sections so in the over lapped areas, some dump valve pairs show up twice. Please account for this.

16. Dwg P-120, P-121 shows 14 dump valves. Dwg P-110 shows 6.

Do we need to add these?

P-110 is not relevant to P-120 or 121. if this is referring to Building 3’s point list on P-710, there are 6 dump valves. The whole drawing was split into sections so in the over lapped areas, some dump valve pairs show up twice.

Please account for this.

17. Dwg P-122, shows 10 temp sensors. Dwg P-110 shows 8.

Do we need to add these items to the points?

P-110 is not relevant to P-120 or 121. if this is referring to Building 3’s point list on P-710, there are 10 temperature sensors which all need to be on the point list. Please account for this.

18. Dwg P-118, Shows 6 temp sensors. Dwg P-110 shows 2 on points list.

Do we need to add these to the points list?

P-110 is not relevant to P-118. if this is referring to Building 3’s point list on P-710, there are only 2.

19. Some of the drains that we are supposed to run the dump clave discharge to are only going to be 1-1/2” and 2”. Has anyone verified that they will be sufficiently sized for the discharges?

2” is sufficient provided there is a funnel for air gap drain.

20. Can we use some of the existing ports for the water metering stations where the main water feed is?

Assume existing ports at the main water feed cannot be used.

21. Since we will be adding monitoring stations and sensor in the domestic hot and cold-water systems in various locations throughout the project there will obviously be some down time. Will this work need to be done after hours or on the weekends and will the VA maintenance assist on isolating and draining the existing systems?

After hours and weekends will be necessary, but the contractor is responsible for isolation and draining the existing systems.

22. It appears that some of the locations that we are draining the discharge from the dump valves will be going to a sink drain. Are we to plan on tying into a wye branch style piece in these locations?

Prefer a 2” pipe or greater, typically there is a 2” vertical vent line near the sink

23. Can the contractors CP/Super and SSHO be the same person?

They must be different people for this project.

24. Has there been a NESHAP done for the area’s the work is to be done?

Yes, there is a NESHAP of building 1 and 3 regarding all of the areas work is taking place.

25. Is there an estimated length of pipe insulation (for bidding purposes) so that everybody is on the same page?

There is an estimated length of 1,700 Linear Feet but the contractor will be responsible to insulate all piping in the scope of work even if it goes over this estimate

2 01 45 00 Can the prime contractor’s Site Superintendent dual role as the CQC System Manager as long as they meet the qualifications?

Yes, as long as they can meet the VA requirements, they can be the same person.

3 01 45 00-7 Several additional CQC specialty personnel are listed in the matrix for 01 45 00-7. Are these specialty personnel applicable to this project?

Not all specialty personnel are applicable to this project. This is an exhaustive list of the different fields that, if applicable, shall be involved.

4 01 45 00-8 The specification requires that CQC personnel have the NAVFAC or USACE CQM certification. Is this applicable to this project ?

No, this will not be a requirement for the CQC personnel. See attachments for updated specifications.

5 22 11 00-8 2.3 -B-3

Will Pro Press copper fittings be acceptable?

Yes for pipe size 2” or smaller.

6 22 44 00-6 2.6 C LAV 1 and LAV 2 in the equipment schedule show Basis of Design as Sloan EAF-700 which is a hardwired 120/24v sensor faucet. However, note 1&2 on the drawings call Battery Operated power sensor faucets. Specifications also refer to wired solution. Please clarify requirements.

Follow note 1&2 in this instance.

7 P-107 & P-113 The symbol for Note #14 is on the dwg P-107 near stairwell but that note is not listed anywhere. Please clarify the requirement of note 14. (Same for dwg P-113) Note#14 should be Note#13

8 P-502 Plumbing Detail 1 Note F6

Says “Provide Insulation Pads” for the Mixing valve, however Watts (Basis of Design) does not know of any type of insulation pad that is designed to work with this valve nor do they feel it is needed. Will you please clarify the design intent for insulation pad?

9 P-502 Plumbing Detail 2 Detail F8

This note calls out installing Chemical Feeders, but we aren’t finding a lot of information in the drawings or plumbing schedule about this equipment. What is the Basis of design for Shock Chlorination and Chemical Feeders to be used?

Who is providing the “Typical Temperature Sensors”?

The contractor will provide typical temperature sensors.

11 P-107 Room 1A16.05

1A16.05 shows a “LAV-2” with a note #1, please clarify which is correct?

What is the Basis of Design for the Backflow Preventer?

To confirm, the Technical Proposal only has one factor “past performance”, correct?

There are only two evaluation factors as listed in the instructions to offerors. Past Performance is factor 1. Price is factor 2.

14 Factor 1 Past Performance

Factor 1 description mentions that CO will review “offeror’s relevant performance information based on the past and present efforts”. Will ongoing construction that is substantially completed be accepted for evaluation under factor 1 as long as it is similar or greater in scope, magnitude and complexity? Please see updated instructions to offerors, which removes the word “Present.” Only past performance will be evaluated.

To confirm, the OSHA and EMR information required under “Special Standard of Responsibility” should be submitted with Factor 2 Price Proposal, correct? So long as it is present within either factor submission, it will be evaluated.

Paragraph 1.5B mentions “Past Performance Questionnaires”. Are these required? If so, we are not seeing a form provided. Attached is a sample form

If past performance questionnaires are required, will CPARS be accepted in lieu of questionnaires? Completed CPARS will be accepted and may also be reviewed by contracting officers in addition to submitted PPQ’s.

18 02 82 11 - 1 This asbestos specification states, “These quantities are for informational purposes only” and “The contractor shall satisfy himself as the actual quantities to be abated. Nothing in this section may be interpreted as limiting the extent of the work otherwise required by this contract.”

This is a very open-ended requirement for bidders. Also, Drawing P-101 Plan Note 1 mentions that abatement is not part of this project scope. Please confirm that asbestos abatement is not a requirement for this bid and will be addressed separately if discovered during the project.

Reference Question

There is a provided NESHAP report that the contractor shall use to determine the necessary abatement. Any asbestos found in the report that needs to be abated for the scope of the work shall be abated by the contractor. Disregard Plan Note 1.

19 01 91 00 -14 Please confirm the Commissioning Agent (CxA) and all associated costs are the responsibility of the VA as suggested in specification 01 91 00 - 14.

No, the commissioning Agent and all associated costs shall be the responsibility of the contractor. See attachments for updated specifications.
