LOCATION:Tomah VA Medical Center in Tomah, WI

Amendment 00002 hereby incorporates the following change(s) into the solicitation package:

A.) VENDOR QUESTION 8/8/2018

1. Please clarify intent for fire suppression sprinkler piping. Division 21 specification states no plastic piping to be used. We suspect that the existing piping may be mostly plastic or deco-shield. I do not see anywhere that the documents call for demo of sprinkler piping other than where it may have to get re-piped for ceiling work.

VA REPLY: Sprinkler systems are not to be demolished. Both metal piping and plastic piping is present. The east wing contains some plastic piping and the central corridor is metal piping. Only the sprinkler heads will be affected during the project. The sprinkler heads shall be relocated (and height adjustment, as needed) at all new ceiling areas and & in rooms where walls are to be demolished in accordance with specifications. A00002 Attachment 1 provides general location of plastic and metal piping.

B.) VENDOR QUESTION(S), 8/9/2018

1. will the contractor be responsible for the demo work?

VA REPLY: Yes.

2. will waterproofing be needed on the floors of bathrooms?

VA REPLY: Yes – Per Specification Section 09 30 13, Para 2.5: Waterproof membrane is required.

3. Alternate #3 calls for wall tile on wet walls only. In bath#20790 women’s, are we to consider the sink and the toilet wall both to be wet walls or just the toilet wall?

VA REPLY: Both sink and toilet walls are considered wet walls.

C.) VENDOR QUESTION(S), 8/10/2018

1. In restrooms 20790 & 20788 the room finish schedule indicates new tile on the walls over the existing walls. In these restrooms the existing finish appears to be an existing tile. Nothing on the drawings is indicates the existing tile being demoed and the existing walls being repaired, or a new tile backer board being installed over the walls. The tile section indicates cement backer board for the new walls. Do you want cement board as the tile backer board for over the new walls?

VA REPLY: Demo existing tile, patch & repair existing wall/backer, install new tile as indicated on existing backer.

2. Is the existing substrate going to be demoed or is a tile backer going to be installed over the existing tile as a backer board for the new tile, or is there some other different going to be done? Demo tile. Existing substrate to remain (if possible). New tile on existing repaired backer.

VA REPLY: Demo tile. Existing substrate to remain (if possible). New tile on existing repaired backer.

3. In 20743A the existing walls have a tile wainscot which is being removed. Are the existing walls to be patched and the new tile to be installed over the existing walls or is a new backer to be applied to the existing walls that receive new tile which is called out in the room finish schedule?

VA REPLY: Existing wall to be patched and new tile to be installed over existing backer.

D.) VENDOR QUESTION(S) - 8/15/2018

1. After review of both prints and specs, I cannot find any key notes relating to demo of any doors. Ref Pg AD001, no key notes related to doors for demolition or removal. Please advise as to which doors will be replaced.

VA REPLY: AD001 has been modified to clarify which doors are being demolished (ref A00002, Attachment 2). This includes all corridor doors (near Corridor/7C23, 7C25 & 7C27), the doors to rooms 20739, 20743, 20743A, 20745, 20747, existing room 2748B, 20749, 20755, existing room 2752, chase north of 20761, 20762, 20762A, door between 20762 & 20742, 20763, 20765, 20766, 20769, 20770, interior to 20771, 20775, 20781, 20782, 20783, existing room 2785A, 20784, 20790, and 20799. Reference A00002 Attachment 2, Drawing AD001-rev.

2. Ref Spec section 08 11 13 Pg 3, Part 2 / 2.1 system performance: It calls out for 3 types of doors. Fire rated, smoke control and sound rated. Doors in the schedule are not called out for any of the 3 stated in the specs. Please indicate which doors receive if any, one of the 3 ratings. VA REPLY: There are no fire, smoke, or sound rated new doors to be installed.

3. Ref Pg AE202 detail B5 and D8: Details call out for “ceiling mounted partitions.” These types of partitions require fastening to ceiling joist with structure steel which in turn requires most of the ceiling be removed to access and install. In bathroom 20790, this would require removal of granite style header to be removed and trashed to allow for ceiling supports to be installed. We would recommend using a HDPE composite material mounting to floor with standard headrail as this would be a tremendous cost savings in labor and materials.

VA REPLY: Existing toilet partitions are ceiling mounted; design intent is to remove existing partitions and install new at same locations. Utilize existing ceiling supports to install new partitions.

4. Doors and frames: At the site walk, it was noted the frames are flush with the walls. The wall make-up appears to be plaster. To remove the existing door, a minimum of 4 inches around the entire frame, inside room and corridor side will need to be cut to remove door. Opening will need to be framed to accommodate new door. Drywall will be installed over new framing and flush to existing plaster wall. The issue with this is, regardless of materials used, a hairline crack will continuously form at the joint. To correct this, will the VA accept type of expansion joint (fry reglet) around perimeter of door to alleviate this issue?

VA REPLY: Fry reglet expansion joint is acceptable.

F. VENDOR QUESTION(S) – 8/16/2018

1. NP1-3 has breakers listed for heat trace. The Mechanical specs talk about freeze protection on Hydronic outdoor piping. Do the Breakers need to be GFCI for equipment? Is there a plan showing the connection points for the exterior hydronic piping that needs freeze protection?

VA REPLY: Notations in the panel schedule are reflections of the existing conditions and previous heat trace systems serviced from the panel. There is not a new heat trace systems or connections in this project. These are existing circuits and circuit designations.

G. VENDOR QUESTION(S) – 8/16/2018

1. Reference Demo page AD001: Walls showed “dashed” are to be demolished. Are the walls to be taken out complete to upper decking, or above existing ceiling height?

VA REPLY: Walls shall be fully demolished to the deck.

Also, attached is a copy of the most current Wisconsin, Monroe County Wage Rates (WI11, WI180011, 08/10/2018). These wage rates replace previously issued wage rates.
