About this file

This is a Questions and Answers document for VA solicitation 36C24225Q0287, a 100% SDVOSB set-aside for professional moving services in New Jersey. The Q&A addresses 21 questions submitted between February 21-28, 2025, providing clarification on various aspects of the solicitation.

Key details revealed include: jobs average 5-8 hours duration within a single day; each main center (East Orange and Lyons) is approximately 1 million usable square feet; there is no incumbent contractor; storage facility pricing should be per day as needed with minimum 500 sq ft; unit of measure "JB" stands for "job" and is per single job rather than per day; the number of personnel and truck requirements will vary by job; and pricing must be provided per individual job with extended pricing for estimated quantities (which range from 1-48 jobs per line item). The contracting officer declined to assist with pricing calculations and referred bidders to the original solicitation for details on site visits, bid requirements, submission deadlines, and evaluation criteria. Any amendments will be posted on SAM.gov.

COMBINED SYNOSIS/SOLICITATION 36C24225Q0287

100% SDVOSB SET-ASIDE

QUESTIONS AND ANSWERS

First Wave of Questions Dated From 02/21/2025 through 02/28/2025.

Question 1: My question simply is do you anticipate a site visit at all prior to Proposal delivery?

Answer: Site visit information is detailed in the Combined Synopsis/Solicitation 36C24225Q0287, and an amendment has been posted.

Question 2: Site Visit – Is there one for this project? If so, when is it, and do we need to register in advance?

Answer: Site visit information is found in the detailed in the Combined Synopsis/Solicitation 36C24225Q0287.

Question 3: Bid Requirements – Any specific must-haves for bidders? Certifications, past performance, etc.?

Answer: This information can be found in the Combined Synopsis/Solicitation 36C24225Q0287.

Question 4: Bid Submission – What’s the deadline, and are there any formatting or specific submission instructions we should follow?

Answer: This information can be found in the Combined Synopsis/Solicitation 36C24225Q0287.

Question 5: Evaluation Criteria – Is this lowest price, best value, or a mix? Just want to make sure we frame our bid the right way.

Answer: This information can be found in the Combined Synopsis/Solicitation 36C24225Q0287.

Question 6: Any Amendments or Extras – Are there any attachments or updates we should review?

Answer: Any Amendments or extras will be found on SAM. Gov if any, please pay attention to posting.

Question 7: Certain line items specify the origin and destination points, but do not include the quantity of items to be relocated/reconfigured. What is the estimated duration of each job(s)? Also, will there be significant variations in job sizes? For example, will all 24 jobs in line item 0013, be approximately the same size/duration?

Answer: It is impossible to anticipate exact quantity of items at each move/delivery. The duration of each job is at average 5 hours, and up to 8 hours within one single day, depends on if the area is empty or operational and depends how many personnel vendor sends. For example, if the area is under operational and can only be accessed a portion of the day, then two (2) 4-hour days is applicable.

Periodically but rarely, there will be a major clinic or departmental move that might take more than one day. VA will make all effort to keep the size and duration of each job as consistent as possible.

Question 8: Page 14 of the document Combined Synopsis Solicitation Commercial Services 2.21.2025 states “You may use attached document Past Performance Questionnaire”. Please provide this document, as it is not currently included in the list of attachments.

Answer: Past Performance Questionnaire provided in amendment 0001

Question 9: Was there an incumbent contractor? If so, please provide the contractor’s name and total contract value.

Answer: None

Question 10: I wanted to see if you can help me with pricing this. Let me know if you have any questions.

Answer: The Contracting Officer will not help with pricing information.

Question 11: In the Price/Cost Schedule, could you clarify the meaning of "Estimated (followed by a number)" in the second column?

Answer: Estimated number of jobs for that line item.

Question 12: What does the unit of measure "JB" stand for in the Price/Cost Schedule

Answer: JOB

Question 13: Could you provide an inventory per building to assist in our pricing calculations?

Answer: There is not a fixed inventory of building. Moves occur bases on space or personnel re-configuration needs.

Question 14: How many employees are there per building?

Answer: I’m not sure what the number of VA employees have to do with the vendor who will be moving furniture and equipment. However, each main center (East Orange and Lyons) is approximately 1 million usable square feet. There is no way to have get a headcount per building.

Question 15: The scope of work for specific line items is unclear. For example, Line 15 states: "From East Orange Center to Jersey City VA Clinic or from Jersey City VA Clinic to East Orange Center.

Equipment & Furniture Move, Delivery, Reconfiguration, Relocation, Transportation. Estimated 24."

Could you confirm what specific activities are required (e.g., equipment & furniture move, reconfiguration, transportation)? Each of these services entails different requirements, and we want to ensure we price them correctly.

Answer: We will be unable to confirm specifically what the activity (job) will entail and what is required.

The vendor will either do a Move, Delivery, Reconfiguration, Relocation, or Transportation of equipment and/or furniture as stated in the PWS. The specific detail will be known, and a move request is submitted.

Question 16: I understand the VA in New Jersey is looking for a new office mover to handle furniture, computer and contents moves. Something that would be a major account for any moving company.

Are you involved in that?

Answer: All information is found in the detailed in the Combined Synopsis/Solicitation 36C24225Q0287.

Question 17: With the DEI being removed from the US Government does that affect minority/women/veteran owned businesses?

Answer: This has nothing to do with this procurement.

Question 18: Unit “JB” – Does this stand for a single job, or is it based on a full day’s work?

Answer: JB aka Job is per single job.

Question 19: Truck & Crew Assumptions – Should we assume one 26ft truck with three movers per job, or will the requirements vary?

Answer: The job will vary.

Question 20: Job Quantity – Some jobs list 1, 24, or 48 JB. Should we price each job individually or provide a total cost for all?

Answer: We must know the price per each job. The estimated numbers are what the facility anticipates.

So, one job for that line item, 24 job for that line item, 48 job for that line item, the total price of that line item can be provided in the extended price column.

Question 21: Storage Facility – The requirement mentions a minimum 500 sq. ft. storage space. Should we price this as a fixed monthly cost or per use?

Answer: The price for the storage facility will be as needed - per use so per day.
