The attention of all Bidders is called to the following Amendment. Amendment 0001 is hereby included in and made a part of the Contract Documents. All requirements of the original Project Specifications and Drawings shall remain in force except as amended by this Amendment.
CONTRACTOR QUESTION:
Q.1 Drawing CS-210, PCSM Note #1 - Please confirm that the VA will be responsible to contract the P.E., not the Contractor. If at any time a Licensed Professional Engineer is required to oversee post-construction stormwater BMPs, please confirm that the VA is responsible for the contract of this person?
A.1 The VA shall provide a licensed professional (P.E.) to provide the oversight required to witness the construction of the rain gardens, infiltration trenches, and soil amendment areas. The VA shall provide a licensed professional (P.E.) to observe the infiltration testing being completed by the Contractor per Specification 01 45 29 and drawing CS-210.
Please note that references to licensed professionals on other drawings or specifications are the responsibility of the contractor. For example, the Contractor is responsible for obtaining the licensed professional to certify the shoring and sheeting plan as required within Specification 31 20 00, the Contractor is responsible for obtaining the licensed professional(s) required within Specification 01 00 00 (survey, layout, etc.), and Contractor is responsible for obtaining the licensed professional(s) required in other sections.
Q.2 Does this project cover the removal of the existing smoke shelter?
A.2 Yes. Please refer to drawing sheet CD-100, Demolition Plan Note 2. Ensure that entire smoking shelter and pad and accompanying path are removed and recycled to include identifying and dismantling electric power.
Q.3 Is there a drawing/photo available for the existing smoking shelter??
A.3 There are no drawings of the existing smoking shelter available. Provided below is a picture of the existing smoking shelter taken July 11, 2013.

Q.4 Has the storm water management system, located in oval 1 been scoped to verify its functioning as designed?
A.4 The existing underground drainage system has not been videoed.
Q.5 Are we to assume we are conducting the surface water into the existing storm water management?
A.5 Please refer to the CS-200 series drawing for the stormwater/drainage system work. Please refer to the CG-100 series drawings for the grading work. The drainage connection points are shown on the drawings.
Q.6 Can we use an area for staging/loading and unloading? For instance, the area that currently is being used to store the 1250 yards of concrete.
A.6 The approximate construction staging area within the Oval #1 courtyard is indicated on drawing GI-002. An additional area is available to accommodate 12’ x 60’. A 110v x 20 amp circuit in a breaker panel is available for the contractor to provide their own wiring.
Q.7 We saw some galvanized window Wells used around oval 1. Can we use more window wells to address areas of flat or low grade?
A.7 Please review drawing CS-203 Plan Note 17. New galvanized window wells are being installed as part of this project.
Q.8 Is existing smoking shelter to be moved to new site? If so, will new site require new concrete pad?
A.8 The existing smoking shelter is not being relocated. Per drawing CD-100, the existing smoking shelter is being demolished and removed.
Q.9 With the new smoking shelter, is new concrete pad required?
A.9 Please refer to details 1 and 3 on drawing sheet CS-006. A new concrete pad is required for the new smoking shelter.
Q.10 Can a crane be used over entrance gate in emergency area if for predetermined, fixed period of time? If so, how long would that fixed period be allowed??
A.10 Yes. The contractor be required to provide a lift/crane safety plan for review and approval.
Q.11 Can existing fenced construction area where new shelter is located be used as staging
A.11 The approximate construction staging area within the Oval #1 courtyard is indicated on drawing GI-002.
Q.12 Will existing construction and corresponding fencing & trailer be completed and cleared before award here?
A.12 Yes
Q.13 How many Infiltrations tests are required? SOW states that three (3) were completed, but SOW has five (5) facilities listed.
A.13 Infiltration testing was completed as part of the design process. The Chester
County Conservation District has required additional (conformational) infiltration testing as part of the construction process. Please refer to Specification Section 01 45 29 3.6, Infiltration Testing (Stormwater BMP), for detailed requirements, including the number.
Q.14 Reference drawings CS-011 & CS-012 - Who is responsible for providing directions on SWM relocations/(Re(Design)/(re)Permitting (if required) if the confirmation infiltration tests do not pass?
A.14 Redesign/relocation is not anticipated. If for some reason it is required, redesign would not be the contractor’s responsibility.
Q.15 Can copies of the existing permit approvals for the NPDES, WCCD, and the
Township be provided?
A.15 Yes, a copy is included as part of this addendum.
Q.16 Is Tolman Engineering under Government contract to attend the erosion and sediment control preconstruction meeting as required per plans?
A.16 The VA shall provide civil engineering oversight to attend the preconstruction meeting with the Chester County Conservation District.
Q.17 To whom do we submit SWM as-builts to for approval? Government? Township?
County?? Are calculations required with submission? If so, will the original reports/calculations be provided for reference?
A.17 The as-builts of the stormwater management BMPs will be submitted to the
Chester County Conservation District. The applicant is required to submit the drawings, which is VA. The Contractor will not be required to submit the as-built drawings to Chester County Conservation District. No calculations by the Contractor will be submitted with the As-builts.
Q.18 Can any work be permitted on Saturdays & Sundays?
A.18 Working hours are 7 am to 4 pm Monday to Friday except federal holidays.
Off-tours hours must be approved and are on a case by case basis.
Q.19 There was a verbal reference during the site visit that the SOW may be revised. Will it be changed and if so, when could we expect to see amendment?
A.19 Please refer to the Revised SOW attached.
Q.20 Can wood chips from tree maintenance be disposed/transferred on site to base DPW? If so, are there any limits, or constraints, or special requirements for doing so?
A.20 All spoils from the project shall be removed and recycled and produce receipts of recycling to be submitted to VA
