About this file

This document contains questions and answers from a site visit for a federal contract opportunity to renovate buildings 2 and 3 at the Charles George VA Medical Center in Asheville, North Carolina. The opportunity is a total SDVOSB set-aside with a magnitude of construction between $250,000 and $500,000 under NAICS code 236220. Questions were due by August 12, 2021 and proposals are due by September 1, 2021 via email. The work includes electrical, fire alarm, and bathroom exhaust system upgrades. Asbestos reports are attached to Amendment 0001 and all painted surfaces are assumed to contain lead. The fire alarm systems in each building will connect to the existing system in Building 4 via new conduit. The electrical service will remain as 120/208 single phase power from campus transformers.

Follow manufacturers recommendations. The project has provided a Basis of Design (BOD) and the manufacturer model and type must be equal to the BOD but may be a different manufacturer with different requirements. The wheelchair lifts must operate as designed and meet all requirements.

3. Building 3 shows a new service. Where is the nearest service transformer to add the 200A panels?

Location of transformer is behind bldg. 3 per drawing below:

The panels are to be 150 AMP panels with main breakers. Note from dwg 3 of 5:

The intent is to replace the existing panels (match panel feeds) using the existing feeds.

6. Fire alarm : Drawing A-1 R2 &A-2 R2 General Note 8 calls for a new fire alarm system that is to be “tied into the existing Simplex campus fire alarm system and report to the Central Control Room at the Boiler Plant in Building 47”. To the best of our knowledge, the closest existing place to connect into the existing campus fire alarm network is Building 4. To achieve the scope requirement, a dedicated, low voltage conduit with 2 pair of multi-mode fiber optic cabling will be required from Building 2 to Building 3 and then over to Building 4. Is this the intent of the scope of work?

Yes, Bldgs. 2 & 3 can be tied to Building 4 with fire alarm panel extenders and programmed so that each building is independent and reports to the Central Control Room in Bldg. 47. There are available pathways from Bldg. 2 to Bldg. 3 and to Bldg. 4.

Fiber is in place from Bldg. 4 to Bldg. 47.

7. Reference question 6: If a trench and or directional bore is required and within scope, can the VA provide the location for the conduit/trench.

Refer to question 6.

8. Reference question 6: If a trench and or directional bore is required and within scope, can the VA provide as-builds identifying existing underground utilities?

None required, refer to question 6.

9. Reference question 6: is there an existing pathway to interconnect the fire alarm to building 47?

Yes, refer to question 6.

10. Electrical conduit: in areas of work where the walls are masonry or terracotta, or where conduit cannot be concealed in the wall, will wire mold be acceptable?

Wiremold is acceptable where walls are terracotta or masonry. Plaster and drywall walls should have concealed conduit.

11. Building 2&3 both have existing wire mold circuits. Are they to remain?

Yes.

12. Building 3 has extensive partially demoed existing electrical system with a lot of wiring hanging. Is this to be removed, or repaired and reused?

13. MEP drawings: Are any MEP design drawings within the scope of work?

No.

14. Reference question 13: If yes, are they required to be signed and sealed by an engineer registered in NC?

15. What type of raceways will need to be used in walls and above ceilings?

Reference spec section 26 05 33 Raceways and Boxes for Electrical Systems.

16. Can MC cable be run throughout both. Contractor would prefer to keep it one type rather than mix and match.

Yes, steel hospital grade MC Cable is acceptable.

17. Where is the fire alarm system panel inside each building and what is the distance for the connection to be run?

The fire alarm panel is located in the basement of building 4, Approximate distance from Bldg. 2 to Bldg. 4 is 350 lf +/-. Approximate distance from bldg. 3 to bldg. 4 is 225 lf +/-

18. Why isn’t the electrical service a stand-alone 120v system since it is a residence?

Contractor advises the cost will be substantial to tie into existing.

The buildings are 120/208 single phase power fed from the Campus Electric system through the existing transformers.
