VA Pittsburgh Healthcare System (VAPHS) FY19 Triennial Breaker Testing Performance Work Statement (PWS)

1.0 General

VHA and Joint Commission have adopted the National Fire Protection Association (NFPA) codes and standards including the National Electrical Code (NFPA 70), recommended Practice for Electrical Equipment Maintenance (NFPA 70B), Standard for Electrical Safety in the Workplace (NFPA 70E), Health Care Facilities Code (NFPA 99), Life Safety Code (NFPA 101) and Standard for Emergency and Standby Power Systems (NFPA 110) as the basis for the requirements of the design, installation, operation, testing, and maintenance of the Electrical Power Distribution System at VHA facilities. It is VHA policy that the Electrical Power Distribution System must operate in a safe, reliable, and efficient manner, recognizing its importance and potential danger; and in compliance with Joint Commission, OSHA, and NFPA electrical standards.

2.0 Description of Services/Introduction

2.1 This Performance Work Statement (PWS) describes the requirements for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all its components at the VA Pittsburgh Healthcare System (VAPHS). These work items are referenced as “Maintenance and Testing” in this document, hereafter.

2.2 This PWS describes the requirements for the Qualified Electrical Contract Professionals – known as “Contractors” in this document, hereafter. Contractors who are contracted by VAPHS to perform maintenance and testing of the Electrical Power Distribution System, and all its components shall meet all requirements of this PWS.

2.3 This is a highly complex medical center serving veterans in the Pennsylvania (PA) Western Market. Operations occur 24 hours a day, 7 days a week. Disruptions in operations are not feasible and power interruptions will need to be coordinated closely with VAPHS Contracting Officer’s Representative (COR) and Clinical teams. Shutdowns shall be minimized to as short of duration as possible.

2.4 Work being performed inside the facility will require infection control measures. This may include negative air pressure equipment and isolation barriers. The contractor is responsible for the installation and removal of these measures and will meet with and discuss specific needs with staff.

2.5 At no time, can any Life Safety and critical equipment systems be compromised. This includes but is not limited to nurse call systems, fire alarm systems and removal of ceiling tiles. Interim Life Safety Measures may need to be implemented and contractor provided fire watch may be required.

2.6 This is a full-service contract to provide services as set forth in this PWS.

3.0 Scope

3.1 The Contractor shall obtain and maintain all necessary licenses and/or permits required to perform all the duties described in this performance work statement.

3.2 Contractor shall have in their possession, throughout the term of the contract, all diagnostic equipment necessary to fully maintain, test, repair, adjust or reprogram electrical systems.

3.3 Contractor supervisors shall be available always when contract work is in progress to receive notices, reports, or requests from the Contracting Officer or the COR.

3.4 The Contractor shall furnish all supervision, materials, labor, lubricants, hydraulic fluids, tools, shipping, travel, and equipment necessary to provide complete testing, inspection, and repair services, including all adjustments, diagnostics tests, parts replacement and repairs necessary to meet requirements with of this PWS.

3.4.1 All adjustments, repairs and modifications shall conform to the manufacturer’s guidelines and/or the following industry standards, as applicable, whichever is more stringent.

3.5 Manufacturer’s requirements and specifications on inspection, maintenance, and operation of each electrical device.

3.6 The Contractor shall immediately notify the Contracting Officer’s Representative (COR) in writing of the existence or the development of any defects in, or repairs which the Contractor considers to be not covered by the contract, and shall furnish a written cost estimate to the COR. Final determination of responsibility will be by agreement between the COR, Contracting Officer, and the Contractor.

3.7 Contractors shall provide safety training by a NETA OSHA certified trainer in electrical safety as outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical and the NFPA 70E – Standard for Electrical Safety in the Workplace, to include arc flash training.

3.7.1 Training shall be documented, showing that each qualified person is knowledgeable of the construction and operation of the equipment being worked on, of the specific work methods and of how to recognize and avoid the electrical hazards which might be present.

3.7.2 Contractor shall provide training from a recognized certified 3rd party. This shall include two (2) classes per UD and HZ campus for up to fifteen (15) personnel at each class.

3.7.3 The NETA certified training company shall issue certifications of completed training, to include arc flash training.

3.7.4 The Contractor shall provide (100) training manuals for distribution to VA Staff participants.

3.7.5 The contractor shall certify that all employees on site have met this requirement in writing and submit certifications to the COR prior to work for all employees on site.

3.8 Contractor shall provide proof of their ability to provide Emergency electrical repair services and respond within four (4) hours, seven (7) days a week to address impacts due to contractor testing. Response requires contractor to mitigate the impact by providing a temporary solution to ensure the impacted area is operational until the permanent solution is implemented.

3.9 Provide temporary generator (480V) for work being performed at HZ, Bldg. 32 to ensure uninterrupted service of the data center.

3.10 Contractor shall immediately report deficiencies that are deemed critical or catastrophic immediately to COR for contractor and COR to develop immediate plan to address.

3.11 Contractor will perform site investigation of each campus.

3.11.1 The Contractor shall make site visits as required to determine/verify all existing and as-built conditions affecting this project.

3.11.1.1 Information including drawings and other documentation provided by VAPHS to the Contractor is to be used for reference only, and all such information, including as-built drawings, shall be field verified by the contractor to ensure accuracy in the final report. VAPHS does not guarantee accuracy of information and provided as-built drawings.

3.11.1.2 The Contractor shall field verify every aspect of the electrical distribution system that relates to the PWS, including all dimensions and utility locations.

3.11.1.3 During field verification, the Contractor is responsible for complying with all infectious control requirements.

3.11.2 The Contractor shall survey complete electrical distribution systems at both campuses.

3.11.2.1 Contractor shall note any discrepancies between the provided drawings and existing conditions for correction on final line drawings and final report.

3.11.2.2 The Contractor shall report any high risk situations/conditions immediately to the COR.

3.11.2.3 The Contractor shall take photos and notes of any pre-existing damage or missing labels.

3.11.3 The Contractor shall also determine which circuits are capable of being tested through secondary injection test method and/or primary injection method. If both are feasible, the secondary injection method shall be utilized.

3.11.3.1 The Contractor shall survey all items to be tested and create an electronic spreadsheet inventory all items with the following information:

3.11.3.1.1 Item Number

3.11.3.1.2 Component Type (e.g., Liquid Filled Transformer, Protective Relay, etc.)

3.11.3.1.3 Location of item with room number (on inventory sheet and on drawing)

3.11.3.1.4 Area that device serves (if applicable)

3.11.3.1.5 Panel Serving the device

3.11.3.1.6 Breaker Amperage

3.11.3.1.7 Type of power:

3.11.3.1.7.1 Nonessential

3.11.3.1.7.2 Essential

3.11.3.1.7.3 Equipment Branch

3.11.3.1.7.4 Life Safety Branch

3.11.3.1.7.5 Critical Branch

3.12 Work items, definitions, and references shall comply with the latest edition of the NETA – Maintenance Testing Specifications (MTS) and with the VHA Directive, Electrical Power Distribution System. Below is a list of electrical equipment that shall be maintained and tested:

3.12.1 Panel or disconnect over 100 amps.

3.12.2 Switchgear and Switchboard Assemblies.

3.12.3 Transformers, Dry Type, Air-Cooled, Low-voltage, Small.

3.12.4 Transformers, Dry Type, Air-Cooled, Low-voltage, Large.

3.12.5 Transformers, Liquid-Filled.

3.12.6 Metal–Enclosed Busways.

3.12.7 Switches, Air, Low-Voltage.

3.12.8 Switches, Air, Medium-Voltage, Metal-Enclosed.

3.12.9 Switches, Oil, Medium-Voltage.

3.12.10 Switches, Vacuum, Medium-Voltage.

3.12.11 Switches, SF6, Medium-Voltage.

3.12.12 Circuit Breakers, Air, Insulated-Case/ Molded-Case.

3.12.13 Circuit Breakers, Air, Low-Voltage Power.

3.12.14 Circuit Breakers, Air, Medium-Voltage.

3.12.15 Circuit Breakers, Oil, Medium and High-Voltage.

3.12.16 Circuit Breakers, Vacuum, Medium-Voltage.

3.12.26 Thermographic Survey:

3.12.26.1 This work item shall be done while the Electrical Power Distribution System is energized. Appropriate safety precautions shall be taken before, during and after scanning the system:

3.12.26.1.1 Use of an infrared scanning camera to detect hot spots in the Electrical Power Distribution System.

3.12.26.1.2 Objective of this work is to detect any loose, broken, or corroded connections in the system.

3.12.26.1.3 Problems shall be replaced with new connectors, and/or tightened to meet the equipment manufacturers’ specifications.

3.13 System Function Tests: Functional tests for the electrical system shall be conducted for performance, safety, and reliability after testing of the breakers is complete.

3.14 Arc Flash Training

3.15 Contractor shall vacuum the inside of the gear and panels.

3.16 Testing Conditions:

3.16.1 VA Staff will de-energize/re-energize all Electrical Power Distribution Systems Equipment.

3.16.2 Contractor to remove/reinstall and test all Electrical Power Distribution System Equipment defined in PWS.

3.16.3 Work shall be performed on weekends, evenings, and nights as required for safe and continuous operations of the VAPHS.

3.16.4 Contractor shall ensure adequate staff will be allocated under this contract to complete all work in a timely manner and conform to all approved schedules.

3.16.5 After completing maintenance, testing, inspection and calibration of each device in the electrical distribution equipment the Contractor shall place an adhesive label on each device containing the Contractor company name, test results and date of the services performed. When updating labels, remove existing outdated labels.

3.16.6 Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the COR.

3.17 Critical Services at VAPHS and Essential Outage Planning by the Contractor

3.17.1 List of critical areas of VAPHS indicated where shutdowns due to testing will require significant advanced planning with contractor and VAPHS to ensure hospital operations are not negatively impacted. These areas serve the medical center 24/7 so advanced planning is essential to ensure safety of the veterans and continuity of services.

3.17.2 Outages will be required to be in sort durations (less than 4 hours) to ensure patient care is not impacted. VAPHS operates under a risk assessment that requires any air handler’s outages that have required outages (4) hours or greater must relocate veterans to another unit and the unit be terminally cleaned upon re-occupancy. Due to VAPHS’s complexity and commitment to access to care for our veterans, VAPHS will not accept patient relocations. Contractor will be required to set up outages affecting air handlers in these areas to be staged for as 4 -hour outage, energize system for 2 hours to reach equilibrium, then the remaining outage can follow the equilibrium period.

3.17.4 Heinz Campus

3.17.5 Contractor shall develop alternate testing schedule should any of these areas served by the electrical distribution equipment being tested are not available at the time of testing. This will be due to unforeseen clinical emergencies.

3.17.6 Contractor shall have submitted to COR, alternate non-critical areas available for testing to ensure testing schedule is not impacted.

4.0 Qualifications of Contractors:

4.1 The subjective assessment required by this NETA standard is unique compared to other American National Standards in that it deals with the evaluation of service-aged equipment. While technicians performing tests and inspections on new equipment deal with finite test values, those working with service-aged equipment shall form recommendations based on judgment.

4.2 Technicians performing these electrical tests and inspections shall be trained and experienced concerning the apparatus and systems being evaluated. These individuals shall can conduct the tests in a safe manner and with complete knowledge of the hazards involved. They shall be able to evaluate the test data and make a judgment on the continued serviceability or non-serviceability of the specific equipment. This is essential to safety of the medical center to ensure continuous operations.

4.3 Contractors shall be experienced electrical contractors, having properly trained and licensed permanent staff required to perform the proposed work. Electrical Contracting (i.e. repair, testing and maintenance of healthcare electrical distribution systems) shall be the primary interest/specialty of the Contractor’s business.

4.4 Contractors shall be certified by the International Electrical Testing Association (NETA) with each having completed the Occupational Safety & Health Administration (OSHA) approved 30-hour construction safety training. Contractor to provide minimum (1) NETA ETT level 3 technician for oversight for all work being performed at UD and HZ campuses. Remaining technicians are required to have LNETA ETT level 2 or 3 certifications. Certifications for technicians is critical to evaluate the test data and make an informed judgement on the continues serviceability, deterioration, or non-serviceability of the specific equipment.Contractors shall have technical training and demonstrable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare facilities for a minimum of five (5) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances.

4.6 Due to the complexity of the medical services at VAPHS, subcontractors must be submitted with Quote, to include the subcontractors’ scope of work. All subcontractors must meet the requirements of the PWS as stated.

4.7 Contractors shall have safety trainings as outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical, and the NFPA 70E – Standard for Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Training certifications shall be submitted as part of the quote offering.

4.8 The contractor shall obtain all necessary licenses and/or permits required to perform the work. The contractor shall provide the CO with a copy of any licenses and/or permits as part of the quote offering.

4.8.1 NFPA 70, National Electrical Code.

4.8.3 NFPA 70E, Standard for Electrical Safety for the Workplace.

4.8.4 NFPA 110, Standard for Emergency and Standby Power System.

4.8.5 OSHA Standard 29 CFR 1910, Subparts I & S.

4.8.6 International Electrical Testing Association, Inc. (NETA) – Maintenance and Testing Specifications.

4.8.7 Operating/Maintenance manuals, and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers.

4.8.8 VHA Directive 1028, Electrical Power Distribution System

4.9 Contractors shall have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely.

4.9.1 Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E.

4.9.2 Prior to initiating work, Contractor shall provide to COR documentation that all instruments, test equipment, tools and PPE have current calibration.

4.9.2.1 Dated calibration labels shall be visible on all instruments, test equipment, tools and PPE as appropriate.

5.0 Place of Performance:

5.1 VAPHS, Main Hospital, University Drive (UD) Campus

University Drive C Pittsburgh, PA 15240

Description: Level 1a transplant medical center. Provides surgical, inpatient, and outpatient services for veterans. Patient Care areas comprised of: Emergency Department, Operating Rooms, Intensive Care Unit, Step down Units, Inpatient Units, Outpatient Clinics (Inclusive of Specialty), Mental Health Services (inpatient/outpatient services), Food delivery, Dialysis, and Physical Therapy.

5.2 VAPHS, H.J. Heinz (HZ) Campus

1010 Delafield Road Pittsburgh, PA 15216

Description: Houses full-time residents in a nursing home type setting. The campus also supports an Ambulatory Care Center, Villas, Domiciliary, Administration Buildings, and Information Technology Building which serves multiple critical operations and communications for both campuses.

6.0 Schedule

6.1 Hours of Work

6.1.1 Due to the critical operations of this medical center, the number of veterans served for this PA Western market, impacts of the work performed in this PWS and shall be scheduled to minimize the impact to the medical center.

6.1.2 The health and safety of our veterans are top priority, so all work will be phased to reduce the impact of testing on operations of the medical center.

6.1.3 Section 3.18 outlines critical areas of the hospital that will require additional planning with COR and clinical departments so medical operations are not impacted by the testing.

6.2 Given the nature of a transplant facility, there is a high degree of deferring a testing sequence so that a surgery or ICU recovery is not impacted. Contractor’s schedule shall reflect alternative outages should a critical area defined in Section 3.18 not be able to be executed at that time due to emergency surgery or another life-threatening instance.

6.3 All work performed by contractor will be during off peak-hours, so hospital operations are not impacted. The contract proposal is inclusive of this off-peak hour requirement. Training is the only work that will be at normal working time (7:30 AM – 4:30PM).

6.4 Contract Schedule

6.4.1 Work will commence at both campuses no later than September 1, 2019 Contractors must commence with work at UD and HZ campuses simultaneously to ensure timely completion of this all testing before contract end date.

7.0 Deliverables

7.1 Submittal Review - Deliver all submittals in person directly to the COR to allow the VAPHS COR to meet and confirm with clinical service lines.

7.1.1 A transmittal letter is required to go to the Contracting Officer on the same day as delivery of the submittal package.

7.1.2 Failure to provide a complete submission package may delay payment of the Contractor's payment until all requirements are met.

7.2 The Contractor shall provide the following information within ten (10) working days after award of the contract:

7.2.1 A detailed listing of safety programs and procedures that will be followed by the Contractor during the performance of the contract, and the work activities indicating when such procedures would be required.

7.2.2 A detailed listing of the personal protective equipment (PPE) which Contractor personnel will utilize during the performance of the contract, and the work activities indicating when such equipment would be required.

7.2.3 Material Safety Data Sheet (MSDS) for any chemical(s) utilized by the Contractor in the performance of this contract.

7.3 Site Investigation Report:

7.3.1 Include all information detailed in this PWS in the site investigation report.

7.3.2 (2) hardcopies of the report in 3-ring binder, with narrative with color photos, and tables. Electronic copy sent to COR and CO.

7.4 Draft Testing Plan:

7.4.1 (2) hardcopies of the report, with narrative with photos, and tables. Electronics copy sent to COR and CO.

7.4.2 Inclusive of phase/schedule plan. This narrative shall address efforts to reduce impact on medical center operations as required per PWS.

7.5 Final Testing Plan:

7.5.1 Detailed plan with list of impacted areas for each outage

7.5.2 Provide outage procedures, Lockout Tag-out Procedures, Job Safety Analysis, dates/times of outages

7.5.3 Contingency Plans will be approved by COR based on requirements in PWS. Contractor should review alternate outage schedules should VAPHS need to cancel outages of areas defined Section 3.18 of PWS due to emergency surgery or other clinical impact.

7.6 Quality Assurance/Control Plan submission with each outage submission

7.6.1 Risk Management Plan QA/QC Plan

7.6.2 Safety Plan ICRA Plan PCRA

7.7 Updated Single line electrical distribution drawings:

7.7.1 Copy of revised/updated Single line electrical distribution drawings in AutoCAD 2012 and in PDF format.

7.7.2 Brief narrative noting revisions and updates made.

7.8 Prepare progress reports and updates for weekly meetings.

7.8.1 Provide meeting minutes no later than five (5) calendar days after meeting.

7.9 Final Report

7.9.1 The report will be organized by division, major system components and distribution routes. Report will include but not be limited to an Executive Summary, thermographic images, Harmonic Analysis Report, and the Systems Function Test Report.

7.9.2 Report will contain a separate section for test procedures for each emergency generator, a power factor study for each phase produced for preventive maintenance of the distribution system. The testing of the generators will require a system function test so bidders will be testing (after hours). VAPHS electricians will perform the test after the generator breakers have been tested by the contractor. Contractor will be required to be onsite to witness the generator test and provide responses to any system deficiencies because of the testing of the breakers for the generator

7.9.3 All reports shall be in accordance with the NETA.

7.9.4 Information shown in the report shall be as following:

7.9.4.1 Company's name, address, and telephone

7.9.4.2 Name and signature of Contractor who perform the maintenance and testing. VA Work Contract Number, name and number of VA Contracting Officer.

7.9.4.3 Date and Time of work.

7.9.4.4 Copies of Contractors valid licenses, professional and training certificates.

7.9.4.5 Descriptions and model number of specialized tools and equipment used, such as torque wrench or infrared scanning camera.

7.9.4.6 Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested.

7.9.4.7 Descriptions of work items. Test data.

7.9.4.8 Reference materials such as equipment manufacturer's specifications, coordination study, etc.

7.9.4.9 Remarks on conditions of electrical equipment. List all deficiencies, if any.

7.9.4.10 Recommend corrective actions, if any. Prioritize deficiencies with cost estimates for repairs. Cost estimates shall include unit costs, subtotals, and grand totals. Cost estimates shall also breakdown labor and material costs per item.

7.9.4.11 Report to be bound.

7.9.4.12 Separate Report for UD and HZ campuses.

8.0 Safety Requirements

8.1 The Contractor shall adhere to all NETA, OSHA, EPA, NFPA Life Safety Codes, and all other regulatory requirements.

8.2 In performance of this contract, the Contractor shall follow VAPHS safety policies and standards for safe work practices and take such safety precautions as the VAPHS Safety Officer or designee may determine to be reasonably necessary to protect the lives and health of occupants of the building.

8.2.1 The Contractor shall comply with VAPHS smoking policy, which designates no smoking on campus.

8.3 Patient, employee, visitor, and Contractor personnel safety best practices shall be adhered to always.

8.3.1 The Contractor is responsible for the safety and health of his/her employees.

8.3.2 The Contractor shall comply with all applicable OSHA safety and health standards.

8.3.3 The Contractor shall replace all safety guards, equipment, devices, etc., removed during service or repair immediately after completion of work or when leaving a job unattended.

8.4 The Contractor shall submit to the Contracting Officer, prior to the start of the contract, the Material Safety Data Sheets (MSDS) for all potentially hazardous materials (lubricants, cleaners, working fluids, etc.) to be used in the facility during performance of the contract, and will not use in the facility, any materials which have not been cleared in advance with the VAPHS.

8.4.1 MSDS for new chemicals shall be furnished concurrently with the arrival of the chemical on site.

8.4.2 The Contractor shall maintain a copy of all MSDS at the chemical storage site in a location accessible to VAPHS personnel to assure compliance with all laws and requirements regarding the “Right to Know” law.

8.5 The Contractor is responsible for identifying, providing and maintaining all personal protective equipment (PPE) required to perform the duties outlined in the contract.

8.5.1 The Contractor is responsible for identifying and adhering to all applicable safety program guidelines (lockout/tag out, confined space entry, universal precautions, etc.) required to perform the work.

8.5.2 Contractor is responsible for providing and documenting all required safety training and proper use of PPE to their employees.

8.5.3 Training documentation will be provided to the COR upon request.

8.6 The Contractor shall obtain a Hot Work Permit from the VAPHS Safety Office whenever soldering, welding, using a cutting torch, or other open flame, spark, or heat producing equipment is required.

8.6.1 The Contractor is required to follow all requirements outlined for the issuance of the Hot Work Permit.

8.7 The Contractor is responsible for the supervision of all its employees while on government property. It is the Contractor’s responsibility to assure compliance with the performance work statement and the requirements of this contract. Provisions provided in the performance work statement are not intended to relieve the Contractor of this responsibility.

8.8 In the event of an accident or injury, the Contractor shall submit a written report to the COR within five work (5) days of the incident detailing the malfunction, accident or injury. The report shall state the cause of the injury or accident, and a list of completed or scheduled corrective actions to avoid further incidents.

9.0 VA Healthcare Directives. The Contractor shall comply with the requirements of the following VA Healthcare Directives:

9.1 Tuberculosis Screening- VHA Directive 2011-036, Safety and Health During Construction. Contractor shall certify annually to the COR(s) that all Contractor employees working at VAPHS facilities have a documented screening for latent Tuberculosis within the last 12 months. If screening for latent Tuberculosis is positive, clearance from a physician is required prior to working at VAPHS. Contractor employees that fail to meet this requirement will not be permitted to work at VAPHS facilities and may be asked to leave VAPHS property without notice until the requirement is met.

9.2 Seasonal Influenza Vaccination - VHA Directive 1192, Seasonal Influenza Prevention Program for VHA Health Care Personnel. Contractor will certify annually to the COR(s) that all employees working at VAPHS facilities have received a seasonal influenza vaccination.

10.0 Contractor Employee Conduct, Contractor will ensure that their employees comply with the following always while on VAPHS property:

10.1 Contractors may not use government office equipment or computers, and should never search through desks, cabinets or files.

10.2 Government telephones may be used for contract related work only.

10.3 Contractor will follow all applicable VA regulations and directives and will comply with any direction or instructions from government officials including the contracting officer (CO), COR, federal police officers, inspectors, etc.

11.0 Security and Privacy Requirements

11.1 The COR is responsible for ensuring that all Contractors comply with VAPHS physical security policies. COR will ensure that Contractor employees receive a VAPHS security badge. The badge must be worn by Contractor employees always while on VA premises.

11.2 Contractor will not have access to the VA computer network or any VA sensitive information.

11.3 All Contractors shall complete VA Privacy training annually using one of the following methods:

11.3 1 Complete “VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use to VA Sensitive Information” training by using VA’s TMS system (https://www.tms.va.gov/). Contractors may use the TMS Managed Self Enrollment method to complete the training in the VA Talent Management System (TMS).

11.3.2 Complete the hard copy version of “VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use to VA Sensitive Information”. Signed training documents shall be submitted to the COR.

11.3.3 Training shall be completed prior to the performance of the contract and annually thereafter. Proof of training completion will be verified and tracked by the COR.
