Request for Proposals 36C24618R0842
Project: 659-16-101, Correct Operating Room Deficiencies
Responses to RFP Questions
1. Question: Please confirm the working hours of the project for bidding purposes.
Answer: It’s a 24-7 facility. See Section/Page 01 00 00 -7
2. Question: Please confirm the noise and vibration requirements, allowances and protocols in BLDG 2.
This will apply to general demolition as well as installations. Will the noise requirements impact the working hours of the project? Please confirm for bidding purposes.
Answer: See Section 01 57 19
3. Where will the designated parking area be for workers accessing the construction site?
Answer: There will be a very small designated parking area. It will be limited to Contractor labeled work trucks
4. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
Answer: Yes
5. During construction in an area where the ceilings or fire suppression system will be disrupted, will
NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
Answer: See Section 28 31 00. Any flex heads will have to be replaced with hard pipe during demo and construction. Any existing smoke heads to be replaced with heat detectors. Fire watch will be required if system is down after 4:30.
6. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
Answer: Salisbury Fire and Appliance (SFA Fire Protection) is one.
7. Has the work area been checked for lead-based paints and asbestos?
Answer: Limited. Contractor to notify VA if a suspicious material is found. See attached.
8. What is the Governments’ policy if asbestos products are encountered during construction?
Answer: Limited. Contractor to notify VA if a suspicious material is found. See attached.
9. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
Answer: The Contracting Officer and requiring facility have no specific knowledge regarding future placement of tariffs. In extreme cases, the situation may be evaluated.
10. What is the level of infectious disease control rating for this site?
Answer: Type C
11. Can the qualified Super act as the SSHO and QCM on site?
Answer: The evaluation criteria addresses this question, allowing the Superintendent to also be the SSHO if they are qualified. The evaluation criteria state that SSHO is the only additional duty allowed for
Superintendence. The Superintendent cannot be the QCM.
12.Will the VA accept other pricing sheets or modifications to the one given out in the solicitation package, there is no line item for Div 02?
Answer: No. Add Division 2 to the form.
13.Please confirm that the breakdown will be sufficient for the VA to see bid items 1, 2 and 3?
Answer: Confirmed-please refine bids per CSI Division Format
14.Does the VA want to see the alternate number as a negative amount or will it be the difference taken out from the base bid number?
Answer: Yes, complete project minus the work in the ‘old’ OR area level 4, SE wing.
15.Will the GC carry costs for design based on the SOW description on the nurse stations?
Answer: No
16.Will all space be ready for demolition or will GC have to move furniture and equipment out of construction zones before starting construction?
Answer: Will be ready for demo.
17.How long does the VA expect to take between phases?
Answer: As long as the Bidder’s schedule indicates.
18.Will the VA consider floor repairs to more than 10% of the total Sqft of the project or if there is any underlayment deeper than 1/8” as an unforeseen condition?
Answer: Would consider ‘unforeseen’ conditions if repairs exceed 15% of the total floor area of the project.
