RFI Questions and Answers

Correct Parking Lot Issues

Solicitation 36C245-19-B-0010

Project# 517-18-411

Currently there is a generator trailer, mobile medical equipment, conex boxes, dumpsters, misc maintenance equipment, etc. located within the work area. Will the VA remove and/or relocate all obstructions from the work areas prior to commencement of work? Yes

Does concrete in the loading and unloading dock stay? If not, is it included in the square footage amount on the drawings? Stays, concrete gets paved over. All sq. ft. on drawings/photos is approximated only. Contractor is responsible to field verify all square footage in this project.

Behind the hospital in the roadway to the morgue, there is a concrete patch going across the asphalt roadway. Does this concrete need removed and replaced with new asphalt, does the concrete remain, or shall the new asphalt cover the existing concrete?

New asphalt will cover the existing concrete.

How much of Building 8 Expansions job site is included in the square footage amount?

All, noting damaged pavement resulting from Building 8 construction will be corrected separate from this project.

Will work on weekends be limited to only night work or can work be performed during the day? Possibly based on COTR recommendations to the CO and VA Management.

Will the VA or the contractor be responsible for blocking off and clearing parking areas?

Both, VA may assist contractor in blocking off areas, but VA will be responsible for clearing parking areas.

If the Contractor is responsible for blocking or and clearing parking areas, will we have the authority to tow cars if not moved? If not, who will remove cars left in the blocked parking areas? Contractor will not have the authority to tow and/or move cars from VA property. Contractor will work through COTR and VA Police to clear work areas.

When will the project begin? Keep in mind that the asphalt plants typically close around

Thanksgiving of 2019 for year. Contract award will be in fiscal year 2019. It is not uncommon in WV for batch plants to continue operations later in the year weather permitting.

The plans show that entrance road is 1779 sf. However, upon further investigation, it appears the entrance road is closer to 38,000 sf. This is a major discrepancy, and one that should be clarified prebid. Entrance road is approximately 1779 feet long and

18,500 square feet not 1779 square feet. VA property starts at the fence before Building

2 (Engineering) not at the intersection of Robert C. Byrd Drive. The SOW notes all square footage of work to be performed is approximated. All measurements should be field verified by the bidder. This was also stated at the site visits on 7-22-19 and 8-12-

19.
