Factor 4 - Safety/EMR Rate. Section L.27.IV states that “If your EMR is above
1.0, provide a written explanation. Section M.4.2.(d) states “The Offeror must have an experience modification rating of less than 1.0 to be considered acceptable”. These two sections conflict. We are requesting that Section M be revised to allow Offerors who provide an acceptable written explanation as to why their EMR is over 1.0 as noted in Section L, will be acceptable for the safety factor when their proposal is evaluated.
Section M.4.2.d. is revised to include the statement "Offeror with an experience modification rating over 1.0 may be considered acceptable with a reasonable written explanation."
Experience on Similar Projects – Please confirm whether or not it is acceptable to utilize key subcontractor experience to meet the similar project experience requirement.
Prime experience worked as a team with the subcontractors in past projects is acceptable to use to meet Experience on
Similar Projects.
Key Personnel and Subcontractors – Please confirm if you want resumes of personnel for key subcontractors or just a qualifications (company overview) of the key subcontractor.
Resumes of personnel for key contractors shall be submitted.
