QUESTIONS AND ANSWERS
FOR
SOLICITATION #36C10F18R0634
Q.1: Section A.2 Scope of Work states, "The work outlined in this contract shall be coordinated with work by other VA consultants, VA personnel, and initiatives, including: changes to the SEPS database; supporting the leasing business process; the development of the Criteria Management System databases for facility standards; improving project delivery, space and facility management and CMMS /CAFM deployment; updating the Space Planning Criteria, Room Templates, and Data Sheets, as well as Capital Asset Inventory (CAI) reporting." It is not clear the magnitude of work this coordination will entail. Does VA have additional information to help quantify hours needed for this coordination?
A.1 VA is unable to determine the magnitude of work, therefore a Request for Proposal (RFP) for an Indefinite Delivery-Indefinite Quantity (IDIQ) contract was issued.
Q.2: Does Volume II need to include a TOTAL cost in addition to hourly rate?
A.2: No, only show the hourly rates per the Price/Cost Schedule.
Q.3: If Volume II does need to include TOTAL cost, it appears the proposal will need to specify assumptions to better quantify the level of effort (e.g. number of training sessions, etc.). Is this acceptable?
A.3: The quantity of hours required will be dependent on each individual Task Order Request for Quote (RFQ), which will be determine by the contractor; except for the training sessions and in-person meetings. Note, each training session will be equal to one-half day of work.
Q.4: Section 2.2.6 BIM Expertise states, ”Provide technical expertise on topics within the scope of this procurement to help VA personnel and private sector firms working on VA projects when needed. Act as the point of contact to assist VA staff, VA design consultants, other software vendors who require assistance with adopting SEPS2BIM, using BIM Room Templates and Room Objects, as well as using BIM, Revit, immersion technology, and other software for planning, design, construction, facility and portfolio management, and reporting.” Is this on-demand or is this by regularly scheduled project meetings?
A.4: It will be both.
Q.5: The RFP requests contractor experience in very specific systems and applications like Dynamo, Grasshopper, Python, Dreamweaver, Rhinoceros, 3D Max etc. However, it appears the tasks described in this RFP can be executed without having to just specifically use these tools. For example, there are other ways to develop responsive web sites beyond Dreamweaver and the technologies are constantly changing. As long as the tasks are fulfilled, are these applications just suggestions for what might be used and not requirements that they must be used?
A.5: The technical experience needed to advise other architects using the common software and/or to provide guidance to VA in determining different courses of action to enhance modeling performance is important to VA. Since it is true that technology is constantly changing and will certainly do so over the next five years of this contract, VA needs consultants who can keep up with the changes, and understand how to use these and similar software in the future. The named software may or may not be required for completing the tasks under this IDIQ contract.
Q.6: Section F.4 Travel Requirements states “For cost purposes, the following locations are anticipated sites for the in-person training and are subject to modification by CFM as necessary: Washington, DC; Silver Spring, MD; Chicago, IL; San Francisco, CA; Tampa, FL and Long Beach, CA. VA. Will provide all training sites.” Can you clarify WHO will provide training sites?
A.6: The physical training rooms will be provided by VA, most likely on VA owned property.
Q.7: Task 1.2 Contractor shall provide technical expertise to make recommendations and changes to align the SEPS2BIM application with new technical and data improvements; use additional room engineering data available through SEPS and the conversion of VA standards information to a database environment (Criteria Management System) - Is this expected to be completed in year 1, or is this an ongoing task that will be completed in year 5? Would it be acceptable to assume this might be a 2-3 year task and the following years would be upkeep?
A.7: It is anticipated that the bulk of the work will be completed in 2-3 years and upkeep will follow, although the CMS will continue to evolve with new data and features over time.
Q.8: Task 1.6 - Provide coordination with SPAWAR, Max.gov, VHA, CFM, the Defense Health Agency, and other organizations or companies as required - Will it be required that this scope be completed year 1, with subsequent feedback be provided in the following years or can it be planned that the update might take 2 or more years to complete the update and then get feedback from the VA community?
A.8: The coordination schedule is entirely under the control of other project managers. Most of the basic framework will be done in the first couple of years, but it is anticipated that coordination will be important for the performance period of this IDIQ, as the technology and business processes evolve.
Q.9: Task 1.7 - Provide technical analysis of need, type, and data capacity for data storage for various uses, including a VA approved secure cloud web server available 24/7/365 adequate to host the SEPS2BIM application, BIM Room Templates and Equipment, the SEPS2BIM.org website, and BIM models, etc - Will this be required that this scope be completed year 1, with subsequent feedback be provided in the following years or can it be planned that the update might take 2 or more years to complete the update and then get feedback from the VA community?
A.9: As VA’s cloud use is currently being analyzed by the VA Office of Information and Technology, the standards for use, technical requirements and timing of deploying a secure cloud server is not yet known.
Q.10: Tasks 1.9 and 1.10 - Modify/simplify user interface, organize material, and manage the current SEPS2BIM.org website. Provide technical expertise in creating, managing, transferring, and supporting data for Facilities and Asset Lifecycle Management (FALM), and possible use of Esri and Real Time Location Systems (RTLS) integrated with BIM - Does the web server need to both service existing clients and new at the same time, or will it be a completely separate service? Assuming that the two, existing and new, are separate, how long of an overlap is desired for transitioning current system to new? If the proposing team can complete its activities for a new server in one year, how long would the current service need before it sunsets?
A.10: This question seems to conflate two issues which are not related. 1) The current SEPS2BIM website needs to be hosted and managed. 2) VA needs technical expertise in how to support BIM file storage, moving BIM data/graphics through the enterprise facility lifecycle (planning, design, construction, activations, facility management and portfolio management (FALM)), as well as how BIM interfaces with Esri and RTLS, etc. The SEPS2BIM webserver will not be involved in FALM as other databases/servers are being used for those purposes.
Q.11: Task 2.3 - Make modeling corrections as needed to the existing BIM Room Template Models and Equipment Objects. Model new BIM Room Template Models and Equipment Objects as required. The number of BIM Room Templates Models and Room Equipment Objects to be reviewed, adapted, or modeled is subject to change yearly. - Approximately how many new templates are expected to be part of this activity? Can we make an assumption of 100, and if there are more or less, this can be a prorated cost increase/decrease?
A.11: No
Q.12: Task 2.4 - Provide 2D BIM derived floor-plans, elevations, reflected ceilings, and ID callouts according to the BIM Room Data Sheet example provided by CFM, showing equipment placement and room technical engineering per CFM layout and Design Guide standards as required. - It is assumed this is required for each room and not aggregate of rooms, please confirm?
A.12: This is for each room. Graphic examples of the Room Data Sheets can be found in the Mental Health Design Guide available in the VA Technical Information Library website.
Q.13: Task 2.5 - Enhance BIM performance to meet VA’s business needs by improving BIM functionality through the use of configuration software (Dynamo, Grasshopper, Python, Dreamweaver, etc.) - We presume that the provided list of software is suggestive and prescriptive where the contractor can integrate other software solutions as they see best, with the acceptance of the VA?
A.13: The technical experience needed to advise other architects using the common software and/or to provide guidance to VA in determining different courses of action to enhance modeling performance is important to VA. Since it is true that technology is constantly changing and will certainly do so over the next five years of this contract, VA needs consultants who can keep up with the changes, and understand how to use these and similar software in the future. The named software may or may not be required for completing the tasks under this IDIQ contract.
Q.14: Task 2.6 - Provide technical expertise on topics within the scope of this procurement to help VA personnel and private sector firms working on VA projects when needed. Act as the point of contact to assist VA staff, VA design consultants, other software vendors who require assistance with adopting SEPS2BIM, using BIM Room Templates and Room Objects, as well as using BIM, Revit, immersion technology, and other software for planning, design, construction, facility and portfolio management, and reporting - We assume this will begin after the majority of task 1 is complete, on the contractors proposed solution?
A.14: SEPS2BIM is an existing process and is currently being used for projects. It needs sustainment and making sure it is in alignment with associated data/processes, and technical help in using it is available. Technical expertise on using other technologies and software for Facility and Asset Lifecycle Management (FALM) is not necessarily dependent on the SEPS2BIM process.
Q.15: Task 4.2 - Contractor shall adapt the training materials as necessary for use in VA’s Technical Information Library (TIL), the SEPS2BIM.org website and other VA venues and outreach presentations - We assume this scope is for the contractor's new scope and not retroactive to all work on the VA website.
A.15: That is correct. We are not using this contract to redo all the work on the VA website.
Q.16: For B.3 Price/Cost Schedule, “Travel for one (1) day meetings”, should the cost for “each” be labor or labor+travel cost? Where the meeting will be, Washington D.C.?
A.16: No. The travel cost will be separately priced showing the actual cost of travel in accordance with GSA’s Travel Guidelines. The travel will include travel to provide training as needed and travel to Washington DC to meet with and present to program officials in accordance with the Statement of Work.
Q.17: For the proposal package, do we have to use SF330 forms?
A.17: No. The correct form to be submitted along with your proposal is the SF1449.
Q.18: Is there a requirement on minimum fee (%) for the prime offeror vs. prime offeror’s subconsultants, i.e. how much work does the prime offeror has to self perform and how much work is the prime offeror allowed to subcontract to their subconsultants on the proposed team?
A.18: To be considered for evaluation and award, the offeror must meet the SDVOSB eligibility criteria in 38 CFR § 74
Q.19: Section A.2 Scope of Work states, "The work outlined in this contract shall be coordinated with work by other VA consultants, VA personnel, and initiatives, including: changes to the SEPS database; supporting the leasing business process; the development of the Criteria Management System databases for facility standards; improving project delivery, space and facility management and CMMS /CAFM deployment; updating the Space Planning Criteria, Room Templates, and Data Sheets, as well as Capital Asset Inventory (CAI) reporting." It is not clear the magnitude of work this coordination will entail. Does VA have additional information to help quantify hours needed for this coordination?
A.19: When the Request for Quote is issued for each Task Order it will be the responsibility of the contractor to determine the disciplines required to complete the task.
Q.20: 36C10F18R0634-001 Page 5, Section B.1.8 states, “Provide expertise to determine best options for large file transfers for BIM models and information between VA offices and between the private sector and VA that meets VA OI&T security protocols. Once approved, provide (e.g., develop, purchase, support, maintain, etc.) the transfer protocol.” It is implied that coordinated development, purchase, deployment, support, maintenance, etc. may be approved. If so, will the approval time through OIT, development, deployment, etc. and associated costs be in addition to the FFP as a change?
A.20: No.
Q.21: 36C10F18R0634-001 Page 5, Section B.1.10 states, “Provide technical expertise in creating, managing, transferring, and supporting data for Facilities and Asset Lifecycle Management (FALM), and possible use of Esri and Real Time Location Systems (RTLS) integrated with BIM.” Is ESRI ArcGIS currently deployed within CFM, or is the procurement and deployment of ESRI being considered as an option to this solicitation?
A.21: Esri ArcGIS is currently deployed in VA. No Esri software purchase or deployment is required under this contract.
Q.22: The RFP requests contractor experience in very specific systems and applications like Dynamo, Grasshopper, Python, Dreamweaver, Rhinoceros, 3D Max etc.
A.22: The technical experience needed to advise other architects using the common software and/or to provide guidance to VA in determining different courses of action to enhance modeling performance is important to VA. Since it is true that technology is constantly changing and will certainly do so over the next five years of this contract, VA needs consultants who can keep up with the changes, and understand how to use these and similar software in the future. The named software may or may not be required for completing the tasks under this IDIQ contract.
Q.23: 36C10F18R0634-001 Page 6, Section B.2.3 states, “Make modeling corrections as needed to the existing BIM Room Template Models and Equipment Objects. Model new BIM Room Template Models and Equipment Objects as required. The number of BIM Room Templates Models and Room Equipment Objects to be reviewed, adapted, or modeled is subject to change yearly.” Will Option Year FFP be renegotiated yearly to accommodate anticipated yearly changes to volume?
A.23: No
Q.24: Section 2.2.6 BIM Expertise states, ”Provide technical expertise on topics within the scope of this procurement to help VA personnel and private sector firms working on VA projects when needed.
A.24: Both, although it’s likely to be on-demand for the most part.
Q.25: 36C10F18R0634-001 Page 8-9, Section H.1 does not include Key Personnel requirements for Task 3: FALM Support. Which Labor Category does Task 3 FALM support fall into or is there a unique Labor Category that is required?
A.25: The Labor Categories listed are the only ones under this IDIQ required for supporting FALM.
Q.26: 36C10F18R0634-001 Page 11, Section B.3 states, “The Minimum Value of the Contract is $3,000.00. The total contract amount for the base and four one-year options shall not exceed $5,000,000.00.” Does this include any changes that arise from the approved additional large file transfer solutions, the addition of ESRI scope, and the potential fluctuation of modeling scope annually?
A.26: Yes
Q.27: Section F.4 Travel Requirements states “For cost purposes, the following locations are anticipated sites for the in-person training and are subject to modification by CFM as necessary: Washington, DC; Silver Spring, MD; Chicago, IL; San Francisco, CA; Tampa, FL and Long Beach, CA. VA. Will provide all training sites.” Can you clarify WHO will provide training sites?
A.27: VA. Will provide all training sites.” Can you clarify WHO will provide training sites?
