All other terms and conditions remain in effect.

Aaron Rogers A.1 Government Response to Questions from Potential Offerors Q: Will the contractor be escorted during the work?

A: Yes, the Contractor will have an escort during the survey.

Q: Will the contractor be required to get an access badge?

A: Yes, the Contractor will be required to get access badges.

Q: Can you tell us what the ceiling is on this opportunity?

A: The government will not share this information at this time.

Q: What is the potential size of this contract?

A: This shall be determined by the work to be completed as described in the statement of work.

Q: Does the VA have a standard format they would like to use for entry procedures?

A: Yes, the VA has a standard format but is open to suggested modifications.

Q: Can the entry procedures format be provided? The RFQ states “Contractor shall compile new entry procedures into a standardized format, consistent with EHVAH formatting and maintain any applicable and existing identification systems (procedure numbers, space IDs, etc.).”?

A: An example has been provided.

Contractor shall prepare confined space entry procedures (based on Program Policy), to include recommendations for proper labeling of each confined space in accordance with 29 CFR 1910.146 to help the VA employees safely navigate and perform required work within the discovered confined spaces. In addition to the specified confined space assessments / surveys (e.g. Attachment 5 of RFQ) needing to be complete, Q: Is the VA expecting a confined space entry procedures for each of the procedures. For example, is VA expecting a specific confined space entry procedure for boilers, steam pits, sanitary sewers, etc.

A: Yes.

Q: If specific confined space entry procedures need to be developed for each of the procedures, we would assume like spaces can be lumped together?

A: Like spaces can be lumped together if the procedures are the same.

Q: Please clarify expectations for deliverables for Tab Items 7-9 of the Confined Space Program Report?

A: Within the report are several tabs.

Tab 7 shall include a sample permit (blank), a sample permit (completed and approved), the methods for filling out the permit, submitting the permit, and posting the permit on the confined space.

Tab 8 shall indicate the various requirements of a particular permit. It should list the entry requirements for all the potential hazard types. For example, a confined space with toxic vapors likely requires a mask and ventilator.

Tab 9 requires the emergency rescue procedures. For example, a confined space with an electric shock should have procedures to rescue the individual inside the confined space in the event they become unconscious or otherwise unable to rescue themselves.

Q: Can the experience of our subcontractor along with our experience be utilized in our submission?

A: Yes, it is not required to provide a breakdown of the experience between either the Prime contractor or Subcontractor.

Q: Is there a standardized Confined Space Survey form or format similar to “S02-5” that the government would like utilized?

A: A format used like “S02-5” is acceptable.

Q: Given the extensive documentation and assessment required for confined spaces, will the VA provide additional historical data, or facility blueprints to streamline the identification and evaluation of confined spaces? If so, what is the expected timeline for receiving these documents?

A: Any documentation the VA has shall be shared with the awarded contractor.

Q: The solicitation outlines training for VA personnel on confined space entry procedures and compliance with OSHA standards. Can the VA clarify the expected number of trainees and preferred delivery format (in-person vs. virtual)?

A: Around 80 trainees, in-person Q: Given the complexity of assessments, data collection, and cost structuring, would the VA consider an extension of the deadline to February 21st to ensure all offerors have adequate time to address compliance and risk mitigation strategies effectively?

A: Yes, the new offer due date will be March 3rd, 2025, at 8:00 AM Central time.
