1. Please provide the specification table of contents.

2. Note 8 on sheet GI401 calls for the contractor to cover the existing floor with plywood or similar material to prevent floor damage. Will the VA accept the use of roll out floor protection such as Ram Board or equal product?
In the case of Contractor removing heavy materials over carpet plywood is appropriate
3. Please confirm that the temp cooling units listed in the phasing notes, will become the property of the VA at the end of the project.

4. Are the temp cooling units listed in the phasing notes required to be new units? Yes If so does the VA have a specific requirement for these units? Please provide specifications.

5. Details 3/GI501 and 4/GI501 show a suspended plastic zipper wall barrier curtain system.
Please clarify which rooms this would apply to.
If construction dust/debris is contained, zippered poly barriers may be used when work is < 1 eight hour shift. Otherwise, use engineered rigid boundary per Sheet Note 3, Dwg GI401
6. Please list all of the areas that will be required to be functional at the end of each night/ weekend shift. IE: areas incorporated in plan pages AD105.
All areas are required to be functional at the end of each night/weekend shift. There is no swing space available.
7. If areas of construction are required to be functional at the end of each shift, will temporary construction methods be acceptable, IE: visqeen ceilings etc. or will permanent construction be expected?
Permanent construction is expected.
8. Please provide specifications for roofing.
Contractor shall coordinate with TBD roofing contractor to maintain warranty.
9. What is the existing roof type as shown on sheet MD103 note 10?
Built up roof
10. Please provide contact information for the existing DDC controls contractor.

11. Sheet MD107 key note 4 says that if asbestos is found in the insulation, stop work and inform the COR. Does this mean that we are not required to perform asbestos removal and if found it will be considered a change to the contract?
VA will determine if ACM removal is by change to contract or removal by a third party.
12. What are the existing roof types for the C- wing North and South roofs shown on sheet
MD111?
Existing is built up roof. This is expected to be replaced on another project with a new TPO roof prior to contractor setting new curbs.
13. Please provide contact info for the existing roof warranty.
TBD when roof project is awarded.
14. The electrical plans on sheet EP111 call for new heat tracing to be installed, please provide specifications for heat tracing.

Water is available at no cost. Contractor shall provide means to deliver to point of use.

30. Can the contractor perform photographic documentation for this project, or will we be required to furnish the VA with a “Canon Powershot A480 to use for photographic documentation”?

31. Can the Superintendent also fulfill the roles of SSHO and CSHT if they meet the requirements of each?
32. Please clarify the ICRA Level for this solicitation.
Varies from Level I to Level III depending on work performed and location
33. Is TB Screening a requirement of this solicitation?
34. Please confirm that this project does not require whole building commissioning and that the only systems to be commissioned are the ones listed in section 01 91 00 subsection 1.6.
01 91 00 1.6 is incorrect. Systems to be commissioned are listed on Appendix A Page 55 of the Preliminary Commissioning Plan
35. Specification section 01 91 00 1.7B “Members Appointed by VA” indicates that the Commissioning Agent will be appointed by the VA and engaged under a separate contract.
Please confirm that the VA will engage the commissioning agent under a separate contract, and that the contractor is NOT required to carry the cost of commissioning

36. Can demonstration and training recordings as referenced in section 01 91 00 3.7 I be performed by a member of the contractor’s organization or will the recordings need to be made by a “Commercial Photographer?”
Video tapes will not be required for this project.
37. Please confirm that any warranty referenced in the specifications, even if it modifies FAR clause 52.246-21, beyond one year is intended to be a manufacturer’s warranty for the product as referenced in the specification section
All warranties over 1 year are a manufacturer’s warranty.
38. Does the test and balance of the HVAC systems need to be a third party?
Specification 230593 1.3.B.1 TAB Agency: The TAB agency shall be a subcontractor of the General Contractor and shall report to and be paid by the General Contractor.
39. Do the systems need to be commissioned by a third party?
Commissioning will be performed by third party provided by A/E of Record
40. The Fan Schedule for 1-SF-1.1 lists 20,000 CFM. The AHU Schedule for 1-AHU-1.1 lists 13,000 CFM. Which one is correct?
Modify Fan Schedule on Drawing M-607 so the Air Flow for 1-SF-1-1 is 13,000 CFM [6,100 L/s], not 20,000 CFM [9,400 L/s].

Change Sheet Key Notes 7 on MH103, 9 on MH104, and 6 on MH105 from: ”New Duct Risers.” to “New Duct Risers. Provide fire damper with access panel at all floor penetrations. Seal opening around duct at floor penetration.”:
41. Specification section 23 09 23-5 1.1 G Page 5 states this campus has standardized on an preselect controls integrator. Who is the preselected controls integrator?

43. Project Phasing Notes on Sheet GI501 call for Temporary Heating and Cooling Units to be utilized during the project and units turned over to the VA at the completion of the project.
Are there any specific requirements for these temp units (I.E. Brand, Model Numbers, Etc.)?
No, other than listed tonnage
44. What is the intended function of the temp units (are the units designed to feed individual rooms, multiple rooms, common areas, Etc.)?
Intent is for contractor to use portable units to maintain space temperature if normal source of HVAC is interrupted during normal working hours.
45. Are there restrictions on where the temp units can be set up?
Yes. Reasonable access for occupants shall be maintained
46. Is it possible to provide a temporary HVAC system drawing showing the intent of this requirement?
No. Maintaining space temperatures during normal working hours is left to means and methods of the contractor.
47. Is the asbestos abatement the responsibility of the contractor or the facility?
If ACM is encountered, VA will determine whether to remove via contract modification or use a third party.

48. If contractor responsibility, what quantity should be used for estimating purposes?
N/A – see above
49. Without a given quantity it could be assumed that all of the material is asbestos or none of the material is. Would it be acceptable for the Contracting Officer to add a line item allowance of $50,000 to the bid form for abatement?
50. Can you please provide more information why the current NIACS 236220 was used for this solicitation?
As stated in the Scope of work, there is architectural, mechanical and electrical modifications, including ceiling modifications. As such, because of the multi-discipline aspects of this project the NAICS is 236220.
51. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
Please see attached Tax Exempt Form
52. Will the Government provide comprehensive written badging requirements for the project if badging is required?
No written badging policy exists and policy is subject to change. Allow up to 4 weeks for badges to be processed. Work is not permitted without a badge.
53. Where will the designated parking area be for workers accessing the construction site?
Contractors can currently park behind Building 18 during normal working hours, but this is subject to change. Worst case, contractors will offload their materials then take the VA shuttle from Hatbox Field during normal working hours. Undesignated parking will be available at the facility after normal working hours.
54. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
Per contract, the AE is to provide Submittal Exchange or approved equal as the primary submittal and data tracking tool.
55. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
Interim life Safety Measures will be taken on a case by case basis as determined by the VA Safety officer.
56. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

57. Has the work area been checked for asbestos?
Asbestos surveys have been performed, but are no guarantee of asbestos free environment. If questionable material is encountered contact VA for testing.
58. What is the Governments’ policy if asbestos products are encountered during construction?
VA will either remove asbestos with a third party or will issue a modification for removal by contractor.
59. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?
Specifications that call for testing by the contractor shall be provided by the contractor.
60. Who is responsible for the utility locations?
No below ground utility locates are expected on this contract.
61. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
In accordance with FAR 52.229-3, if a tariff is imposed after bid, the resulting contract amount may be increased by the amount of any after-imposed Federal tax if the Contractor certifies in writing that no amount for such newly imposed Federal excise tax or duty or rate increase was included in the contract price, as a contingency reserve or otherwise. Adversely, the contract amount may be decreased by the amount of any after-relieved tax.
62. Describe all tasks that may be required for this project as it relates to infectious control?
See Drawing GI-401 and specifications for general ICRA requirements
63. What is the level of infectious disease control rating for this site?
The ICRA Class depends on the location of work and type of work. There is no rating for the site.
64. Which company is responsible for the HVAC controls and who is the point of contact?
All controls so designated shall be integrated back to Niagara AX enterprise server. Contract Joel Karstetter at Automated Building Systems, Tulsa 918-665-3974
65. Does the SSHO have to be separate from the onsite super or project manager or can they dual hat?
Onsite superintendent can also be the SSHO if qualified.
66. Drawing M507, detail 1, Bacnet Architecture, describes the existing BAS system. Is the existing system Schneider?
Enterprise server to be integrated to is Niagara AX. Existing individual controllers are Schneider as well as other legacy protocols and manufacturers.
67. Drawing M507, detail 1, as defined, the existing communication network include the existing conduit and cabling?
Detail 1 is diagrammatic as a typical control architecture and does not show entire controls network as-built architecture. All new controllers will require their own conduit and cabling and shall be integrated to the existing Niagara AX enterprise server.
68. Is the existing BAS Contractor Automated Building Systems(ABS) located in Tulsa OK? YES. If so, the specifications indicate that ABS are to perform the final tie from the new into the existing BAS and that ABS is to provide the prime contractor the pricing directly and not through the mechanical contractors, is this correct?

QUALITY ASSURANCE
A. Criteria:
1. Single Source Responsibility of subcontractor: The Contractor shall obtain hardware and software supplied under this Section and delegate the responsibility to a single source controls installation subcontractor. The controls subcontractor shall be responsible for the complete design, installation [and commissioning] of the system. The controls subcontractor shall be in the business of design, installation and service of such building automation control systems similar in size and complexity.
69. Is ABS required to provide pricing and detailed scope of work to all Bidding contractors?
Contractor shall determine how to develop proposal
70. Can a detailed scope of work from the BAS / Control contractor be provided in an amendment form the VA?
71. Trending is important to verifying system operation – page 132 of the specification. Will the BAS Contractor add this to their point list before balancing and testing?
Systems shall be commissioned to verify trending following Test & Balance and control point integrations.
72. Can the clarify the fire alarm system interlock. The specs call for tying into the smoke system with the smoke detector on the AHU. Is this the only interlock?
Typical AHU start interlocks include smoke detectors, freeze stat, fire damper position, high static pressure, low static pressure, etc.
73. Can the discuss the responsibility of the BAS contractors during commissioning?
See Specifications 01 91 00 General Commissioning Requirements and 23 08 00 Commissioning of HVAC Systems
74. Can the mechanical contractor purchase the AHU’s and VAV’s with controllers factory installed provide they are Bacnet?
This would need to be coordinated with the controls subcontractor. See Question #3 above.
75. On Page 50, the network architecture has been defined. Under the Control System Configuration, it basically says to use the existing ECC(Siemens), Install new bacnet controls but they call the model number out as a Siemens part number, please clarify?
Disregard Siemens nomenclature. See question #2 above.
76. Is this Project a taxable project?
See Tax Exemption form attached
77. Question: Several rooms require lowering of the ceiling height to accommodate the HVAC Equipment. Can the VA provide a typical architectural detail for how to handle the window framing?
Reply: An exact detail could not be located but the attached picture represents how we would like to see the drop ceiling installed where the ceiling is below the top of the window.
78. Question: The Fan Schedule for 1-SF-1.1 lists 20,000 CFM. The AHU Schedule for 1-AHU-1.1 lists 13,000 CFM. Which one is correct?
Reply: Modify Fan Schedule on Drawing M-607 so the Air Flow for 1-SF-1-1 is 13,000 CFM [6,100 L/s].
79. Question: On sheet EP101 Note 1 & 2 say to connect the New Exhaust Fan to the New VFD and the VFD to the existing power source. The fan is above the ceiling in a corridor, where will the New VFD be located? Same question on Sheets EP102-EP105.
Reply: The existing fan motors, controllers/VFDs, and circuit conductors are above the ceiling tiles. Please see below:

They will need to remove the existing controller/VFD and replace with the new equipment, in the same location as previous installation, utilizing the same power connection, above the ceiling tile.
80. Question: Sheet E-501 Detail 2 Lighting Control Diagram. Can the engineer provide a Manufacture and part numbers for this design?
Reply: The following is the “basis of design” and does not constitute a specification of manufacturer. That is to say, we will approve alternate manufacturer’s products with similar functionality.

The Wattstopper system requires 0-10V dimming wiring be installed between the Lighting Control Device and the luminaires, as well as Cat-5 cable between each sensor / dimmer-switch and the Lighting Control Device (can be daisy-chained).
87. Question: In the electrical drawings in multiple locations it says to connect the new equipment to the control system. Is this something ABS will be handling? What will be required of us? Do they need any conduit ran for this?
Reply: The new equipment (VFDs, etc.) will need to be connected to the existing building mechanical controls. This needs to be coordinated with the mechanical controls contractor, they may require conduit; however, in cases where replacing existing equipment, I would think that conduit to a control point must exist for the existing equipment to function.
82. Question: How much of this work do you anticipate being after hours or on the weekend?
Reply: The Sheet Notes indicate that “WORK SHALL PRIMARILY TAKE PLACE AFTER BUSINESS HOURS AND SCHEDULE WEEKEND PERIODS.” This is a functioning hospital, I would expect that 90% or more will occur in those allotted times; however, coordination with the COR is required.
83. Question: On 1-AHU-2 Steam Heating Coil (1-SHC-2-1)
a. The scheduled Steam Heating Coil is Noted as being a Face and Bypass Coil, however the scheduled Face velocity is scheduled at 314.5 FPM, which is close to the Face Velocity of this units Chilled Water Coil. Is this coil truly a Face and Bypass coil?
Reply: This coil is to be a face and bypass coil. The listed velocity is a cross the coil assembly, assuming it is similar to the cooling coil in overall size.
b. The scheduled Steam Heating coil EAT is 31F and the LAT is 55 F. The requested Total Capacity is 166 MBH, which will result in a LAT of 97.5 F. Which one is correct?
Reply: The capacity is to be 166 MBH since this is a 100% outside air unit. Change the entering air temperature to -9 Degrees F. (-23 degrees C.) And extra capacity is to provide a safety factor.
c. The Drawing on the plans scales off to be approximately 280” in length, whereas the existing equipment is 103” in length. Are the equipment in the drawings to scale?
Reply: The equipment drawing are to scale for the design basis unit. Since there are no obstructions in that area, the size of the new unit is not limited in length, but the width is restricted to be able to provide better service clearances than the existing unit.
2. On 1-AHU-3
a. All Schedules show an airflow of 2600 CFM, Except for the Chilled Water Coil Schedule which shows an airflow of 3000 CFM. Which is correct?
Reply: The airflow is 2600 CFM (1200 L/s). Please change the Chilled Water Cooling Coil Schedule and the Hot Water Heating Coil Schedules to match this value.
