E.4 ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS

AND COMMERCIAL SERVICES

Basis for Award

4.1 Award will be made to the offeror proposing the combination most advantageous and best value to the Government based upon an integrated assessment of the evaluation factors described below. The Evaluation Factors are listed in descending order of importance with Factor 1 (Technical), with 4 subfactors; capability, standard service plan, service/emergency call plan and safety plan. Technical proposal is the most important, Factor 2 (Experience) of slightly less importance, and Factor 3 (Price). The Technical and Past Performance factors, when combined, are more important than the Price Factor; however, the Price Factor will contribute substantially to the selection decision.

4.2 To be considered for award the offeror must achieve an acceptable rating or higher for each factor. For past performance the government will assign a confidence rating based on the offeror’s recent and relevant performance. The confidence rating represents the offeror’s capability to perform this service. Recent will be within three years of proposal submission and relevant will be experience in completing like services. The Government intends to award without discussions; however, it reserves the right to engage in discussions if the Contracting Officer determines it is in the Government’s best interest. In addition to achieving acceptable ratings for the evaluation criteria, the offeror must be fully responsive to the solicitation to be considered for award. Failure to respond to the award may result in the offeror from being considered for award. The evaluation process shall proceed as follows:

a. Following receipt of quotes, the Government will perform a comparative analysis of the quotes. The Government will compare quotes to one another to select the service that best benefits the Government in fulfilling the requirement. The evaluation of Government requirements outlined in this Request for Quote will determine suitability.

b. Contractors may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and prices in response to this request for quote. Offerors are encouraged to clearly demonstrate in their quote how their approach provides a better value to the Government beyond that of the minimum requirements.

c. Once the Government determines there is/are a contractor(s) that can provide the requirements of the Statement of Work (SOW), the Government reserves the right to communicate with only those contractors quoting the best-suited service to address any remaining issues.

d. Offerors past performance will also be reviewed in the Contractor Performance Assessment Reporting System (CPAR) and the Federal Awardee Performance and Integrity Information System (FAPIIS) to determine a positive performance trend. Lack of past performance in CPARS and FAPIIS will not be considered negative.

4.3 The following factors shall be used to evaluate offers.

Factor 1: Technical Technical capability will be assessed based upon documentation required to be submitted in Volume 1, Technical Offer. Technical will be evaluated using four (4) sub-factors: Capability, Service Plan, Standard / Emergency Service Plan and Safety Plan.

Sub-factor 1 Capability: Offerors Capability Statement will be reviewed to validate the offerors capability to perform this service. Capability will be rated as unacceptable or acceptable.

Sub-factor 2: Service Plan: The Service Plan will be assessed based upon the offerors plan to meet the requirements of the SOW and grease traps are serviced in accordance with regulatory requirements, industry best practices and present the best value to the government. Sub-factor 2 will be rated as unacceptable, acceptable, or exceptional.

Sub-factor 3: Standard / Emergency Service Call Plan: This plan will be assessed based upon the offerors plan to answer standard and emergency service calls per the requirements of the SOW. Sub-factor 3 will be rated as unacceptable or acceptable.

Sub-factor 4: Safety Plan: This plan will be assessed based upon General Industry Safety Standards and training requirement for Confined Space Entry IAW OSHA Regulation. The Safety Plan will be rated as unacceptable or acceptable.

Factor 2: Experience Offerors shall submit three references for experience performing similar work to support this factor as part of the Volume 1, Technical Submission. Experience information shall include at a minimum, details of the scope, period of performance, contract # (if applicable) and agency point of contact. Experience will be given a confidence rating of acceptable or unacceptable.

Recent and relevant experience shall be considered.

Factor 3: Price Once the technical approach and experience has been evaluated, the Contracting Officer shall award to the price that is fair and reasonable in the open market. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Line Items 0007, 1007, 20007, 3007, and 4007 will not be used to determine price reasonableness since the Government is stating the Not to Exceed price.

4.4 Offerors are cautioned to submit the information and, in the format, specified in the Addendum to 52.212-1 Instruction to Offerors section. Failure to submit a complete offer may result in a removal from further consideration for award. Offerors may be asked to clarify certain aspects of their quote or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.

Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting office reserves the right to award a contract without the opportunity for quote revision.
