Questions and Responses CLC NRM - Construction for Proposal 36C2442B0006 Date of Responses – 07/21/2020
Question #1 Specification Section 01 32 16.15 Subparagraph 1.4 (A) Computer Produced Schedules notes that the contractor shall provide monthly time/cost schedules and reports generated from monthly project updates. This paragraph goes on to note that “up to five different reports” are to be provided and that “the COTR shall identify the five different report formats that the contractor shall provide”. Does the VA desire time and cost loaded schedules for this project or will a CPM schedule suffice? If the time and cost loaded schedules is required, please provide specifically which reports (up to five) that the VA will require so that General Contractors can appropriately include the scheduling costs associated with the schedule requirements.
Response:
The Schedule is required to be built utilizing Critical Path Method software. In addition to the logic required to accurately track the relationship between the predecessors and successors of an activity, the schedule shall have all costs associated with an activity linked to it – including all labor, materials, equipment and appropriate overhead. In this way, the schedule can be tracked not only from a time standpoint, but also from a monetary standpoint as compared to the monthly pay application.
Regarding the number of “reports”. The VA Central Office has used the number (5) as reasonable place holder. The intention is to allow the Government to request UP TO five different reports from the Contractor for each schedule update. The term “Report” is not intended as a specific form. Instead, “Reports” could possibly be more accurately described as an iteration of the schedule that is filtered by various inputs – such as Early Start, Cost Expensed, Late Finish, etc.
