II. Executive Summary
This project proposes the renovation of a 1,250 +/- square foot (sf) existing chemistry lab on the ground floor of building 1 at the VA Lyons campus. The purpose of the is project is to a provide a reconstructed laboratory for clinical research. This will be done by providing complete design services for the items stated above.
Building 1 is situated on the facilities’ main campus and is connected to building 3.
Domestic water, sanitary, HVAC and electricals service to this area will be provided by the VA.
This report includes design plans for Architectural, Fire Protection, HVAC, Plumbing and Electrical systems.
III. Review of Existing Conditions
The existing chemistry lab, located on the ground floor building 1, has been around since the building was originally constructed and has undergone several renovations throughout the years. The lab is currently vacant and sits adjacent to the blood lab and police barracks. It is comprised of several lab benches and general office furniture that is no longer being used.

Existing HVAC systems include several thru the wall A/C units and an 8.5-Ton packaged Carrier unit.
As seen in figure 7 below the Carrier system has been decommissioned for some time and will be completely demolished as part of this project.

Existing sanitary and domestic service is provided from the basement below the clinic as seen in figures
9-10.

The existing electrical service for the chemistry lab comes from 5 existing power panels located in the adjacent blood lab and from the main switchgear in the basement (Room 013 switchboard) below.
Existing service is either 208/120V/1P/3W or 208/120V/3P/4W. The fire alarm system that serves this area was updated during a campus wide renovation in 2008. As of today, the VA as reported no problems with the existing fire protection system. The existing fire alarm control panel is located in the main switchgear room (Room 013 switchboard) as seen in figure 11 below.

IV. Design Intent Narrative
A. Codes & Standards

B. Site Civil
There is minor site work for this project. The extent of proposed work will include restoring the site to its original condition once construction is complete, and pouring a new concrete equipment pad for new compressor/condenser unit ACCU-1.
C. Architectural
There are several architectural items that will be addressed during this project. Work will include but is not limited to; installing new partition walls to create a small mechanical room, providing new wall finishes throughout, performing any subfloor restoration, installing new LVT flooring, installing new ceiling tiles using the existing ceiling grid, selecting and locating new lab furniture/equipment, and providing new window panes where A/C units are located.
D. Structural
There is minor structural work associated with this project. The extent of work includes infilling openings in the exterior wall, creating new openings in the exterior wall, and repairing lintels where windows are being worked on.
E. Mechanical
Due to the scope of this project, the HVAC design plan will encompass several new systems in order to meet the latest VA design standards. For demolition, all existing systems and their associated appurtenances (ductwork, controls, etc.) will be removed completely. These systems will then be replaced by a new 100% outside air (OA) variable air volume (VAV) air handling unit (AHU), and a new rooftop exhaust fan. Listed below is a breakdown of each respective system with its corresponding tag from the drawings:
1) 100% Outside Air Variable Air Volume Air Handling Unit (AHU-LAB-1)
To maintain a proper comfort level within the lab, the design plan is to provide a 1,900
CFM 100% OA VAV AHU. The system will utilize a direct expansion (D/X) coil for cooling control, a hot water/glycol coil for heating control, a single steam dispersion tube for humidification control, and a fixed membrane heat exchanger for energy recovery.
The system will be located outside just plan east of the lab, and will come in a stacked orientation (supply air on top and exhaust on the bottom). To circulate the air, each air stream comes with a centrifugal plenum fan that is controlled through a variable frequency drive (VFD). The system will also work in conjunction with the fume hood
(FH-1) to maintain a negative air balance in the room.
2) Exhaust Fan with Plume Hood (PEF-1)
As part of this project, a new laboratory fume hood will be installed. To exhaust air out of this hood the plan is to provide a new roof mounted constant volume (CV) exhaust fan with a plume stack. The system will exhaust anywhere from 100 CFM to 425 CFM based on the hood sash position. This fan will work in conjunction with the hood (FH-1) to maintain a constant face velocity at the work area.
To maintain compliance with VA standards, both systems will be integrated into the existing
BMS via a Lon works protocol communication.
F. Electrical
For power distribution the design plan is provide a new panelboard, 1LP-G-CHE, that is to be located in the newly constructed mechanical room. This panel will be feed from an existing spare breaker in the basement switchgear, and will service all new equipment and receptacles being installed as part of this project. Any receptacles that are existing to remain, will stay on their existing circuits.
For lighting, the proposed design plan is to provide new LED lights with occupancy sensors throughout. All new lighting will be powered from the existing lighting circuit. Additionally, users in the main lab will have the ability to dim the lighting.
G. Plumbing
This project will require minor plumbing alterations. Work will include demolishing old fixtures
(sinks, eyewash station, etc.) and piping, installing new plumbing fixtures, and providing new domestic, sanitary and vent piping. All domestic service will be brought up from the basement as seen in figures 9 and 10 above.
H. Fire Protection
The design plan for the fire protection systems can be broken down into two parts. The first area of concern being the fire alarm system and the second being the sprinkler system. As mentioned previously, the current fire alarm system was updated as part of a campus wide renovation in
2008. For this reason, the design plan is to leave all existing devices and to relocate or add new ones that may be required to maintain 100% coverage of the space. The existing fire alarm control panel is located in the basement of building 1 in room 013 Switchboard (as seen in figure
11 above), and will be existing to remain with additions as needed to meet current life safety requirements. For the sprinkler system the proposed plan is to leave the layout as is, and to relocate or add heads as needed to maintain 100% coverage. See FX (Fire Protection) and ES
(Electrical) series drawings for more information.
I. Energy Efficiency
All new pieces of equipment have been selected to meet the latest ASHRAE and AHRI requirements for energy efficiency
J. Tie-In Points (Electrical, HVAC, Plumbing, Fire Protection, Etc.)
All tie in points will be reviewed by the VA FMS staff.
K. Asbestos/Hazardous Materials
Due to the age of this building, it was suspected that asbestos containing material (ACM) could be present and after further testing this was confirmed true. Therefore, this project will involve traditional asbestos removal. For more information see the asbestos series drawings (HA) and section 8 below (VII. Asbestos Survey) which contains the asbestos survey performed for this area.
