Questions and Responses Replace Chillers Project Request for Proposal 36C24419R0018 Date of Responses – 02/04/2019

Question #1 Stated goal is to not have the system down at all: The separator, expansion tank and electric control valves are all in steam and the system will need drained. Please advise of strategy for tie to happen?

Response: Backup to the main chiller plant can be provided by the ice storage chilled water plan during the night. The main chilled water plant is to be shut down and isolated during nighttime hours when the ice storage plant is active and the air separator, expansion tank, and electric control valves are to be changed out. Coordinate activities with the COR.

Question #2 Please confirm that specification 23 25 00 paragraph 1.3.B Technical Services is a requirement.

Response: Flushing, pre-treatment, and reestablishing chemical treatment of the entire chilled water system is required. The services of a technical water treatment chemical engineer are presently under contract and therefore is not required by this project.

Question #3 Drawing M-001 Construction Sequence Note 4 states that no more than one chiller capacity shall be removed from service at one time. In order to replace the existing expansion tank and air separator both chillers and flow through plant will be disrupted. Will there be a time the plant can be shut down?

Response: See the response to Question #1.

Question #4 Drawing M-601 shows symbols PI, TI, & ZS that are not listed on M-001. Please advise what these symbols are.

Response: PI is pressure indicator or gauge, TI is temperature indicator or thermometer, ZS is a position switch.

Question #5 In reference to specification 23 21 13 paragraph 2.8.F there are no balancing valves shown on the drawings. Are they required? If so, where?

Response: None are required for the project.

Question #6 In reference to specification 23 21 13 paragraph 29 Water Flow Measuring Devices, there are no water flow measuring devices shown on drawing. Are these required? If so, where?

Response: The only flow measuring devices are those provided by the chiller manufacturer to verify adequate flow is available for the chiller to run.

Question #7 Is the Government going to provide the sign in sheets from the site visit?

Response: The Government attached the sign in sheets to this amendment.

Question #8 Can CPARS be used in lieu of Exhibit C Past Performance Questionnaires?

Response: No. Offerors should provide Exhibit C for each of the projects being submitted.

Question #9 As the Government is requesting Volumes 1 & 2 in electronic PDF format we respectfully request that the Government consider allowing submittal of the entirety of this proposal as electronic version (to be submitted via email).

Response: No. Contractors must provide proposals as described in the Proposal Content. Not email proposals are permitted.

Question #10 The Government requests that offerors include “Representations and Certifications and Other Statement of Offeror”. Please clarify what the Government expects the offerors to include as the “Statement of Offerors” in this section. If the “Statement of Offerors” is an additional attachment, please provide.

Question #11 The solicitation states, “The Government will evaluate the offeror’s answers to Exhibit D questions and attachments concerning overall organization, organizational chart, as well as number of personnel…”. Please clarify if the Government is seeking the number of full-time employees employed by the offeror or otherwise?

Response: Yes

Question #12 Will the Government accept the Site Superintendent also acting as Quality Control, or dies the Government expect the Quality Control role to be a separate on-site personnel?

Response: The Site Supervisor is responsible for quality control on a daily basis. Based on the offeror’s organizational chart the Quality Control individual needs to visit the site as the contractor deems necessary to assure project quality is maintained.

Question #13 Does the Government expect dedicated ICRA/Safety/Quality personnel on-site?

Response: The Site Supervisor is responsible for ICRA/Safety/Quality on a daily basis. Based on the offeror’s organizational chart the respective ICRA/Safety/Quality individual needs to visit the site as the contractor deems necessary to assure project ICRA/Safety/Quality is maintained.

Question #14 In regard to the requirement of submittal of “Letters of Intent”, does the Government expect of letter of intent solely for entities who are entering into a Teaming or JV Agreement?

Response: Yes

Question #15 The solicitation refers to a document attached entitled “Infection Control and Safety/Health Guidelines for Construction and Renovation Erie, PA”; however, it does not appear to have been attached when the solicitation was released. Please provide.

Response: The “Infection Control and Safety/Health Guidelines” should have stated Lebanon, PA. The Government has attached Lebanon VAMC – Construction, Renovation and Maintenance Infection Prevention Program to this amendment. See Exhibit D ICRA – Lebanon VA Attached to this amendment.

Question #16 Where are the new pumps to be mounted on the existing pads?

Response: New pumps to be located on the existing pads.

Question #17 Is VIC pipe and fittings allowed to be used?

Response: No. VIC piping and fittings are not in the spec. and cannot be used.

Question #18 Is the AE aware that the cuts that have been received is not a direct replacement? Piping on the new units for condenser water and system supply & return come out the same side Response: AE design is as shown on drawing per basis of design mfr. MFR allows multiple nozzle location arrangements. Location of nozzles to be reviewed during submittal phase.

Question #19 Chiller Number 2 is almost identical in size as the existing. Would it be acceptable to install this in the same location as the existing? It would save both time and money to do this.

Response: The new chiller 10-WCCH-2 shells are wider than the existing chiller and the new chiller has the VFD mounted that the old chiller does not have. The clearance of 3’-6” from the front of the VFD panel on 10-WCCH-2 and the interstage economizer on 10-WCC-1 is an NEC code requirement and cannot be reduced. Furthermore, the distance of 4’-0” to the electrical panels is also a code requirement. These distances defined the location of the new chillers and cannot be relaxed.

Keeping the chilled water supply and return connections the same is acceptable if the above clearances are maintained. The condenser water connections will have to be revised.

Question #20 The chiller specifications specify the type of vibration isolators. It also states that they should be provided as specified in 23 05 41. Specification 23 05 41 has a schedule with types that are not shown in the specifications. Please confirm the vibration isolators should be as specified in the chiller specifications.

Response: The neoprene sandwich waffle isolation pads called for in Section 23 64 00 are correct.

Question #21 Please confirm the LVAMC does not want to keep any equipment or material that is to be removed.

Response: The LVAMC does not want to keep any equipment or material that is to be removed. The Contractor is responsible for proper disposal.

Question #22 Most of the existing shut-off valves at the chillers will be removed along with some of the piping. It will be necessary to provide insert valves under pressure. One or more places this probably will not be possible due to a lack of space and/or too short of a length of pipe. This will necessitate a shut-down of both chillers for a short period of time to install some shut-off valves. Please advise.

Response: See the response to Question #1 above.

Question #23 It appears the existing secondary feeder conduits that come out of the existing high voltage transformer are not call out to be demolished. The drawings only show that the existing pull box will need demolished and the wall repaired. Please verify.

Response: The secondary feeder from the transformer to the existing switchboard is to be demolished. The feeder is (7) 3” conduits mounted on the wall of the building with the wire inside. The secondary feeder from the transformer to the existing switchboard and the existing pull box are existing to remain as part of bid alternate.

Question #24 Bus duct or wire way? Drawings show a bus duct detail going through a wall but the notes say we are to run new secondary conduits out for the existing high voltage transformer to a new pull box above the existing pull box that gets removed, then use the existing wire way to get the new feeder to the existing switchboard. What is there? A wire way or bus duct? Either way, what size is it physically and electrically?

Response: There are currently (7) 3” conduits from transformer secondary to the existing switchboard. The conduits enter a large pullbox on the exterior of the building. On the interior side, the cables enter a large wireway, which is made of sheet metal until they terminate at the switchboard. There is no bus duct. However, it is unclear if there is a large square hole in the exterior wall within the pullbox or seven sleeves for the conduits. The bus duct penetration detail was included in the event that a large square hole existed within the pullbox. New installation will be per drawings including (7) new 3” feeders passing through the wall above the existing pullbox. A new pullbox will be installed at this location. All feeders shall then turn down into existing large wireway and terminate in the switchboard. Wireway will need to be extended up to new conduit penetrations.
