Vendor Questions and Government Responses

Question 1:

Will the Government consider making the following change to the SOW?

Contractor shall arrange and pay for shipment of the Equipment, installation of the Equipment at Customer Site, and implementation of the Software. Customer shall be responsible for preparation of the Customer Site for installation of the Equipment and Software and for receipt and safeguarding of Equipment pending installation. Site preparation includes making ready: (a) physical space and electrical service as required for the Equipment so it can be placed in its permanent location and connected to the electrical service upon delivery, (b) network access as required by Contractor, and (c) pharmacy computer software interfaces and hardware connections. If Customer Site is not fully and properly prepared when Contractor begins installation, Customer shall reimburse Contractor for additional actual out-of- pocket costs incurred, including personnel costs at Contractor’s standard service rates.

Response 1: This change is acceptable. The SOW will be updated accordingly.

Question 2:

Will the Government consider making the following change to the SOW?

Government is responsible for installing Notice Board mounting brackets and all required facilities preparation, including electrical and data drops.

Response 2: The mount must be provided by the vendor but the VA will install the Notice Board. The SOW will be updated accordingly.

Question 3:

Can delivery be 90 days ARO, or later, based on completion of construction?

Response 3: Yes. The SOW will be updated accordingly.

Question 4: Pages 4-5. B.3 Price/Cost Schedule. Item Number 0002. The product to be ordered is SP Central Platform (Includes SP Central Server, 1 SP Datapoint). This product does NOT include Standard Interface and Virus Protection Interface Upgrade (Platform). Please update the line item description accordingly. Please also provide two additional line items for these products.

Response Question 4: The CLIN schedule will be updated to separate the Standard Interface and Virus Protection Interface Upgrade (Platform) from CLIN 0002.

Question 5: Please provide the physical address of the pharmacy for delivery.

Question 6: Can clause 52.227-19 – Commercial Computer Software License be deleted from the solicitation/contract? ScriptPro’s software is proprietary and cannot be duplicated in whole or part.

Response 6: Yes. The Government will remove this clause from the solicitation/contract.

Question 7: Pages 13-14. VAAR 852.211-70 Service Data Manuals. Please remove this clause. It is not applicable as the ScriptPro Customer Service provides an all-inclusive support contract for a flat monthly service charge. Therefore, ScriptPro does not provide itemized service data manuals.

Response 7: The Government will remove VAAR 582.211-70 from the solicitation/contract.

Question 8: Statement of Work Attachment. Page 4. Section 2.8 Training. Please remove item

2.8.3. It is not applicable as the ScriptPro Customer Service provides an all-inclusive support contract for a flat monthly service charge.

Response 8: The Government will delete training as a separate line item in the CLIN schedule and remove the training section from the SOW.

Question 9: Please remove FAR 52.225-1 Buy American.

Response 9: FAR 52.225-1 Buy American will be removed from the solicitation/contract as the pharmacy system falls under the exception at FAR 25.103(e) – Information Technology that is a commercial item.

Question 10:

Request the salient characteristics for the following item be updated as follows:

Item Name: Scanner – Wireless Bar Code Scanner Salient Characteristics:

· Wireless Scanner shall interface with ScriptPro system

· Wireless Scanner cradle (charger/communication base) USB connected to SP Datapoint

· Power Supply: 2.5 W (0.5 A @ 5 V) with USB (Charging), 0.625 W (0.125 A @ 5 V) (Non- Charging); 4-5.5 VDC, 2.3 W (450mA @ 5 VDC) (Operating), 0.45 W (90mA @ 5 VDC) (Standby)

Response 10: This change is acceptable. The salient characteristics in the SOW will be updated accordingly.

Question 11:

Request the salient characteristics for the following item be updated as follows:

Item Name: CRS – Compact Robotic Prescription Dispensing System Salient Characteristics:

· Medication dispensing pharmacy robot system. System supports up to 75 dispensing cells and dispenses tablets and capsules of all shapes and sizes into standard pharmacy vials. System uses a computer controlled robotic arm to fill vials directly from medication dispensing cells.

· Compact Robotic prescription dispensing system

· System uses computer controlled robotics to fill vials directly from medication dispensing cells

· 7 sq. foot footprint

· No drug cross contamination

· Floor standing unit

· Ability to fill up to (150) vials per hour

· Up to (75) Medication dispensing cells

· Can support a large variety of vial types and sizes

· Filling system that prevents drug cross-contamination

· Ethernet connection

· Power supply: 100-125 VAC ±10%, 50/60 Hz, 6 AMP, 1 Phase, Uninterruptible Power Supply included. Dedicated 20 AMP power outlet located within 10 feet (3m) of power connection.

Response 11: This change is acceptable. The salient characteristics in the SOW will be updated accordingly.

Question 12:

Request the salient characteristics for the following item be updated as follows:

Item Name: SP Datapoint – Pharmacy Data Terminal Salient Characteristics:

· Compact, interactive countertop unit. Allow pharmacy workers to enter, fill, verify, dispense and track prescriptions. Touchscreen monitor, keyboard, mouse and CCD barcode scanner included.

· Data management workstation for pharmacy robot system

· Allows pharmacy workers to enter, fill, verify, dispense and track prescriptions

· Touchscreen monitor, keyboard, mouse and CCD barcode scanner included

· Power supply: 115-240 VAC ±10%, 50/60Hz, 1.4-0.7 AMP, 1 Phase. Outlet located within 5 feet (1.5m) of power connection.

Response 12: This change is acceptable. The salient characteristics in the SOW will be updated accordingly. The KVM switch that is no longer included in the salient characteristics for this item will be listed as a separate line item.

Question 13:

Request the salient characteristics for the following item be updated as follows:

Item Name: SP Printer – Pharmacy Printer Salient Characteristics:

· Works with SP Datapoint to produce high quality direct thermal prescription labels.

· Interfaces with ScriptPro’s SP Central software to ensure the user scans the correct product code before printing the prescription label.

· Counter mounted

· Dimensions: 14" W x 12" D x 7" H (horizontal mounting configuration)

· Power supply: “100-240 VAC ±10%, 50/60 Hz, 2-1 AMP, 1 Phase. Outlet located within 5 feet (1.5m) of power connection.

Response 13: This change is acceptable. The salient characteristics in the SOW will be updated accordingly.

Question 14:

Request the salient characteristics for the following item be updated as follows:

Item Name: Notice Board XL – Prescription Notification Board XL Salient Characteristics:

· Monitor displaying patient name and status to alert patients that prescriptions are ready for pickup. The final step of the prescription filling process triggers the Notice Board XL to display the patient’s name, or partial name, depending on the pharmacy’s choice. Installation mounting options.

· Supports pharmacy messages

· 40” monitor to alert patients that prescriptions are ready for pickup

· Wall mount installation option. Customer is responsible for installing Notice Board mounting brackets and all required facilities preparation, including electrical and data drops. Installation must be per local codes and provided by local licensed contractor at customer’s expense.

· Power supply: 100-240 VAC, 1.4-0.7 AMPs, 50/60 Hz, 1 Phase. Outlet located within 5 feet (1.5m) of power connection.

Response 14: This change is acceptable. The salient characteristics in the SOW will be updated accordingly. The VA will install the mounting brackets and prepare the facility for installation. The awardee will be required to provide the required mounting brackets.

Question 15:

Request the salient characteristics for the following item be updated as follows:

Item Name: SP Central Platform – SP Central Platform (Includes 1 SP Central Server, 1 SP Datapoint) Salient Characteristics:

· Data management software. Connects components of the robot system. Stores data for the robot as well as patient information.

· Central server for the robot workflow system

· System provides centralized management and data processing

· System stores prescription processing data and electronic signatures for prescription dispensing

· Dimensions: 20" W x 24" D x 6" H (approximate dimensions for desktop configuration)

· Power supply: 100-240 VAC, 50/60 Hz, 2.5 AMP without UPS, 2.9 with UPS, 1 Phase. Grounded outlet located within 5 feet (1.5 m) of power connection.

Response 15: This change is acceptable. The standard interfaces and virus protection removed from the salient characteristics for this item will be listed as separate line items. The salient characteristics in the SOW will be updated accordingly.

Question 16:

Request the salient characteristics for the following item be updated as follows:
