Dear Mr. Ong, On behalf of 1596 Strategic Response Solutions LLC, we respectfully submit our Best and Final Offer (BAFO) in response to Solicitation No. BPM005461 issued by the Arizona Department of Administration.
We appreciate the opportunity to further refine our response and reaffirm our commitment to providing high-quality, reliable, and mission-focused services to the State of Arizona. In this BAFO submission, we have made the following strategic adjustments:
1. Modified solicitation Attachments as applicable to capture question responses discussed in clarifications and negotiations.
1596 Strategic Response Solutions, LLC (1596) updated the following submission documents based on the BAFO request:
• 1 Attachment - Offer and Acceptance
• 7 Attachment - Supplemental Insurance

We also submit a new document titled Confidential – Supplemental – JV Agreement 1 of 1, to provide additional information on the 1596 Joint Venture construct. All listed attachments were resubmitted through the Arizona Procurement portal.
2. Offer and Acceptance form with applicable revised dates for the Best and Final Offer.
1596 updated its Offer and Acceptance Form with applicable revised dates for the Best and Final Offer as contained in 1 Attachment – Offer and Acceptance.
3. Current certificates of insurance.
1596 submitted an updated version of 7 Attachment - Supplemental Insurance that includes current certificates of insurance for the 1596 JV as well as each JV member – Vision Quest Solutions, and Cotton Commercial USA.
4. Submit clarification on Cotton Commercial USA.
1596 Strategic Response Solutions, LLC is a Small Business Administration (SBA)-approved Mentor-Protégé Joint Venture (JV) formed between Cotton Commercial USA, Inc. (Cotton), the Mentor / JV member, and Vision Quest Solutions, Inc. (VQS), the Protégé / JV managing venturer.
This is an unpopulated JV, meaning it does not directly employ personnel to perform contract work.
Instead, all work is performed by the employees of the JV member companies—Cotton and VQS— under the terms of the JV agreement. This structure allows 1596 to leverage the combined strengths of both firms while maintaining small business eligibility for set-aside contracts.
The organizational chart below identifies the JV members and their respective roles in supporting contract execution.
1596 updated its submission document titled 10 Attachment - Experience and Capacity Response to further clarify the construct of the JV.
We remain fully committed to partnering with the State to deliver responsive, accountable, and value-driven services. Should there be any questions or a need for further clarification regarding our submission, please do not hesitate to contact me at 605-430-8102 or cford@vqops.com.
Thank you for the opportunity to participate in this important procurement.
Sincerely, Charlie Ford Managing Partner
