RE: 580-20-103 Replace Sanitary Sewer Lines B100
Clarifications are attached.
Tabitha Contreras Contracting Officer
A. Bid guarantee period is decreased from 120 calendar days to 75 calendar days.
B. Proposal due date is Friday, August 19, 2022, at 4pm Central.
C. Clarifications are as followed:
1. Question: Is this project tax exempt? If so, will the government provide a tax-exempt form to the awarded contractor so that they may provide it to their subcontractors?
Answer: The government’s tax exemption does not pass down to contractors per FAR 29.303. However, contractors can follow their state codes and may receive tax exemption per FAR 29.305.
2. Question: The as-builts appear to show that the existing structural floor slab on the 1st floor is 7-1/2” thick and the interstitial platform slab below the first floor and above the basement area is 4-1/2” thick. Please confirm those thicknesses and please indicate if both or either one has reinforcement in it and what type and amount, so Contractors understand the difficulty in cutting that concrete.
Answer: Intent is to replace horizontal piping and select vertical risers and branches up to but excluding the existing floor penetrations.
3. Question: Drawing PD103 appears to indicate slab on grade concrete is required to be demolished in order to demolish required piping. However, we cannot locate as-built conditions of the concrete slab on grade. What is the thickness of the concrete? Is it reinforced?
Answer: The slab on grade will not be touched. Piping shown is in the interstitial space between the basement and 1st floor or in crawl space. The floorplan shown is of the basement.
4. Question: Please confirm that the only concrete slab on grade demolition required on this project is shown on drawings PW-103 and PD 103, Basement Level Area C.
Answer: The slab on grade will not be touched. Piping shown is in the interstitial space between the basement and 1st floor or in crawl space. The floorplan shown is of the basement.
5. Question: The drawings and specifications do not indicate any requirements for electrical work, to include removal/reinstallation of lights, etc. Please confirm this is accurate.
Answer: Changes to electrical are not in the scope of work. If removal/reinstallation of elements are required by the contractor, they shall be restored to their pre-existing state in accordance with the master specifications found here: MASTER CONSTRUCTION SPECIFICATIONS (PG-18-1) - Office of Construction & Facilities Management (va.gov). For bidding purposes, offerors shall include the removal/reinstallation of five 2x4 light fixtures.
6. Question: The drawings and specifications do not indicate any requirements for fire alarm and fire protection work. Please confirm this is accurate.
Answer: Changes to fire alarm and fire protection are not in the scope of work.
7. Question: It appears there is concrete demolition and (we assume) concrete pour back. However, the specifications do not include any specs for concrete placement, which would include type of concrete, reinforcing requirements, vapor barrier requirements (if required), etc. Please advise if concrete pour back is required and if so, please provide specifications/details so Contractors understand the requirements for pour back.
Answer: Intent is to replace horizontal piping and select vertical risers and branches up to but excluding the existing floor penetrations.
8. Question: Please confirm no new sanitary pipe is getting placed in sub-surface/ground below slab on grade. If so, please provide specifications and details on bedding materials, compaction requirements, etc.
Answer: Confirmed. Piping shown is in the interstitial space between the basement and 1st floor or in crawl space. The floorplan shown is of the basement.
9. Question: Please confirm that one person can serve as the Superintendent, QC Manager and Safety Manager as long as that one person meets the qualifications for all required positions.
Answer: Yes
10. Question: Section 01 00 00, paragraph 1.6(H)(2) states that Phase I will take place at night during hospital off hours. Please confirm that there is only one phase (Phase I) and therefore all work for the entire contract must take place at night during hospital off hours.
Answer: There is only one phase. Any work that requires interruption to sanitary lines will be required to be completed off-hours. Off hours will be Monday – Friday 7:00pm through 5:00am, Saturday and Sunday all day until 5:00am Monday. All other work can be performed at any time.
11. Question: If all work is to be done at night during hospital off hours, what is the time Contractors are allowed to start working and what is the time Contractors are required to stop working?
Answer: Any work that requires interruption to sanitary lines will be required to be completed off-hours. Off hours will be Monday – Friday 7:00pm through 5:00am, Saturday and Sunday all day until 5:00am Monday. All other work can be performed at any time.
12. Question: Since work is to take place at night, please advise when Owner Weekly Progress Meetings are to take place. If the Superintendent is up all night working, will the Superintendent be required to attend the weekly progress meetings or can the VA schedule these meetings very early or very late to accommodate the Superintendent working through the night?
Answer: All work that requires interruption to sanitary lines will be required to be off- hours. Meetings will be scheduled to allow the superintendent’s attendance.
13. Question: Is the Contractor responsible for relocating any end-user items, such as desks, computers, etc.? If so, please identify what items Contractors should expect to remove/relocate. Also, please state where/how far these items are to be relocated too during work.
Answer: VA will relocate any end-user items. Contractor will need to provide 72hr advance notice to the COR which items need to be relocated.
14. Question: During the site visit, the VA was unable to show site visit attendees work to be completed as shown on PD103. Please clarify where this work is located and provide pictures if possible so Contractors have a reasonable understanding of the working condition. If Contractors are not given a reasonable opportunity to inspect the site, that may pose risk to the VA post-award.
Answer: All work inside the unexcavated area will be remove from the SOW. Please see attachment Sewer Line Area C Rev1.
15. Question: Is it the VA’s expectation and intent to have all new ceiling tile and grid provided as part of this project? Or, can we reuse existing ceiling tile and grid? If all new, please clarify the extent of replacement area (i.e., directly underneath repair pipe, 2’ on either side of pipe, wall to wall, etc.).
Answer: Intent is to reuse existing. However, if elements are damaged by the contractor during work, replace with new as specified.
16. Question: Are there any requirements for any temporary utilities, such as water, sanitary/restrooms, heat, cooling, electrical/power, etc., for this project?
Answer: Refer to specifications 01 00 00 for maximum allowable downtime of utilities.
17. Question: Please confirm that the General Note E indicating a requirement to paint the pipe refers only to the newly installed pipe and that no existing pipe is to be painted. If existing pipe is to be painted, please clarify the extent (by linear footage) of existing piping expected to be painted.
Answer: The note says existing. The existing piping is shown on the plans.
18. Question: Does CLIN 3, Alternate #2, General Note H on drawings PW-112, PW-110, PW-108, PW-107, PW-105, PW-101, PD-112, PD110, PD-108, PD-107, PD-105, and PD-101 refer/include all work shown on those drawings? In other words, if CLIN 3, Alternate #2, is awarded, those drawings and the work shown on those drawings are not included in the awarded contract. Please confirm.
Answer: Note applies to 3” branch piping only.
19. Question: Please confirm that Alternate #1, CLIN 2, refers only to painting of temporary bypass piping that will be used to minimize system shutdown. If Alternate #1, CLIN 2, is awarded, the temporary bypass piping will still be required to be installed/provided on this contract, but the painting of the temporary piping will not be required. Please confirm.
Answer: Alternate 1 includes painting of all existing sanitary piping within the area of work as shown on applicable sheets.
20. Question: Under Volume I, Past Performance, please confirm that “substantially complete” is defined as greater than 50% complete.
Answer: Substantially complete means greater than 90% complete.
21. Question: Please confirm that to satisfy Volume I, Past Performance, Offerors are to submit project write-ups addressing the 1-9 items stated in the RFP and that NO CPARS or PPQs are to be submitted with the project write-ups.
Answer: Confirmed.
22. Question: Because pricing comes in at the last minute most times, would the GOV consider allowing Offerors to submit the cost breakdown after the proposal is submitted, but within 24 hours? This would give Offerors time to finalize their pricing and submit the proposal, then complete the detailed cost breakdown table for VA review.
Answer: No. Offeror shall provide the breakdown with their electronic proposal submission prior to the solicitation closing time. This breakdown is to be used to determine price reasonableness. The awardee will not be required to use this breakdown as their schedule of values after award.
23. Question: While the bid bond original is required to be mailed and delivered to the VA prior to bid due date, are Offerors to include a scanned copy of the bid bond in their Price Proposal too?
Answer: Yes.
24. Question: If Offerors have completed and updated SAM.GOV Reps and Certs, can that satisfy item #4 in the Price Proposal and therefore no Reps and Certs within the RFP is required to be completed and included in the price proposal volume?
Answer: Offerors shall submit a copy of their most recent Reps and Certs.
