About this file
This document contains questions and answers regarding a Blanket Purchase Agreement solicitation for an Automated Discharge Planning solution. The solicitation seeks proposals for labor categories and rates to provide interface development services for an unknown scope of work, with vendors to include 1920 hours per labor category for evaluation purposes only. The Blanket Purchase Agreement does not have a ceiling, and individual call orders shall not exceed $7 million and will be processed by the Technology Acquisition Center of the Department of Veterans Affairs. The price evaluation spreadsheet has been revised to properly evaluate proposals using a 58 perpetual license calculation rather than 290 licenses.

| Question | Answer |
| How will the government compare proposals since the underlying formulas of the Evaluated Price Summary tab will dramatically skew the evaluation in favor of Enterprise – Entire VA (only calculated based on 58 perpetual licenses) over the other two methodologies (calculating based on 290 perpetual licenses)? | Attachment 0001 Price Evaluation Spreadsheet has been revised to address this anomoly. Please see the attached Spreadsheet with its updated instructions. |
| In the event there is a BPA size limit or contracting officer warrant limit, will the government ensure that proposals using the bed size or enterprise per site methodologies are not eliminated if the total evaluated price summary is over the limit since the formulas are incorrectly using a calculation of 290 perpetual licenses instead of 58? | The BPA does not have a ceiling; in accordance with acquisition regulations each order under the BPA shall not exceed $7M. All orders will be processed through the TAC by a warranted Contracting Officer. |
| If the government does not have a pre-defined requirement for the scope of the interface work, how should vendors estimate the amount of hours to include in a FFP proposal for an unknown scope such that the government would have a way to compare vendor pricing? | Attachment 0001 Price Evaluation Spreadsheet has been revised to address this issue. Please see the attached Spreadsheet with its updated instructions. The Offerors are not required to propose the number of hours, only labor categories and rates for each ordering period. 1920 hours are included under each labor category for evaluation purposes only. |
