Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Program Contracting Activity – Central
(PCAC). Pending receipt of FY2019 PR.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This requirement is for a Scriptpro Automated Medication Distribution (Pharmacy) System for the activation of the newly constructed VA Northern California Health Care System (VANCHCS) Chico Outpatient Clinic. This system will be used by pharmacy workers at the Chico Outpatient Clinic to enter, fill, verify, dispense, and track prescriptions for Veterans. All Items requested in this procurement are networked and have been approved for VA use. The system consists of the following items:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The VANCHCS Pharmacy Department has purchased, implemented and deployed networked ScriptPro Server infrastructure. The server allows for active communication across all sites in

VANCHCS Pharmacy Departments and directly interfaces with Veteran Affairs (VA) Computerized Patient Record System (CPRS). This digital networked configuration provides pharmacy with automated alerts and reports detailing drug interactions that reduce the desired effects or increase adverse effects of medication. The new Chico Outpatient Clinic is part of the VAHCHCS Pharmacy Department. The current ScriptPro Server Infrastructure cost for VANCHCS was $356k. Going with another brand of automated pharmacy system would require additional server infrastructure at a cost equal to or more than what the VA has already spent.
Furthermore, architectural designs, specifications and measurements for the new Chico Outpatient Clinic were designed and implemented with the purpose of deploying a ScriptPro Automated Pharmacy System. Installation of a non-Scriptpro system will require architectural redesigns to fix dimension sizes, power requirements and network drops. This would incur a heavy cost for the facility as construction is already underway and would cause delays in the activation of the new clinic.
Finally, VANCHCS currently has ScriptPro equipment, equipment specific tools for repair and spare parts. Should any networked ScriptPro equipment become non-operational and need immediate repair VANCHCS can provide rapid assistance, service and parts limiting any down time to hours verse days should we go with another product.
4. Description of market research conducted and results or statement why it was not conducted:
Market research for this requirement was conducted in accordance with FAR Part 10 and VAAR Part
10. Market research found that this item is available through Scriptpro’s GSA Federal Supply Schedule. In addition, Scriptpro has two authorized distributors which are SDVOSBs. VA requires Contracting Officers to prioritize awards to veteran owned small businesses. This item is not available through any mandatory sources. Other brands of automated pharmacy systems were not considered in the market research as purchasing a different system would not be in the best interest of the Government considering the additional infrastructure costs and the likely delay it would create in activating the new clinic.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. A price reasonableness determination will be made in accordance with FAR 13.106-3 prior to any award.
