Questions and Answers
1. Condition- Sheets between GI-005 and CS-16 are corrupted, as are others, on the FBO.gov website. Question- Will those sheets be reissued?
Answer: New PDF’s for the complete set have been placed on the ftp site
1. Condition- F5/S-502 is for topping slab joints at elevated decks. Question- Will the joint profiling requirement in the detail apply to Slab on grade joints or will the concrete subcontractor be allowed to cut the hardened concrete at slab on grade?
Answer: The v-shaped profile still applies to slab on grade joints. Slab on grade joints are allowed to be cut if it is done on the same day as the concrete placement. The v-shape is mandatory and can either be made by a profiled blade at the time of cutting, or can be done after the initial cut, with a walk-behind grinder. Tooled joints are mandatory on the supported levels…saw cut joints prohibited.
1. Condition- Detail 2 on AS-302 shows reference to 2/AS-501 twice, one at top left of 2/AS-302 and one at top right. Both cannot be correct as 2/AS-501 depicts the top left condition and there is no detail to clarify the top right condition which appears to show some sort of filler or precompressed expansion system between the beam at right and the stair tower wall/roofline. Question- Will the Owner or architect issue a detail drawing to clarify the condition at the upper right location of 2/AS-302?
Answer: The entire sheet AS-302 has been corrected to show true conditions of bid items 5 & 6. The original was showing the top level of the garage incorrectly. We will not have a condition where the stair tower roof is at the same level as the garage slab.
1. Condition- Detail 3/AS302 references 3/AS-501 which appears to be an incorrect detail as 3/AS-302 location for that referenced detail does not appear to have the filler between the beam at the right and the stair tower wall/roofline. Question- Will the owner or architect issue a detail drawing to clarify the condition at the upper right location of 3/AS-302?
Answer: The entire sheet AS-302 has been corrected to show true conditions of bid items 5 & 6. The original was showing the top level of the garage incorrectly. We will not have a condition where the stair tower roof is at the same level as the garage slab.
1. Condition- Waterproofing details for expansion joint systems show an EJ system at stairs but there does not appear to be an indication or reference in the stair tower drawing on AS-301 or AS-302 to indicate the extent of the EJ system around each stair nor its span from level to level which typically increase with height. Question- Is there a detail that we have missed and if so please reference the appropriate page and detail? If not, will you issue clarification for such?
Answer: Further floor expansion joint information around the stair towers can be found on sheets S-401 and S-402, along with details D6/S-412, F6/S-412, D1/S-502 and D3/S-502.
1. Condition- F3/s-102 reflects the note for extent of traffic coating on level 2 there is no other such indication on the drawings for any other locations. Specification 071800 para 1.2 B. 1. Indicates that this is the only location. Question 1- Is this correct. Question 2. If this is correct, do paras 1.5 C.-D. , and paras 1.7 A.- E. really need to apply as this is an awfully restrictive for specification for just a few hundred square feet of application?
Answer: Yes, that is the only location. Yes, all paragraphs apply. The owner is interested in a high-quality, long-lasting installation regardless of the square footage.
1. Condition- 071900 specification requests an experience that only the largest companies have which will greatly reduce competition. These systems are extremely easy to control with regard to application and as long as a written application program is followed, such as dispersing 5 gal in a 1000 SF controlled area, there would not be any quality control issues. Question- will the GCs experience be allowed in support of the subcontractor or will the owner consider reducing the experience level for such a simple system?
Answer: No, the owner will not consider reducing the experience requirements. The installer experience requirement of 10 projects is not onerous nor does it reduce competition to only the largest companies.
1. Question- If 5,000 psi pressure washing is acceptable to the manufacturer is the owner accepting of that method of preparation?
Answer: The statements preceding the question are not entirely correct, but they also appear to have no relation to the question, so they have been ignored. Yes, pressure washing is acceptable.
1. 079233 para 3.2 D. specifies grinding, where per drawings and RFI 2, joint profiling is to be performed while concrete is still plastic. Which condition is applicable, please clarify?
Answer: For tooled joints, grinding is only necessary to correct mistakes, for example, if the tooling was inadequate at time of placement or if the concrete has somehow sluffed back into the joint and ruined the v-shape.
1. Question- Condition- 079500 as with 071800, 071900, 079200 and 079233 all have requirements for 10 projects with the system submitted. This specification would likely indicate that a particular system for each specification would be the primary system used by that contractor. This is unlikely as there are multiple systems out there let alone those listed just in each specification section. Then to have a single waterproofer that is to perform all scopes reduces further the number contractors that might be eligible. Again, combine that with a contractor that has applied that system in those climatic conditions. It is our contention that this series of specifications severely curtails competition and may even limit bids to coming from just Mid-Continent and Western. Question- can the GCs experience level be used to augment the subcontractors qualifications as with other VA projects or will the owner accept a level of experience based on three VA projects of similar scopes over the last three years?
Answer: There are multiple contractors capable of completing all waterproofing this is not restrictive.
