May 31, 2019 at 2pm CDT The purpose of this amendment is to answer questions and extend solicitation.
Solicitation now closes May 31, 2019 at 2:00 PM CDT.
All other terms and conditions remain unchanged.
Please refer to questions 5, 6 & 7 from the questions and answers and the notes from the Phasing plan sheet GI501 that states;
“-Only one room may be worked on at a time for each floor.
-Contractor shall move furniture and equipment out of the room or cover it when working in the room or cover it when working in the room. Rooms shall be retuned for VA use during normal working hours the following day by 6:00 am.”
Q&A question 5: Details 3/GI501 and 4/GI501 show a suspended plastic zipper wall barrier curtain system. Please clarify which rooms this would apply to. Answer: If construction dust/debris is contained, zippered poly barriers may be used when work is < 1 eight hour shift. Otherwise, use engineered rigid boundary per Sheet Note 3, Dwg GI401 Q&A question 6: Please list all of the areas that will be required to be functional at the end of each night/ weekend shift. IE: areas incorporated in plan pages AD105. Answer: All areas are required to be functional at the end of each night/weekend shift. There is no swing space available.
Q&A question 7: If areas of construction are required to be functional at the end of each shift, will temporary construction methods be acceptable, IE: visqeen ceilings etc. or will permanent construction be expected? Answer: Permanent construction is expected.
New question: Due to the multiple trades that will need to work in each room and the restriction of only working in one room per night, we believe it will be impossible to accomplish the required task to allow for turn-over of the room for the VA’s use the next day. The logistics of accomplishing the following in one night is not possible for an eight or even 11 hour shift. The following work cannot be accomplished in one night;
1. install Infectious Controls, remove window install negative air and move furniture and exam tables out and cover everything with plastic,
2. VA inspects infectious controls, approves negative air for construction,
3. Remove ACT tiles and grid that is in the way (& at 5th floor demo the ACT grid as well with electrician make safe/support the existing lighting, fire alarm or other system or providing temp lighting)
4. HVAC remove existing ductwork & piping including hangers & supports,
5. HVAC to reinstall new piping and ductwork,
6. Fire Protection to drain system for 5th FL where ceiling is to be lowered by 2’ after and recharge the system,
7. Install new ceiling grid electrician to reinstall fire alarm, misc. PA etc. (and remove and replace light fixtures at 5th FL rooms)
8. HVAC complete ductwork diffuser drops
9. VA inspect above ceiling work
10. Complete reinstallation of tiles
11. Touch up paint if required, clean up and remove Infections controls and have VA re-inspect including window reinstallation for re-occupancy barring no infectious controls, fire alarm or life safety issues.
In lieu of this, we propose having a maximum of 3 rooms that the work can progress through. This would involve setting up a movable hard wall barrier with soft wall / plastic seals that will be left in front of the doors during the day that is lockable. Crews would work through to complete 1 room a night for turnover and start a new room. This would mean that the Contractor will have no more than 3 rooms being worked on at a time for each floor. This will ensure a much higher quality installation and all steps will be able to be inspected by the VA and is achievable for the contractor to perform. Is this change acceptable?
No. VA has no swing space. Contractor shall determine how much work can be accomplished in a shift. Multiple shifts may be required to complete one room.
