About this file

This document is a Group Specification (SPEC-947) for Liquid Bituminous Materials, issued by the State of New York Executive Department's Office of General Services, Procurement Services, located in Albany, NY. The specification is associated with Award #23371 and is dated November 14, 2023, superseding a previous specification from October 30, 2019. It is specifically targeted at Commodity Group 31555 for Liquid Bituminous Materials and is intended for use by state and non-state agency projects.

The specification outlines detailed requirements for liquid bituminous materials, mandating that all materials must be from a New York State Department of Transportation (NYSDOT) approved location or primary source. Contractors must meet stringent qualifications, including having an approved manufacturing facility, storing materials in facilities with at least 10,000-gallon tanks, and ensuring accurate measurement and documentation of material quantities. The specification requires materials to be sampled, tested, inspected, and certified in accordance with NYSDOT Materials Method 702-2 Asphalt Emulsion Quality Assurance, with provisions for state inspection of supply facilities and potential contract default if requirements are not met.
